1. CALL TO ORDER AND ROLL CALL (1:32 P.M)

3(a) Approval of Minutes from the May 10, 2018, Meeting

Board Action: Upon motion by Director Douglas Crane, seconded by Director Alfred White, and
carried (5/0/1, with Director Brandi Brown abstaining); IT IS ORDERED that the minutes from
the May 10, 2018, Ukiah Valley Groundwater Sustainability Agency are hereby approved.

6. ACTION ITEMS
6(a)Discussion and Possible Action Regarding an Agreement with Larry Walker
and Associates in the Amount of $736,400 from when Agreement is Fully Executed
through December 30, 2021, for Phase 2 of the Ukiah Valley Groundwater
Sustainability Plan Development

Board Action: Upon motion by Director Douglas Crane, seconded by Director Alfred White, and
carried unanimously; IT IS ORDERED that the Agreement with Larry Walker and Associates in
the amount of $736,400 from when Agreement is fully executed through December 30, 2021, for
Phase 2 of the Ukiah Valley Groundwater Sustainability Plan Development is recommended by
the Ukiah Valley Basin Groundwater Sustainability Agency Board of Directors for approval by the
Mendocino Board of Supervisors on July 10, 2018.

6(b)Discussion and Possible Adoption of the Proposed Fiscal Year 2018-19
Budget

Board Action: Upon motion by Director Brandi Brown, seconded by Director Jerry Cardoza, and
carried unanimously; IT IS ORDERED that the proposed Fiscal Year 2018-19 Budget is hereby
adopted.
6(c)Discussion and Possible Action Related to the Appointment of Members to
the Technical Advisory Committee Representing the Ukiah Valley Basin
Groundwater Sustainability Agency

Agency recommends the following in dividuals for appointment to eh Technical Avisory
Committee: County of Mendocino, Member, Mr. Glenn McGourty and Alternate, Ms. Sarah
Dukett; City of Ukiah, Member, Mr. Sean White and Alternate, Mr. Tim Eriksen; Upper Russian
River Water Agency, Member, Ms. Tamara Alaniz; Russian River Flood Control, Member, Ms.
Tamara Alaniz; Tribal, Member, Mr. Sonny Elliot, Jr.; Agriculture, Member, Levi Paulin and
Alternate, Mr. Zachary Robinson.

the Department of Water Resources for the Development of the Ukiah Valley
Groundwater Sustainability Plan

Summary:
The Board will review a letter to the Department of Water Resources regarding the notice to
develop a groundwater plan for the Ukiah Valley Basin.
Recommended Action:
Approve of an Initial Notification Letter to the Department of Water Resources for the
Development of the Ukiah Valley Groundwater Sustainability Plan
Background:
On June 1, 2018, the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) was
notified by the Department of Water Resources (DWR) that prior to starting work directly
related to the drafting of the Groundwater Sustainability Plan, DWR needs to receive an initial
notification via the SGMA Portal. Submitting the notification will allow work related to the
Phase 2 of the Ukiah Valley Groundwater Sustainability Plan Development grant to begin.

RE: Groundwater Sustainability Plan Initial Notification
Dear Mr. Joseph:
Pursuant to Water Code Section 10727.8 and Title 23, Section 353.6 of the California Code of
Regulations, the Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA), a California
Joint Powers Authority (JPA), hereby gives notice that it intends to initiate development of a
Groundwater Sustainability Plan (GSP) for the Ukiah Valley Basin (Basin No. 1-052) within
Mendocino County.
The UVBGSA is a JPA formed by the County of Mendocino, the City of Ukiah, The Upper
Russian River Water Agency and the Russian River Flood Control and Water Conservation and
Improvement District. The Board of Directions of the UVBGSA includes representatives from
the GSA eligible entities within the Basin, agricultural and tribal communities. The Mendocino
County Water Agency provides project management and administrative services on behalf of the
JPA. Meetings of the UVBGSA are subject to the California Open Meeting Law (Brown Act), and
the public is invited and encouraged to attend. Meetings of UVBGSA Board are on the second
Thursday of the month beginning at 1:30 p.m. The meetings are held at the Mendocino County
Administration Center located at 501 Low Gap Road, Room 1070, Ukiah, CA 95482 and
broadcasted live at www.youtube.com/mendocinocountyvideo.
Interested parties are encouraged to participate in the GSP development. In addition, the
UVBGSA has established a Technical Advisory Committee (TAC). TAC meetings are subject to
the Brown Act, and the Committee has members from a broad spectrum of interests, including
members from the agriculture community, tribal community, local agencies, resource and land
management organizations and neighboring basins. The TAC will be intimately involved in the
development of the GSP for the Ukiah Valley Basin. Interested members of the public can
participate in TAC and Board of Director meetings, which are publicly noticed at the UVBGSA’s
website: www.mendocinocounty.org/uvbgsa. Interested parties can stay up-to-date on the GSP
progress by subscribing to e-notifications. In addition, the UVBGSA will hold numerous public
workshops related to the development of the GSP.
The UVBGSA looks forward to working with the Department of Water Resources and basin
stakeholders towards sustainable groundwater management planning and implementation.

Summary:
The Board will discuss alternate member appointments to the Technical Advisory Committee for
the Russian River Flood Control, Upper Russian River Water Agency and the Tribal seat.
Recommended Action:
Appoint Alternate Technical Advisory Committee members representing Russian River Flood
Control, Upper Russian River Water Agency and the Tribal seat.
Background:
On March 8, 2017, the Board approved a Memorandum of Understanding for the Ukiah Valley
Basin Technical Advisory Committee (TAC) to the Groundwater Sustainability Agency. Section
3.1 authorizes one regular and one alternate member from each of the UVBGSA members:
County of Mendocino, City of Ukiah, Upper Russian River Water Agency, Russian River Flood
Control and Water Conservation Improvement District, Tribal Seat and Agricultural Seat. On
June 14, 2018, the Board appointed 7 members two alternate members to the TAC. The Board
directed to bring back in item for July 12, 2018, to further discuss and appoint alternate
members for Russian River Flood Control, Upper Russian River Water Agency and the Tribal
seat.
