HomeMy WebLinkAbout97-80 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 97-80 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR GENERAL PLAN AMENDMENT AND REZONING PROJECT 97-16 WHEREAS, during the 1996-1997 City-wide General Plan rezoning program, the City Council decided not to rezone a number of parcels consistent with the new General Plan Land Use Designations, and directed staff to initiate a General Plan Amendment and Rezoning project; and WHEREAS, the City Council provided further direction by suggesting appropriate Land Use Designations and Zoning Classifications for the Subject parcels; and WHEREAS, the proposed new General Plan Land Use Designations and Zoning Classifications for subject parcels are essentially more restrictive in terms of allowed and permitted uses than the existing General Plan Land Use Designation or existing zoning; and WHEREAS, in the few instances where the newly proposed Land Use Designations and Zoning Classifications would permit a potential intensification of land use, the increase is minor, all infrastructure is available to serve the parcels, and the minor intensification would not adversely impact surrounding properties or the environment; and WHEREAS, based on the analysis and findings contained in the Initial Study, staff is able to conclude that the proposed General Plan Amendment and Rezoning project would not have a significant adverse effect on the environment; and WHEREAS, based on the conclusions reached in the Initial Study, staff is recommending the adoption of a Negative Declaration for the General Plan Amendment and Rezoning Project; and Resolution No. 97-80 Page 1 of 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18, 19 2O 21 22 23 24 25 26 27 28 WHEREAS, on December 11, 1996, the City Planning Commission reviewed, discussed, and approved the Negative Declaration for the General Plan Amendment and Rezoning Project, and is recommending final adoption by the City Council; and WHEREAS, on June 18, 1997, the City Council conducted a public hearing and discussed the Negative Declaration for the General Plan Amendment and Rezoning Project; and WHEREAS, the City Council finds, based upon the conclusions reached in the Initial Study (attached as Exhibit "A"), that the adoption of a Negative Declaration is appropriate for the General Plan Amendment and Rezoning Project. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Ukiah hereby adopts the Negative Declaration for the General Plan Amendment and Rezoning Project (97-16).
