APPROVAL OF MEETING SUMMARY FROM THE NOVEMBER 8, 2018, MEETING Presenter/s: Sarah Dukett, Mendocino County Committee Action: Motion by Levi Paulin, seconded by Tyler Rodrigue. Motion carries to approve meeting summary from November 8, 2018. 3. DISCUSSION AND POSSIBLE ACTION TO APPROVE MEMORANDUM ON RECOMMENDATIONS FOR PHASE I GROUNDWATER SUSTAINTABILITY PLAN DELIEVERABLES Presenter/s: Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and Associates Introduction: The memorandum summarizes the input received from the members of the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) Technical Advisory Committee (TAC) for the review of completed reports for Phase I of the UVB Groundwater Sustainability Plan 2 (GSP) Development. The Larry Walker Associates (LWA) Team discussed the Phase I reports at a TAC meeting on November 8, 2018. The purpose of the discussion and review was to assess the extent that the LWA Team can and should rely on the information presented in reports produced during Phase I of the project. This memorandum summarizes the review process and the comments received from TAC members. Discussion:  Inquiry as to what are the missing elements of SGMA requirements referenced by Sonoma Water. o Sonoma Water concern regarding lumping primary aquifers together and if that will meet the State’s metrics based on aquifer groupings.  The groundwork is mostly there, but more work is needed and further refinement of the model.  Some of the work in Phase I was done prior to the guidelines coming out and is missing pieces that will need to be fixed as the GSP is developed. Some areas need more work than others like the sustainable criteria section.  The LWA team is working with U.S. Geological Survey (USGS) and getting raw data from LACO and associates to re-do the model.  Concern with pg. 13 comments regarding additional work that needs to be done for the historical water budget requirements and model. These issues will need to be addressed for the GSP.  Every GSA is struggling with metrics of sustainability criteria. Management criteria is both technical work and policy – we need to work on creating a solid background.  Quality control input will be needed from the TAC and Board. We can also include our Department of Water Resources (DWR) representative for preliminary feedback. There will be a lot of back and forth to come to an agreement on what data will be used.  Sonoma comments meant to be productive. The Agency will want to come in with a solid product to DWR to meet needs of Sustainable Groundwater Management Act (SGMA). Committee Action: Consensus of the committee that comments on the Phase I deliverables are ready to be shared with the UVBGSA Board. 4. DISCUSSION AND POSSIBLE DIRECTION REGARDING DATA ACQUISITION AND CONFIDENTIALITY REQUIREMENTS Presenter/s: Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and Associates Introduction: The memorandum summarize the past efforts made to analyze data gaps in the Phase I of the Ukiah Valley Basin Groundwater Sustainability Plan (GSP) project and discuss the recent attempts of the Larry Walker Associates (LWA) team to assess the remaining data gaps 3 considering the newly made available data, results of the Phase I reports, and discussions with the members of technical advisory committee (TAC). Following the review of this memorandum by the members of the TAC and the Groundwater Sustainability Agency (GSA), it is expected for the Data Gap Analysis Task to be deemed concluded with the consideration of any comments made during the reviews. The memorandum first describes the requirements outlined in the Department of Water Resources (DWR) GSP Emergency Regulations with respect to data gaps. Then, it summarizes the Phase I report and how it addressed the regulations requirements. Finally, it notes the discussions and decisions made during the TAC meetings and the efforts underway to address the deficiencies that were determined during the process. Discussion:  LWA reviewed the DWR regulations regarding data privacy on what data is private versus public.  Most of the data currently being used and asked for is online and publicly available.  LWA is working on expanding the data sources.  Concern on quality and accuracy of stream flow measurement and groundwater levels.  Stakeholders do not want to see their hourly data published.  DWR will require twice per year measurements. They will not be requiring the reporting of continuous data.  We will need to develop the network that will be published yearly for the Ukiah Valley Basin. The network of data that will be included in the demonstration project.  LWA feels confident that DWR will not require the publication of continuous data.  GSA Database – Where will the data live? How does the location interact with the Public Records Act? Will need to determine what data would be public record.  DWR will not need access to the GSA database.  Consensus of the group to if possible, use public wells with good locations.  The model is being developed with data up to 2018. The data in the model does not need to be the same set used for DWR annual reporting. This will allow for more data privacy. We can use the monitoring networking developed through the DWR technical support services (TSS) grant and other pubic wells for the yearly DWR reporting.  We can use some data from model input, but not as the monitoring data for the database.  Working on the model to identify areas were data gaps exist. The data is key for calibration. The model needs to be defendable.  California Land Stewardship Institute (CLSI) will work with landowners to see if there is a possibility to use some of their data up to September 2018 for the model. Committee Action: Comments to staff regarding data privacy use of public wells and potential data sources. 4 5. DISCUSSION AND POSSIBLE DIRECTION REGARDING THE DEVELOPMENT OF A DATA MANAGEMENT PLAN Presenter/s: Irene Ramirez, GEI Consultants, Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and Associates Discussion: LWA presented an overview of the Groundwater Sustainability Plan (GSP) structure. The presentation included details regard GSP chapters for hydrologeologic conceptual model, groundwater conditions and the water budget. Committee Action: None. 6. PRESENTATION REGARDING GROUNDWATER SUSTAINABILITY PLAN DEVELOPMENT AND REVIEW OF AVAILABLE DATA Presenter/s: Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and Associates Discussion: LWA provided a presentation regarding data availability considerations for the development of the GSP. The presentation included details around, current data, data quality and data gaps. The TAC provided direction on available well data not current being used and feedback on the quality of existing data sources. The TAC also providing feedback on the existing land use and surface water data and location of irrigation ponds. Committee Action: Direction to staff regarding data sources and data quality. 7. DISCUSSION, REVIEW AND POSSIBLE ACTION REGARDING EXSISTING DATA SOURCES Presenter/s: Laura Foglia, Larry Walker and Associates and Amir Mani, Larry Walker and Associates Discussion: Following the presentation on existing data sources, the TAC provided feedback on available well data not current being used and the quality of existing data sources. The TAC also providing feedback on the existing land use and surface water data and location of irrigation ponds. Committee Action: Direction provided to staff regarding data quality, land use and irrigation pond locations. 8. DISCUSSION AND POSSIBLE DIRECTION REGARDING THE TECHINCAL ADVISORY COMMITTEE MEETING SCHEDULE Presenter/s: Sarah Dukett, Mendocino County 5 Discussion: Staff suggests rescheduling the May 9, 2019, TAC meeting to June 13, 2019 due to the rescheduling of the February meeting to April and the UVBGSA Board meeting for May being cancelled. Rescheduling to June 13, 2019, will provide staff sufficient time to prepare and would allow for the TAC and Board to be on the same meeting schedule. Committee Action: Consensus of the Board to set the next TAC meeting to June 13, 2019. 9. ACTION ITEMS AND CLOSING COMMENTS Presenter/s: None Committee Action: None 10.
