HomeMy WebLinkAboutTAC Minutes 3.11.20NOTICE OF MEETING NOTICE IS HEREBY GIVEN that the Ukiah Valley Basin Groundwater Sustainability Agency (“Agency”) Technical Advisory Committee (“TAC”) will hold its Meeting at: 1:00 P.M. – Wednesday, March 11, 2020 Mendocino County Administration Center, 501 Low Gap Road Room 1010, Conference Room A, CA 95482 AGENDA Call to Order – Roll Call Present: Barry Hill (for Laural), Glenn McGourty, Marcus Trouta, Ken Todd, Mike Webster, Deborah, Sean White, Levi Paulin Absent: Sonny Staff: Amir, Laura, Approval of Meeting Summary from the January 9, 2020 Meeting Correction to Beth Salomone spelling Motion Mike 2nd Tod Motion carries Update on the Integrated Model and Groundwater Sustainability Plan Development Process Slide 4. Setting up calibrations for the model Slide 5 PRMS updates Slide 6 GSFLOW update Update from the first meeting of the surface water working group (slide 7) TSS Update – status update Discussion and Possible Action Regarding Sustainability Goal Development Slide 13 intro into sustainability goal Worksheet for TAC members to provide initial thoughts for questions (slide 14) Vision: adequate water for community and environmental needs, showing our groundwater is in good condition, adequate groundwater water for environment, ag and domestic, balanced use of groundwater, having enough information to know if we have a problem and can address them. Keep the regulation local and avoid high levels of reg. No negative changes from existing variability. Balancing supply and demands and preserving environmental needs and in stream flows. Looking at larger recharge options for the Ukiah Valley Overarching goal(s): Resilience to changing climate and planning for the future…having a contingency plan Coordination among users and conservation among all users Worst-case scenario: avoid extra regulation, avoid over pumping so existing wells can continue to be used. Avoid fighting among users. Meters on all pumps, fees for use, limit time of use. Discussion and Possible Action Regarding Sustainable Management Criteria Development for Water Quality and Subsidence We need to refine sustainability indicators – thresholds, triggers measureable objective Build in climate change scenarios Water Quality: (slide 32-45) Feedback: take Nickel off list, acknowledge Boron, use MCL for thresholds with trends for trigger and relying on existing networks for water quality and if we see trends going up consider more sampling. Look at data from the city to look at what they sample for and if there is anything we are missing that should be added. Subsidence: Update Regarding Proposition 68 Solicitation for Groundwater Sustainability Plan Development And Projects Action Items and Closing Comments Public Comments on Items Not on the Agenda This time is reserved for the public to address the Committee about matter not on the agenda and within the jurisdiction of the Advisory Committee. Persons wishing to speak on specific agenda items should do so at the time specified for those items.
