ROLL CALL Ukiah City Council met with the Inland Power and Water Commission (IWPC) at a Special Meeting on May 29, 2025, having been legally noticed on May 23, 2025. The meeting was held in person and virtually at the following link: hits://us2we6=zoom, us/88249943594. Chair Pauli called the meeting to order at 5:31 p.m. Roll was taken with the following Councilmembers Present: Mari Rodin, Heather Criss, Susan Sher, and Douglas, F. Crane. Councilmember Absent: Juan V. Orozco. IWPC Members Present: Madeline Cline, Mari Rodin, Tom Schoeneman, John Reardan, and Janet Pauli; City Staff Present: Sage Sangiacomo, City Manager and Kristine Lawler, City Clerk. IWPC Staff Present: Candace Horsley. Also Present: County of Mendocino Board of Supervisors — Madeline Cline, Maureen Mulheren, John Haschak, Bernie Norvell, and Ted Williams; Staff Present: Atlas Pearson, Senior Deputy Clerk of the Board; Redwood Valley County Water District Members — Derek Dahlen, Bree Klotter, Tom Schoeneman, Ken Todd, and Adam Gaska; Russian River Flood Control District Members — Dave Koball, John Reardan, Chris Watt; Members Absent: Tyler Rodrique and John Bailey; Staff Present: Elizabeth Salomone, General Manager; Potter Valley Irrigation District Members — Guinness McFadden, Dan Thornton, Janet Pauli, and Steve Guintini; Member Absent: Mac Magruder. Staff Present: Don Brown, Superintendent; Cliff Paulin, Legal Counsel; and Michelle Ricetti, Secretary/Treasurer. IWPC CHAIR PAULI PRESIDING. 2. AUDIENCE COMMENTS ON NON -AGENDA ITEMS No public comments on non -agenda items were received. 3. IWPC ALL BOARDS WORKSHOP -- INFORMATION BRIEFING — Issues Related to the Water Supply from PG&E's Potter Valley Project a. Context: PG&E and the Federal Energy Regulatory Commission (FERC). Presenter: Scott Shapiro, IWPC Legal Counsel. No public comment was received. Report was received. b. Proposal for a New Diversion Structure: the New Eel -Russian Facility (NERF). Presenters: Tom Johnson, IWPC Consulting Engineer and Scott Shapiro, IWPC Legal Counsel. Public Comment: Ed Nickerman; PowerPoint Presentation and report were received. The Need for Additional Storage of Water in the Russian Watershed (U.S. Army Corps of Engineers Feasibility Study and Other Storage Options). Presenter: Eric Nagy, Larsen Wurzel & Associates (LWA). No public comment was received. PowerPoint Presentation and report were received. e. Next Steps: Likely Costs, Needed Actions, and Timing. Presenters: Scott Shapiro, IWPC Legal Counsel; Eric Nagy, Larsen Wurzel & Associates (LWA); and Tom Johnson, IWPC Consulting Engineer. PowerPoint Presentation and report were received. Alison McLeod, KP Public Affairs, gave an online presentation and handouts were provided. Public Comment: Sarah Schuyler and Ed Nickerman. David Manning, Sonoma Water Environmental Resources Manager presented comments at the request of Mr. Shapiro. BOARD OF SUPERVISORS ADJOURNED AT 8:27 P.M.
