Persons wishing to speak on specific agenda items should do so at the time specified for those items. Public Comment: None. The Board received an update regarding the Technical Advisory Committee comments and review of the Phase I reports and key questions contained within including overall evaluation of findings and conclusions; possible missing sources of data; whether the TAC could come to a final recommendation to the Board; and any other comments/observations not covered. In addition, comments from both the Sonoma County Water Agency as well as Mr. Zac Robinson were addressed. The Board also received a presentation regarding a review of Phase I deliverables including major comments. Board Action: Upon motion by Member Crane, second by Member Brown, and carried (6/0/0) IT IS ORDERED THAT the Ukiah Valley Groundwater Sustainability Agency hereby accepts information update from Larry Walker and Associates Regarding the Technical Advisory Committee’s Review of the Initial Ukiah Valley Basin Groundwater Sustainability Plan Phase I Deliverables. 6(b) Discussion and Possible Action Regarding Proposition 68 Solicitation for Groundwater Sustainability Plan Development and Projects Presenter/s: Ms. Laura Foglia, Senior Engineer, Larry Walker Associates; Mr. Aaron Cutherbertson, Department of Water Resources; and Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County. Public Comment: None. The Board received an update regarding Proposition 68 solicitation anticipated to open in the early spring of 2020. At least $88 million will be available for competitive grants for projects that address drought and groundwater investments. Discussion included next steps including possible cost-effective monitoring locations, additional outreach efforts, and education for hard-to-reach groups as well as other community groups in the basin. Board Action: Upon motion by Member Robinson, seconded by Vice Chair Crane, and carried (6/0/0); IT IS ORDERED the Board directs staff to continue to move forward for a proposal and submission for Proposition 68 funds. 2 UKIAH VALLEY BASIN GROUNDWATER SUSTAINABILITY AGENCY 501 Low Gap Rd., Rm. 1010  Ukiah  California 95482  (707)463-4441  fax (707)463-7237 6(c) Update, Discussion and Possible Action Regarding the Ukiah Valley Basin Groundwater Sustainability Agency’s Technical Support Services Application Presenter/s: Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County Public Comment: Ms. Devin Jones; and Mr. Aaron Cuthbertson. Board Action: Ms. Dukett provided an overview of the technical support services application. She stated that the Board received approval to move forward with the request to drill six wells, with funding by the Department of Water Resources. Ms. Dukett is working with County Counsel regarding draft Land Access Agreements, and anticipates securing an Agreement between the Agency and Department of Water Resources. She will be working directly with the Boards of those public agencies identified for approval for well drilling, as well as with the Department of Water Resources for a Scope Agreement. All Land Use Agreements should to be in place by August, with anticipated well drilling to commence in mid to late October. 6(d) Discussion and Possible Action Regarding Presentation the Development of Components of the Ukiah Valley Groundwater Sustainability Plan Presenter/s: Ms. Laura Foglia, Senior Engineer, Larry Walker Associates; Public Comment: Ms. Devon Jones. The Board received a presentation regarding the Sustainability Plan development process including overview of the GSP structure; chapters including hydrologeologic conceptual model, groundwater conditions and water budget; and data availability including data quality and gaps to fill. Ms. Dukett outlined the budget process related to the agency; and provided a budget projection for 2019-20. Discussion ensued regarding the need for future annual dues, and it was determined that an item regarding dues shall be placed on the January 2020 agenda. Public Comment: None. Recommended Action: Provide direction to staff regarding the Proposition 68 solicitation for Groundwater Sustainability Plan development and projects. Background: On May 3, 2019, DWR released the Draft SGM Grant Program Proposition 68 2019 Guidelines and Planning Grant - Round 3 Proposal Solicitation Package (PSP) to conduct the third SGM Planning Grant solicitation in mid-May to make approximately $47 million available for competitive grants. The Proposition 68 SGM Implementation Grant solicitation is anticipated to open in early 2020. At least $88 million will be available for competitive grants for projects that address drought and groundwater investments. The Proposition 68 solicitation will be released on September 9, 2019 and will be open for 8 weeks and close in early November. Recommended