RESOLUTION NO. 93-12
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
ADJUSTING FEES, CHARGES, AND PROCEDURES AT THE
UKIAH MUNICIPAL SOLID WASTE SITE
WHEREAS, it is the City Council's intent to promote recycling,
source reduction and composting and to extend the life of the City
landfill; and
WHEREAS, the City of Ukiah is a member of the Mendocino Solid
Waste Management Authority, and encourages and supports the
Authority's goals to become self-supporting without local general
fund subsidies; and
WHEREAS, the Mendocino Solid Waste Management Authority has
recommended that its operating revenues be derived from a surcharge
on all refuse received at all County-wide waste disposal
facilities; and
WHEREAS, the City of Ukiah-owned Solid Waste Disposal site
(landfill) serves the City of Ukiah, plus a significant portion of
the inland, unincorporated areas of the County; and
WHEREAS, in order for the Mendocino Solid Waste Management
Authority to meet budgeted goals and state mandated objectives a
solid waste disposal surcharge of $0.75 per cubic yard has been
recommended by the Authority.
NOW, THEREFORE, BE IT RESOLVED that the following fees and
charges are hereby established for materials delivered to the City-
owned Solid Waste Disposal Site.

Tires will be charged as set forth in section E.
i. Compostibles (yardwaste) ............. $3.75 per cubic yard
j. Ail volumes will be computed and charged in 1/10 cubic
yard increments.
k. At the option of the hauler, disposal fees for loose and
compacted refuse may be determined from certified weigh
tags converted to cubic yards using conversion factors
from weight to volume as follows:
282.5 pounds per loose cubic yard, and 661.7 pounds per
compacted cubic yard.
Fees charged under this resolution are subject to appeal by the
payor to the City Manager and City Council on the condition that
the payor immediately register his protest with the disposal site
gate attendant. Fees thus paid shall be received under protest and
shall be held pending a decision on the merit of the appeal.
BE IT FURTHER RESOLVED that these rates shall be effective
August 11, 1992. Ail prior rate schedules in conflict herewith are
repealed upon the effective date of the new schedule.
