HomeMy WebLinkAbout93-12 EXHIBIT C RESOLUTION NO. 93-12 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ADJUSTING FEES, CHARGES, AND PROCEDURES AT THE UKIAH MUNICIPAL SOLID WASTE SITE WHEREAS, it is the City Council's intent to promote recycling, source reduction and composting and to extend the life of the City landfill; and WHEREAS, the City of Ukiah is a member of the Mendocino Solid Waste Management Authority, and encourages and supports the Authority's goals to become self-supporting without local general fund subsidies; and WHEREAS, the Mendocino Solid Waste Management Authority has recommended that its operating revenues be derived from a surcharge on all refuse received at all County-wide waste disposal facilities; and WHEREAS, the City of Ukiah-owned Solid Waste Disposal site (landfill) serves the City of Ukiah, plus a significant portion of the inland, unincorporated areas of the County; and WHEREAS, in order for the Mendocino Solid Waste Management Authority to meet budgeted goals and state mandated objectives a solid waste disposal surcharge of $0.75 per cubic yard has been recommended by the Authority. NOW, THEREFORE, BE IT RESOLVED that the following fees and charges are hereby established for materials delivered to the City- owned Solid Waste Disposal Site. a. Minimum Gate Fee, Refuse ........................... $ 8.25 Minimum Gate Fee, Compostibles (yardwaste) ......... $ 7.50 Minimum Gate Fee, Mixed Load ....................... $ 8.25 bo C · Material delivered in compacted form in a vehicle having an operating compacting device and enclosed body will be charged according to the rated capacity to the body ................................ $20.63 per cubic yard Material delivered in loose, uncompacted state .................... $8.25 per cubic yard Material in the opinion of the responsible City employee that has been compacted and transferred to another vehicle for the purpose of avoiding the compacted material charge shall be charged at the rate of .............. $20.63 per cubic yard Tires Automobile, pickup and motorcycle tires, 18 inch wheel size or less in lots of five (5) or less .............. $3.10 per tire Truck tires greater than 18 inch in wheel size in lots of five (5) or less ............. $10.25 per tire Farm and light construction/ tractor tires ........................... $52 per tire o Large earthmover (loaders and scrapers) tires .................... $150 per tire o Bulk delivery of tires six (6) or more, automobile pickup and motorcycle .......... $25.75 per cubic yard o Bulk delivery of sliced/ shredded or split tires ........ $25.75 per cubic yard Major Appliances Refrigerators, freezers and other similar refrigeration appliances (accepted only with certificate indicating legal refrigerant removal) ............... $15.75 each 2. Loose loads .......................... $4.50 per cubic yard Compacted loads ..................... $11.40 per cubic yard No charge for compostibles (yardwaste) Tires will be charged as set forth in section E. i. Compostibles (yardwaste) ............. $3.75 per cubic yard j. Ail volumes will be computed and charged in 1/10 cubic yard increments. k. At the option of the hauler, disposal fees for loose and compacted refuse may be determined from certified weigh tags converted to cubic yards using conversion factors from weight to volume as follows: 282.5 pounds per loose cubic yard, and 661.7 pounds per compacted cubic yard. Fees charged under this resolution are subject to appeal by the payor to the City Manager and City Council on the condition that the payor immediately register his protest with the disposal site gate attendant. Fees thus paid shall be received under protest and shall be held pending a decision on the merit of the appeal. BE IT FURTHER RESOLVED that these rates shall be effective August 11, 1992. Ail prior rate schedules in conflict herewith are repealed upon the effective date of the new schedule.
