TAC carried a motion to move TAC meetings during 2020 to second Wednesday of each month (months that a meeting is scheduled for based on LWA’s presentation) at 1 PM. This was proposed to enhance participation and provide flexibility for the consultant team to conduct additional meetings. TAC carried a motion to for a working group based on the consultant’s suggestion for groundwater/surface water interaction. Working group will include Laurel Marcus, Marcus Trotta, Sean White, and Mike Webster from the TAC members and may include other members of the public as necessary. Notes 3) Discussion and Possible Action Regarding the Technical Advisory Committee Meeting Schedule for 2020 Meeting schedule was presented by the consultant team with meetings proposed for January, March, May, July, September, November in 2020. Meetings will be held second Wednesday of each month at 1 PM. Technical Advisory Committee Recommendations on the Hydrogeological Conceptual Model (HCM) TAC did not provide any comments regarding the Hydrogeological Conceptual Model (HCM). Discussion and Possible Direction Regarding Groundwater Sustainability Plan Commenting Process Levi Paulin followed up on the status of the Technical Support Services grant. Consultant team (Team) provided necessary information. Existing wells were inspected by the Team, Deborah Edelman, and Sarah Dukett in a meeting a day before. Transects are being formed and locations of new drilled well are being finalized. GSA and the Team are hoping to instrument existing wells and have the drilling done in this Spring. Review and commenting process was proposed and advantages of it was discussed. No significant objections were made on the new process. Marcus Trotta indicated that the same process is being successfully implemented by Sonoma Water. However, he mentioned that public requested to be able to see the document with the running comments for better reviewing. Sam Sandoval also spoke in agreement with the method proposed. Official forms were requested to be delivered in a timely manner for the start of review. Presentation and Discussion Regarding the Development of Chapter 2 of the Ukiah Valley Basin Groundwater Sustainability Plan Discussion was provided on the missing parts of Chapter 2.1. TAC members provided direction on where to look for contaminated groundwater and clean-up sites. Some preliminary discussion also formed around the subject of groundwater dependent ecosystems (GDEs) and how they will be defined and investigated in the surface water/groundwater workgroup (workgroup). Sam Sandoval volunteered for GDE research and attending the workgroup. Results for the PRMS (Surface water model) was presented by Stephen Maples from the Team. Results were presented to match well with observed values after calibration. Newer version of PRMS will provide better match overall. Results for the root zone budget were presented through IDC: Frost protection estimation was updated based on TAC’s previous comments and will be upgraded to be able to be used for future projection and daily climate data. Comments were made by multiple TAC members regarding including Cannabis water use in IDC and the integrated model. Team agreed on the need to do that, but lack of accurate Land Use maps and crop use information were announced as barriers. TAC members and the Team agreed on conducting further discussions to represent the use more accurately in the model. Estimation of Surface water and groundwater use for irrigation was presented. TAC members indicated that groundwater use was overestimated. Ponds were suggested to play a significant role in the irrigation and they need to be involved in this estimation. The Team will revise the analysis based on the new information. Sean White indicated that Recycled Water will play a significant role in reducing demand on surface water. The Team agreed and the contribution will be included in the future projections starting from 2018. 7. Discussion on the Development of a Groundwater Interaction Working Group This item was moved up to the beginning of the session and actions were taken that are indicated above.
