HomeMy WebLinkAboutEBA Engineering 2024-05-07; Amendment 1 2025-08-14COU 2324-201-A1 CITY OF UKIAH AMENDMENT NO. 1 TO PROFESSIONAL SERVICES CONTRACT 2324201 BETWEEN EBA ENGINEERNG and THE CITY OF UKIAH This Amendment No. 1, entered on August 14th, 2025 revises the Agreement for Professional services May 7th, 2024 between the City of Ukiah and EBA Engineering, for professional consulting services relating to bid specification preparation for remediation and monitoring well abandonment at the City of Ukiah Corporation Yard. This Amendment No. 1 adds additional Scope of Work per Exhibit 1 and adds an additional $7,385.00. This revises the total, not-to-exceed amount to $18,720.00. Except as expressly amended by this Amendment, all other terms remain unchanged and in full force and effect. Director of Public Works & City Engineer City of Ukiah 300 Seminary Avenue Ukiah, CA 95482 teriksen@cityofukiah.com RE: PROPOSAL FOR ENVIRONMENTAL ENGINEERING SERVICES BID SPECIFICATION PREPARATION FOR DECOMMISSIONING OF REMEDIATION SYSTEM AND WELL ABANDONMENT CITY OF UKIAH CORPORATION YARD 1320 AIRPORT ROAD UKIAH, CA 95490 EBA Proposal No. P685-24 Dear Mr. Eriksen: EBA Engineering (EBA) appreciates the opportunity to present this Proposal for Environmental Engineering Services (Proposal) to the City of Ukiah (City) for preparation of revised bid specifications for the project at the City Corporation Yard located at 1320 Airport Road in Ukiah, California. To meet your needs, EBA will prepare combined bid specifications for the following: 1)Decommissioning the remediation system and associated components 2)Well abandonment for remediation and monitoring wells EBA understands that individual bid specifications for each scope item have previously been prepared. Currently, EBA understands that the City desires to revise and combine the bid specifications into one package. In an email dated July 22, 2025, the City requested that EBA develop a cost estimate for this task. Lastly, EBA understands that the North Coast Regional Water Quality Control Board (NCRWQCB) will be issuing an extension to the regulatory deadline for well abandonment, with a new deadline through the end of March 2026. As such, EBA has developed the following scope of work to meet these objectives. SCOPE OF WORK Task 1 – Project Planning and Meetings Scope of Work: Meetings with City and project coordination as required to determine scope of work for the contractor’s deconstruction of remediation system (i.e., site restoration preferences, equipment to remain, etc.) and for well abandonment. Five hours are assumed to be required to determine project specifications. Three additional hours Exhibit 1 2 are included for discussions related to project planning following preparation of bid specifications. Estimated Cost: 8 hours Senior Geologist @ $175/hr: $1,400 SUBTOTAL: $1,400 Task 2 – Preparation of Bid Specifications Scope of Work: Prepare revised bid specifications and construction drawings for deconstruction of remediation system and well abandonment. Estimated Cost: 12 hours CAD Drafter at $120/hr: $1,440 10 hours Senior Geologist at $175/hr: $1,750 5 hours Principal Engineer at $240/hr: $1,200 SUBTOTAL: $4,390 Task 3 – Preparation of Engineer’s Estimate of Cost Scope of Work: Prepare Engineer’s Estimate of Cost for deconstruction of remediation system and well abandonment. Estimated Cost: 5 hours Senior Geologist at $175/hr: $875 3 hours Principal Engineer at $240/hr: $720 SUBTOTAL: $1,595 Total Estimated Costs: $7,385.00 ASSUMPTIONS AND EXCLUSIONS The following assumptions and exclusions have been made:  The work described herein is not subject to prevailing wages.  It is assumed that the City will provide a current Bid Specification template and, if applicable, an example of contract language, insurance requirements, or similar attachments.  This Proposal assumes that field inspection and/or site visits will not be required. Additional costs would apply if these activities are subsequently determined to be required.  Any additional services not described herein, or additional time required to complete the bid specifications, will be included under a separate Agreement for Services. 3 Throughout this project, additional information may become available. This new information may result in a change in the scope of work, which may result in a change in the cost of the project. EBA will notify the client when there is a change in the cost and will not proceed without prior approval of the changes from the client.
