Meeting Summary
1. CALL TO ORDER – ROLL CALL

2. Discussion and Possible Direction Regarding the Hydrogeological Conceptual Model (HCM)
Under Development for the Groundwater Sustainability Plan Chapter

Introduction: This Hydrogeologic Conceptual Model (HCM) has been developed by GEI
Consultants (GEI) for the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) for
inclusion in the Groundwater Sustainability Plan (GSP) under the requirements of the
Sustainable Groundwater Management Act (SGMA). The purpose of this HCM is to meet the
regulatory requirements mandated by SGMA along with establishing a framework hydrogeologic
model with which to guide development of the GSP and management of the basin, including
future modeling efforts and monitoring programs. GEI provided the draft HCM and a
PowerPoint reviewing the HCM structure, SGMA requirements, signification sections and
changes.

Discussion:
Request for GEI to provide a map with lateral extend for Aquifer 1
Is the spring properly accounted for in the surface water characterization? Particularly
along the western hills of the Ukiah Valley where tributaries flow all year. Suggestion
from TAC to possibly add a field investigation component to the Proposition 68
application to help further refine the surface water characterization.
Sonoma Water has data it could possible share for water quality along the mainstream
of the Russian River from Sonoma Water’s monitoring program following the 2017 fires.
Suggestion from the TAC to also review the water quality reports for the Ukiah Valley
water districts for additional water quality data.
Committee Action: Feedback to staff regarding surface water characterization and water quality
data.
3. Update and Discussion Regarding the Data Management System
Presenter/s: Chris Petersen, GEI Consultants
Introduction: GEI Consultants provided an over of the Data Management System (DMS) features
including viewing data, important templates, importing data and overview of data currently
imported. The DMS is ready to go and updated with the latest data.
Discussion: TAC members requested information on how many people would be needed to
manage the DMS. GEI suggested 1-2 people with Microsoft Access experience would be
sufficient to maintain the DMS.
Committee Action: None.
4. Update and Discussion Regarding the Preliminary Water Budget
Presenter/s: Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and
Associates
Introduction: LWA presented to the TAC on the preliminary water budget including the root
zone water budget, hydrological model, groundwater model and integration.
Discussion:
Feedback to work with County to include cannabis in the Agricultural projected water
use. County can provide location, size and type of cannabis cultivation.
Feedback from the TAC that additional details are need on the use of heat protection
(temperature data, use methodology and record of when and where it happens).

Sonoma Water willing to share information on what is being used for their frost
modeling.
Suggestion to include the dew point in frost modeling.
TAC request an update on the model at next meeting.
Committee Action: Recommendations to staff regarding water budget development.
5. Discussion Regarding Groundwater Sustainability Plan Commenting Process

Discussion: Due to the packed agenda and limited time for the meeting staff requests to
continue the item to the next TAC meeting in January 2020.
Committee Action: Consensus of the Committee to continue item to the January 2020 meeting.
6. Discussion Regarding Proposition 68 Solicitation for Groundwater Sustainability Plan
Development And Projects
Presenter/s: Sarah Dukett, Mendocino County Water Agency, Laura Foglia, Larry Walker and

Introduction: Proposition 68 grant application scope and cost estimate overview was provided
to the TAC. The grant application is under development and the estimates are subject to change
based on feedback from the Board, TAC and further budget refinement. The Mendocino County
Water Agency and LWA recommends applying for additional funding for grant management,
stakeholder engagement/outreach, Groundwater Sustainability Plan (GSP) development,
enhanced GSP commenting process and monitoring/assessment.
Discussion:
Recommendation to include an executive summary for each section in the application.
Recommendation to increase the proposed 4 public meetings to 5 public meetings
Committee Action: Recommendation to staff regarding grant application and proposed public
meetings.
7. Update on the Technical Support Services for Monitoring Wells

Introduction: The Mendocino County Water Agency provided a status update on the Technical
Support Services (TSS) application. Due to some well locations falling through, the proposed
October drilling timeline has been changed by DWR to spring 2020 to accommodate finding new
well locations for central and northern Ukiah Valley. LWA provided a written overview of the
status of each transect under development. The Mendocino County Water Agency and LWA
request suggestions from TAC members for central Ukiah Valley alternative sites. The
Mendocino County Water Agency will be working with the Ukiah School Board regarding
securing well locations at both Redwood Valley schools.
Discussion:
Recommendation for a 6 month lead time to work with the Mendocino County
Resource Conservation District and the Mendocino County Water Agency to incorporate
new well sites into the CASGEM network.
Question from TAC regarding data privacy for private well owners. Only owners and
technical staff have access to the continuous data collected, protection measures will be
in place so specific locations are not identifiable and data will only be published monthly
or quarterly.
Committee Action: Recommendation to staff regarding TSS network inclusion in the CASGEM
program.
