Approval of Meeting Summary from the July 7, 2021 Meeting Committee Action: Motion to approve the minutes from the June 9, 2021 TAC Meeting, Call for approval by Beth Salomone, Motion made by James Linderman, Seconded by Ken Todd. Motion carries unanimously to approve meeting summary from June 9, 2021 meeting. 3. Open Forum Discussion Regarding Groundwater Sustainability Plan Comments  Presenter(s): Beth, Amber, Craig Moyle o Introduction of Craig Moyle, Public Affairs Specialist  Amber: Craig will assist with public outreach; update GSA’s communication and engagement plan; provide support in addressing/incorporating public comments to GSP draft.  Craig: assisting the UVBGSA in our Facilitation Support Services Program application to the DWR.  Original support request: UKIAH VALLEY BASIN GROUNDWATER SUSTAINABILITY AGENCY 340 Lake Mendocino Drive  Ukiah  California 95482  (707)463-4363  fax (707)463-5474 2 o Facilitation support to assist the agencies in review of funding structures and ability to pay o Tribal engagement and GSA participation o Public Outreach meetings  Amended support request: o UVBGSA Communication and Engagement Plan-facilitation assistance to update the February 2021 version to include outreach actions completed to date and develop post GSP adoption outreach actions via stakeholder input. o Public Meeting Support-facilitation support would include assistance at one public workshop; the agency’s public hearing to adopt the GSP; and information materials for public distribution. o TAC Meetings-this would include facilitation support for up to three meetings. These sessions would, among other things, support the update of the basin’s Communication and Engagement Plan and preparation of the Public Comment Summary to be included with the basin’s GSP. o GSP Adoption Support-this would consist of a checklist to assist in engagement with stakeholders during GSP adoption and preparation of a Public Comment Summary to organize and document agency and TAC responses to public comments.  Main Discussion Regarding GSP Plan Submittal & Comments: o Presenter(s): Laura, Beth  Published the majority of GSP; few appendixes are still pending.  Craig will process public comments, prioritizing most pressing issues raised.  Public Meeting on September 21 at Todd Grove Park; follow up with James Green is required to book space.  Long-term GSP funding from DWR Grants (Prop 68) and regulatory fees will not be available till ~2023; UVBGSA most explore other funding for groundwater monitoring during first 1.5 years of GSP (recurring additional membership dues?)  DWR intends to be more stringent with review of second round of GSP applications than first.  Laurel Marcus: discusses continuous monitoring of 5 wells-self funded.  Additional monitoring: necessary to fill data gaps; funding source; type (stream gauges and additional wells).  Open discussion about published GSP drafts:  Stephen Maples o Some technical observations regarding Chapter 2 of GSP: mismatch of definitions of water budget terms in table 29 and in the plots; discussion of future climate change scenarios involving projected reservoir releases (model overly relies on historical models and doesn’t take into account climate change?), etc. Laura clarifies o Observation: include PDF figures as images to alleviate loading issues UKIAH VALLEY BASIN GROUNDWATER SUSTAINABILITY AGENCY 340 Lake Mendocino Drive  Ukiah  California 95482  (707)463-4363  fax (707)463-5474 3  Laura: suggests including high vs low res copies of GSP chapters online for public comment.  Devon Jones o Question regarding DWR criteria for Chapter 2; suggests reviewing Sonoma approach (in opposition to DWR) to basin modelling; suggests if we’re seeing a flaw in DWR approach to possibly adopt different approach.  Samuel Sandoval: o Question regarding GSP Chapter 2 Figure 71, Page 185; wants to cross reference our data.  Laura: o Sustainable Management Criteria developed is not based on enough data; suggests stressing in GSP that our basin model and SMC will evolve over the next 5 year period as data gaps are filled.  Javier Silvia: o Preparing comments; has some concerns about lack of information/incorrect information regarding tribal representation; discusses pending requests to add tribal wells to monitoring network; discusses tribal requests for drought assistance.  Don Seymour: o GSP Chapter 2, Figure 23-groundwater level contour from measured data-contours are not intersecting groundwater basins at right angles-modelling concerns o Chapter 3: SMCs for interconnected surface water; over discussions there has been a proposed change to make it more protective (more protective for several wells, but less so for others?). 4. Action Items and Closing Comments  Presenter(s): Beth, Laura o UVBGSA Board Member Welcome Meeting held on 9/8 for Ross LaRue; Eddie Nevarez  Eddie Nevarez had to cancel due to last minute scheduling conflict.  Amir & Laura developed power point for meeting to catch new board members up to speed; Beth suggests distributing power point to Eddie Nevarez and any other interested party. o UVBGSA needs to develop formal agreements to incorporate wells from private landholders into monitoring network. o Next TAC meeting will occur on October 13th to cover public comments and steps to address comments. o Craig Moyle: schedule follow-up meeting to October 13th TAC meeting to address any additional public comments.  Save the date for Wednesday October 20th 5.
