1. ROLL CALL
Ukiah City Council met at a Regular Meeting on July 2, 2025, having been legally noticed on June
27, 2025. The meeting was held in person and virtually at the following link:
https://us06web. zoom. us/j/87407229306. Mayor Crane called the meeting to order at 5:18 p.m. Roll
was taken with the following Councilmembers Present: Mari Rodin, Heather Criss, Juan V. Orozco,
Susan Sher, and Douglas, F. Crane. Staff Present: Sage Sangiacomo, City Manager; David
Rapport, City Attorney; and Araceli Sandoval, Deputy City Clerk.
MAYOR CRANE PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilmember Criss.

a. Presentation from Northern Circle Indian Housing Authority (NCIHA) regarding their
Proposed 'Ukiah Elders Village' Housing Project at 420 Cooper Lane.
Presenters: Moriah McGill, Northern Circle Indian Housing Authority and Jesse Davis, Chief
Planning Manager.
Public Comment: Vevila Blossoming Bear, California Interagency Council on Homelessness Tribal
Liasison
Presentation was received.

6. APPROVAL OF MINUTES
a. Approval of the Minutes,foi• the.June 18, 2026, Regular Meeting.
Motion/Second: Orozco/Sher to approve Minutes of June 18, 2025, a regular meeting, with
modifications. Motion carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and
Crane. NOES: None. ABSENT: None. ABSTAIN: None.

a. Approval of Contract (2526-075) with Stone Creek Environmental Consulting for Engineering
Services and Consulting Services Related to Storm Water Permitting for Fiscal Years
2025/2026 — Public Works. 0
b. Authorize the City Manager to Negotiate and Execute an Inter -Facility Dispatch Contract
(2526-076) with All Access Transfer Center — Fire.
c. Report of Disposition of Surplus Materials, Used Equipment, and Supplies — Finance.
d. Consideration of Rejecting All Bids Received for the Abandonment of Environmental
Monitoring and Remediation Wells Project, Specification 24-08 — Public Works.
e. Consideration of Adoption of Resolution (2025-31) Approving Records Destruction for the
Police Department — City Clerk.
f. Receive Annual Report of Boards and Commission Term Expirations and Vacancies — City
Clerk.
Sage Sangiacomo, City Manager, answered questions regarding agenda items 8b and f.
Motion/Second: Criss/Orozco to approve Consent Calendar Items 8a-8f, with the recommended
action of item 8f modified to receive the report. Motion carried by the following roll call votes: AYES:
Rodin, Criss, Orozco, Sher, and Crane. NOES: None. ABSENT: None. ABSTAIN: None.

a. Status Report on Emergency Contract with Diamond D Construction, LLC for the
Emergency Repair of the Western Hills Mudslide at the City Water Tank (Pressure Zone 1-
North, or PZ1-N) and Request for Authorization to Continue Work Under This Emergency
Contract.

Motion/Second: Crane/Criss to receive the report and approve the continued work on the
emergency contract (PO 48757) with Diamond D Construction for the emergency repair of the
Western Hills mudslide at the City water tank PZ1-N. Motion carried by the following: roll call votes:
AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None. ABSENT: None. ABSTAIN: None.

related to the Ukiah Valley Multi -Agency Consolidation. Motion carried by the following roll call votes:
