This Amendment No. 4 adds additional scope of work and an additional $29,000, as described in Exhibit 1. This revises the total, not-to-exceed amount to $546,566. Except as expressly amended by this Amendment, all other terms remain unchanged and in full force and effect. We understand that the traffic signals at State Street and Waugh Lane have been recently installed, and the traffic signal at Main Street is in the process of being installed and should be operational shortly. The City is requesting a new timing sheet for the intersection of Gobbi Street/Main Street as well as updated timing sheets for Gobbi Street/State Street and Gobbi Street/Waugh Lane to include signal coordination among the three signals. Scope of Services TASK 18: TRAFFIC SIGNAL TIMING To develop traffic signal timing sheets, BKF and our sub-consultant, W-Trans, will complete the following services: 1. Scaled as-built drawings, phasing diagrams, and controller software identification for the three study intersections will be acquired from the City. Additionally, it is assumed that the City will provide a timing sheet template and current signal timing sheets for the existing signals at Gobbi Street/State Street and Gobbi Street/Waugh Lane. 2. Intersection traffic counts will be collected at Gobbi Street/State Street, Gobbi Street/Main Street, and Gobbi Street/Waugh Lane for the weekday morning (7:00 a.m. to 9:00 a.m.), midday (11:30 a.m. to 1:30 p.m.), and p.m. (4:00 p.m. to 6:00 p.m.) peak periods, including pedestrians, bicycles, and right-turn-on-red movements. These values will be entered into Synchro traffic analysis software and evaluated to estimate optimized timings to reduce overall vehicle delay. 3. Using Synchro, optimized coordinated cycle lengths, splits, and offsets for the three study intersections will be developed for the a.m., midday, and p.m. peak periods. Additionally, maximum green times that can be set outside of hours of coordination will be determined through Synchro. 4. The existing signal timing sheets for Gobbi Street/State Street and Gobbi Street/Waugh Lane will be reviewed against requirements in the latest version of the California Manual on Uniform Traffic Control Devices regarding elements such as yellow clearance intervals, pedestrian crossing times, and minimum green time for bicycles. Other elements to be reviewed include red clearance, dual entries, Leading Pedestrian Intervals (LPIs), time-of-day plans, and emergency vehicle preemption. New coordination settings and maximum green times will be proposed for the two intersections. Exhibit 1 January 15, 2025 Page 2 of 2 BKF ENGINEERS 5. New signal timing sheets will be developed for the intersection of Gobbi Street/Main Street based on the intersection geometry from the provided as-built drawings, operational analysis in Synchro, and requirements from the California Manual on Uniform Traffic Control Devices. The timing sheets will include coordination with the intersections at State Street and Waugh Lane. 6. New timing sheets for Gobbi Street/Main Street and redlined versions of the existing timing sheets for Gobbi Street/State Street and Gobbi Street/Waugh Lane will be provided to the City and/or BKF for review. The signal timing sheets will be updated based on feedback from the City and/or BKF. 7. Two engineers from W-Trans will visit the site for no more than one day to assist the City with implementation of the updated signal timing. W-Trans staff will refine the time-of-day plans such that coordination is only active when there is sufficient traffic on Gobbi Street. Coordinated splits, offsets, and maximums green times will also be refined as needed. 8. Final signal timing sheets reflecting changes made in the field will be submitted to the City. Scope Qualifications and Assumptions BKF’s services are limited to those expressly set forth in the scope. BKF shall have no other obligations or responsibilities for the project, except as provided in this proposal letter, or as agreed to in writing. BKF will provide our services consistent with the professional skill and care ordinarily provided by consultants practicing in the same locality under similar circumstances. Our services shall be limited to those expressly summarized in this proposal and we shall have no other obligations or responsibilities, unless otherwise agreed upon. Schedule BKF is able to commence working on this project immediately upon your authorization to proceed. We anticipate completion of the bid set updates within 6 weeks of receipt of authorization. Fees for Professional Services SCOPE OF SERVICES: BKF proposes to provide the services on a Time & Materials basis as noted in the table below. TASK DESCRIPTION FEE 18 Traffic Signal Timing $28,500 RE Reimbursable Expenses $500 TOTAL FEE $29,000 Reimbursable expenses are anticipated for reproduction, mileage, express and messenger deliveries, and computer deliverable plots. Reimbursable expenses will be billed on a cost plus 10-percent markup basis.
