HomeMy WebLinkAboutCC Reso 2025-35 - Authorizing CAL FIRE Wildfire Prevention ApplicationRESOLUTION NO. 2025-35 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING AN APPLICATION TO THE CALIFORNIA CLIMATE INVESTMENTS AND PROPOSITION 4 DEPARTMENT OF FORESTRY AND FIRE PROTECTION (CAL FIRE) WILDFIRE PREVENTION PROGRAM WHEREAS, the CAL FIRE Community Wildfire Defense Grant provides funding up to $950,000 for a three- year period of performance with no local match requirement to help communities plan for and mitigate wildfire risks; and WHEREAS, this grant complements the existing USDA grant that funded the hiring of a dedicated fuels crew by providing the additional necessary equipment, planning documents to prioritize and coordinate ongoing projects, related CEQA, and providing important education and outreach pieces; and WHEREAS, this funding will allow the City to maintain and expand wildfire hazard mitigation efforts within the Ukiah Valley Fire District; and WHEREAS, priority activities include maintaining the existing fire break in the western hills area now within city limits; supporting work beyond the original scope of the fuels crew grant; filling operational gaps; planning efforts, and community education and outreach initiatives. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Ukiah hereby: 1. Approves the filing of an application for the Community Wildfire Defense Grant; and 2. Certifies that applicant understands the assurances and certification in the application; and 3. Certifies that applicant or title holder will have sufficient funds to operate and maintain the project consistent with the grant requirements; or will secure the resources to do so; and 4. If applicable, certifies that the project will comply with any laws and regulations including, but not limited to, legal requirements for building codes, health and safety codes, disabled access laws, environmental laws; and 5. Certifies that applicant will work towards the Wildfire Prevention Program Grant Guidelines and Priorities intended to increase protection of people, structures, and communities through hazardous fuels reductions, wildfire prevention planning and education, and improving public health and safety while reducing greenhouse gas emissions; and 6. Appoints the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, payment requests and so on, which may be necessary for the completion of the aforementioned project(s).
