CALL TO ORDER AND ROLL CALL (1:31 P.M) Present: Director Douglas Crane; Director Brandi Brown; Director Robinson; Director Carre Brown; Alternate Director Todd; and Alternate Director Rodrigue. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by: Chair Brown 3. CONSENT ITEMS 3(a). Approval of Minutes from the February 14, 2019 Meeting Presenter/s: Public Comment: None. Board Action: Upon motion by Director Crane, seconded by Director Brandi Brown, and carried (6/0/0); IT IS ORDERED that the minutes from the February 14, 2019, Ukiah Valley Groundwater Sustainability Agency are hereby approved. 3(b). Appointment of Beth Salomone as Alternate Member to the Technical Advisory Committee Representing Russian River Flood Control Presenter/s: Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County. Public Comment: None. Board Action: Upon motion by Director Crane, seconded by Director Brandi Brown, and carried (6/0/0); IT IS ORDERED Beth Salomone is hereby appointed as alternate member to the Technical Advisory Committee representing Russian River Flood Control. 4. STAFF UPDATES Presenter/s: Ms. Sarah Dukett, Deputy Chief Executive Officer . GENERAL CONSENSUS OF THE BOARD that staff is hereby directed to send a letter to Department of Water Resources regarding solicitation of Proposition 68 implementation funds. 5. ACTION ITEMS 6(a) Discussion and Possible Action Regarding an Information Update from Larry Walker and Associates Regarding the Technical Advisory Committee’s Review of the Initial Ukiah Valley Basin Groundwater Sustainability Plan Phase I Deliverables Presenter/s: Ms. Laura Foglia, Senior Engineer, Larry Walker Associates; and Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County. Public Comment: None. The Board received an update regarding the Technical Advisory Committee comments and review of the Phase I reports and key questions contained within including overall evaluation of findings and conclusions; possible missing sources of data; whether the TAC could come to a final recommendation to the Board; and any other comments/observations not covered. In addition, comments from both the Sonoma County Water Agency as well as Mr. Zac Robinson were addressed. The Board also received a presentation regarding a review of Phase I deliverables including major comments. Board Action: Upon motion by Member Crane, second by Member Brown, and carried (6/0/0) IT IS ORDERED THAT the Ukiah Valley Groundwater Sustainability Agency hereby accepts information update from Larry Walker and Associates Regarding the Technical Advisory Committee’s Review of the Initial Ukiah Valley Basin Groundwater Sustainability Plan Phase I Deliverables. 6(b) Discussion and Possible Action Regarding Proposition 68 Solicitation for Groundwater Sustainability Plan Development and Projects Presenter/s: Ms. Laura Foglia, Senior Engineer, Larry Walker Associates; Mr. Aaron Cutherbertson, Department of Water Resources; and Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County. Public Comment: None. The Board received an update regarding Proposition 68 solicitation anticipated to open in the early spring of 2020. At least $88 million will be available for competitive grants for projects that address drought and groundwater investments. Discussion included next steps including possible cost-effective monitoring locations, additional outreach efforts, and education for hard-to-reach groups as well as other community groups in the basin. Board Action: Upon motion by Member Robinson, seconded by Vice Chair Crane, and carried (6/0/0); IT IS ORDERED the Board directs staff to continue to move forward for a proposal and submission for Proposition 68 funds. UKIAH VALLEY BASIN GROUNDWATER SUSTAINABILITY AGENCY 501 Low Gap Rd., Rm. 1010  Ukiah  California 95482  (707)463-4441  fax (707)463-7237 3 6(c) Update, Discussion and Possible Action Regarding the Ukiah Valley Basin Groundwater Sustainability Agency’s Technical Support Services Application Presenter/s: Ms. Sarah Dukett, Deputy Chief Executive Officer, Mendocino County Public Comment: Ms. Devin Jones; and Mr. Aaron Cuthbertson. Board Action: Ms. Dukett provided an overview of the technical support services application. She stated that the Board received approval to move forward with the request to drill six wells, with funding by the Department of Water Resources. Ms. Dukett is working with County Counsel regarding draft Land Access Agreements, and anticipates securing an Agreement between the Agency and Department of Water Resources. She will be working directly with the Boards of those public agencies identified for approval for well drilling, as well as with the Department of Water Resources for a Scope Agreement. All Land Use Agreements should to be in place by August, with anticipated well drilling to commence in mid to late October. 6(d) Discussion and Possible Action Regarding Presentation the Development of Components of the Ukiah Valley Groundwater Sustainability Plan Presenter/s: Ms. Laura Foglia, Senior Engineer, Larry Walker Associates; Public Comment: Ms. Devon Jones. The Board received a presentation regarding the Sustainability Plan development process including overview of the GSP structure; chapters including hydrologeologic conceptual model, groundwater conditions and water budget; and data availability including data quality and gaps to fill. Board Action: No action taken. Ms. Dukett outlined the budget process related to the agency; and provided a budget projection for 2019-20. Discussion ensued regarding the need for future annual dues, and it was determined that an item regarding dues shall be placed on the January 2020 agenda. Public Comment: None. Board Action: Upon motion by Director Brandi Brown, seconded by Director Robinson and carried 6/0/0) IT IS ORDERED that the Proposed Fiscal Year 2019-20 Budget is hereby adopted. 7.