Action: Provide direction to staff regarding the Department of Water Resources Technical Support Services application. Background: On April 29, 2019, the Department of Water Resources tentatively approved the Agency’s Technical Support Services application to drill monitoring wells in the Ukiah Valley to support the Groundwater Sustainability Plan development and compliance. Due to some of the well locations not being viable and the need to identify new location, the Department of Water Resources has rescheduled Ukiah for spring 2020. Fiscal Summary: N/A Action: ___________________________________________________ Motion:_____________________ 2nd:__________________________ Page 1 of 1 (a) Transect Area and Available Wells (b) Transect of Existing Wells and Proposed New Wells Status of Redwood Valley Transect Redwood Valley transect is our most northern transect in the basin which is supposed to produce data regarding the interaction of groundwater and surface water using the NMFS gauge nearby. We proposed to drill two wells in the west of the river in two school district lands that have been pending but the outlook is positive. Our proposed CalFire well in the east of the river was rejected due to existing GeoTracker wells nearby. For the transect to work properly we need: - Both School District New wells to be approved for drilling; - At least one GeoTracker or domestic well (preferably two, one closer to the river and one further to the east) to the east of the river to be agreed for our monitoring; and, - The two CASGEM wells in the southwest of the transect to be included in our monitoring. Note: We will need permission to install instrument in the CASGEM, GeoTracker, or Domestic wells. (a) Transect Area and Available Wells (b) Transect of Existing Wells and Proposed New Wells Status of North Central Transects We ideally proposed two transects, but one of them would be sufficient (preferably the southern one since it may better avoid the disturbance from the east fork and west fork confluence). The problem with both transects is that no monitoring wells exist in the east of the river. We proposed two wells to be drilled within the public lands owned by the Millview County Water District, but both parcels were not usable for this project. There are no other available public lands, and we would need private land owners within the area east of the river shown in red to cooperate and give permission to drill a well or two. For these transects to work we need: - At least one well to be drilled within the private lands east of the river. Preferably, either two wells, or one near the common border of the two transect areas; - The proposed well in the southeastern part of the transects to be approved, or an alternate to be drilled within the PG&E land; - The three CASGEM Wells, especially the nested well in the north and the single well in the south to be incorporated into the transects. Note: We will need permission to install instrument in the CASGEM, GeoTracker, or Domestic wells. (a) Transect Area and Available Wells (b) Transect of Existing Wells and Proposed New Wells Status of South Central Transects We proposed two transects and we would like to get both of them to work. The southern transect can work as long as we can get two monitoring wells from the WWTP to be incorporated into our program. If the WWTP do not have a well near the river, we would like to drill there. Then we will use one of their background wells further from the river to couple with the well near the river. For the northern transect, we proposed three wells (one as contingent): two of them seem to be approved verbally (One in the vicinity of the Airport and the other within the Willow County Water District). The one in the City of Ukiah Successor Agency was a back-up and not need with the city tentative approve for the airport property. For the two transects to work we will need: - Both proposed well for the northern transect to be drilled (green crosses in the map); - Instrument two wells from the WWTP (one close to the river and one further). Or, Drill one closer to the river and use one of their monitoring wells. We can also propose to drill both wells if the WWTP would prefer that option; - We will need at least two of the CASGEM wells in each transect in the east of the river to be instrumented (four total CASGEM Wells, at least two for each transects). Note: We will need permission to install instrument in the CASGEM, GeoTracker, or Domestic wells. To consolidate travel and expenses staff is requesting approval to if necessary reschedule the October 11 for October 17 or 24. Recommended Action: Direct staff to if necessary to reschedule the October 11 regular meeting to either October 17 or 24. Background: On November 8, 2018, the Board adopted the 2019 master meeting calendar.
