NOTICE OF MEETING
NOTICE IS HEREBY GIVEN that the Ukiah Valley Basin Groundwater Sustainability
Agency (“Agency”) Board of Directors (“Board”) will hold its regular Board Meeting at:
1:30 P.M. - Thursday, September 13, 2018

The Board will receive public comments on items not appearing on the agenda
and within the subject matter jurisdiction of the Agency. The Board will not enter
into a detailed discussion or take any action on any items presented during public
comments. Such items may only be referred to staff for administrative action or
scheduled on a subsequent agenda for discussion. Persons wishing to speak on
specific agenda items should do so at the time specified for those items. The
presiding Chair shall limit public comments to three minutes.

a. Presentation, Discussion and Possible Action Regarding the
Development of the Ukiah Valley Groundwater Sustainability
Plan
The Board will receive an update from staff and Larry Walker and
Associates regarding the development of the Groundwater Sustainability
Plan for the Ukiah Valley, including an overview of the project and
schedule.
b. Discussion and Possible Action Related to the Appointment of
Members to the Technical Advisory Committee Representing

Advisory Committee for approval.

The Ukiah Valley Basin Groundwater Sustainability Agency complies with ADA requirements and upon

Groundwater Sustainability Plan is hereby approved.

Recommended Action:
Accept presentation and provide direction to staff regarding the development of the Ukiah
Valley Groundwater Sustainability Plan.
Background:
On June 14, 2018, the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA)
recommended approval of a contract with Larry Walker and Associates for the development of
the Ukiah Valley Groundwater Sustainability Plan (GSP). On July 10, 2018, the Mendocino
County Water Agency Board of Directors approved the contract with Larry Walker and
Associates. Larry Walker and Associates with present a kick-off presentation to the UVBGSA
providing an overview of the project, schedule and communication plan to solicit feedback from
the Board.

Summary:
The Board will discuss alternate member appointments to the Technical Advisory Committee for
the Russian River Flood Control and Upper Russian River Water Agency.
Recommended Action:
Appoint Ken Todd representing the Upper Russian River Water Agency and Tyler Rodrigue
representing Russian River Flood Control as members to the Technical Advisory Committee and
appoint Tamara Alaniz as alternate member to the Technical Advisory Committee representing
the Upper Russian River Water Agency and Russian River Flood Control.
Background:
On March 8, 2017, the Board approved a Memorandum of Understanding for the Ukiah Valley
Basin Technical Advisory Committee (TAC) to the Groundwater Sustainability Agency. Section
3.1 authorizes one regular and one alternate member from each of the UVBGSA members:
County of Mendocino, City of Ukiah, Upper Russian River Water Agency, Russian River Flood
Control and Water Conservation Improvement District, Tribal Seat and Agricultural Seat. On
June 14, 2018, the Board appointed 7 members two alternate members to the TAC. The Board
directed to bring back in item to further discuss and appoint alternate members for Russian
River Flood Control, Upper Russian River Water Agency and the Tribal seat.
