ROLL CALL Ukiah City Council met at a Regular Meeting on June 4, 2025, having been legally noticed on May 30, 2025. The meeting was held in person and virtually at the following link: https:llus06web.zoom. usljl85126364284. Mayor Crane called the meeting to order at 5:23 p.m. Roll was taken with the following Councilmembers Present. Mari Rodin, Heather Criss, Juan V. Orozco, Susan Sher, and Douglas, F. Crane. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Araceli Sandoval, Deputy City Clerk. MAYOR CRANE PRESIDING. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Crane. 3. AB 2449 NOTIFICATIONS AND CONSIDERATIONS 4. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Presentation onthe,Annual Ukiah Airport Day, June 7, 2025. Presenter: Greg Owen, Airport Manager. No public comment was received. Presentation was received. b. Proclamation of the Ukiah City Council Recognizing June as Immigrant Heritage Month. Presenter: Councilmember Orozco. No public comment was received. Proclamation was received by Jackeline Orozco, Al Punto Newspaper and Ukiah Vecinos en Accidn. c. Proclamation Recognizing June as LGBTQIA2S+ and Pride Month in the City of Ukiah. Presenter: Councilmember Criss. Public Comment: Charlie Seltzer. Proclamation was received by Jayden Musselman-Charmers and Elizabeth Kirsch. 5. APPROVAL OF MINUTES a. Approval of the Minutes for the May 21, 2025, Regular Meeting. Motion/Second: Orozco/Criss to approve Minutes of May 21, 2025, a regular meeting, as submitted. Motion carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None, ABSENT: None. ABSTAIN: None. 7. RIGHT TO APPEAL DECISION 8. CONSENT CALENDAR a. Report of Disbursements for the Month of April 2025 — Finance. b. Adoption of an Ordinance Amending Ukiah City Code to Update the City's Sign Regulations, Modifying Standards for Signage Type, Placement, Illumination, and Design Consistency Across Zoning Districts — Community Development. ORDINANCE NO. 1255 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH ADDING AND AMENDING VARIOUS SECTIONS OF THE UKIAH CITY CODE REGULATING SIGNAGE. c. Approval of Amendments to the City's Recruitment and Retention Incentive Program (Admin Policy No. 2019-001) — Risk Management/Human Resources. d. Approval of a Five (5) Year Agreement (2425-221) with RingCentral for the Purchase of a New Phone System for a Total of $156,625.20 Plus Additional Taxes That Apply — Information Services. e. Approve Plans and Specifications for the Fairgrounds Storm Drain Replacement Proje Specification 25-02 and Authorize Staff to Issue Bids — Public Works. Introduction of an Ordinance by Title Only Adopting the Updated Fire Hazard Severity Zone Map for the City of Ukiah Local Responsibility Area, as Released by the California Department of Forestry and Fire Protection (CAL FIRE) Under the Direction of the Office of the State Fire Marshal (OSFM). PUBLIC HEARING CLOSED AT 6:41 P.M. Motion/Second: Rodin/Criss to introduce the ordinance by title only with the removal of Section Four and for the City of Ukiah to continue lobbying and advocating to ensure that related regulations do not adversely impact the City. Motion carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None, ABSENT: None. ABSTAIN: None. Deputy City Clerk, Araceli Sandoval, read the following ordinance title into the record: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH DESIGNATING FIRE HAZARD SEVERITY ZONES WITHIN THE CITY OF UKIAH LOCAL RESPONSIBILITY AREA. Motion/Second: Rodin/Sher to introduce the ordinance adopting the updated Fire Hazard Severity Zone Map for the City of Ukiah Local Responsibility Area, with the removal of Section Four. Motion carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None. ABSENT: None. ABSTAIN: None. 13. UNFINISHED BUSINESS a. Adopt Resolution Affirming that the Proclamation of a Local Emergency Due to Ongoing Atmospheric Rivers Causing Damaging to Public Infrastructure Remains in Effect. Presenter: Traci Boyl, Sr. Management Analyst. No public comment was received. Motion/Second: Criss/Rodin to adopt Resolution (2025-26) affirming that the local emergency remains in effect. Motion carried by the following roll call votes: AYES: Rodin, Criss, Orozco, Sher, and Crane. NOES: None. ABSENT: None. ABSTAIN: None. b. Status Report on Emergency Contract with Diamond D Construction, LLC for the Emergency Repair of the Western Hills Mudslide at the City Water Tank (Pressure Zone 1- North, or PZ1-N) and Request for Authorization to Continue Work Under This Emergency Contract. Presenter: Sage Sangiacomo, City Manager. No public comment was received. Motion/Second: Criss/Sher to receive report and approve the continued work on the emergency contract (PO 48757) with Diamond D Construction for the emergency repair of the Western Hills mudslide at the City water tank PZ1-N.
