HomeMy WebLinkAboutTAC Minutes 4.16.19NOTICE OF MEETING NOTICE IS HEREBY GIVEN that the Ukiah Valley Basin Groundwater Sustainability Agency (“Agency”) Technical Advisory Committee (“TAC”) will hold its Meeting at: 9:30 A.M. – Tuesday April 16, 2019 Mendocino County Administration Center, 890 North Bush Street, Ag Conference Room, CA 95482 AGENDA CALL TO ORDER – ROLL CALL APPROVAL OF MEETING SUMMARY FROM THE NOVEMBER 8, 2018, MEETING Levi – move Tyler – second Motion carried DISCUSSION AND POSSIBLE ACTION TO APPROVE MEMORANDUM ON RECOMMENDATIONS FOR PHASE I GROUNDWATER SUSTAINTABILITY PLAN DELIEVERABLES Laura Review what was done in phase I to move into phase II The document includes comments from the TAC and summarizing what was said at the November meeting and the comments submitted following the meeting. Sean question about Sonoma comments: Sonoma comment – missing elements requirements from SGMA. Don: Comments on LACO assumption to lump the two primary aquifers together. Re – look at grouping of aquifers Believe it will be hard to meet the state metrics based on aquifers grouping Main comments – things are mostly there, but more work is to be done for further refinement of model Some of the work was done prior to the guidelines came out There are missing pieces and we need to fix some parts – core is done Some areas like sustainable criteria has more work than others. Working with USGS and getting raw data from LACO to re-do the model. Concerned with pg. 13 comments and needs to be addressed Every SGMA GSA is struggle with metrics of sustainability criteria Amir: Management criteria is both technically work and policy – we need to work on creating a solid background. Quality control: TAC, Board. We can also include are DWR rep for preliminary feedback. There will be a lot of back and forth to come to an agreement. It may be a complicated process. Sonoma comments meant to be productive. You want to come in with a solid product to DWR to meet needs of SGMA. Go to a min. number and we put a criteria or action of what to do once we reach the number. This is a plan for 20 years. DISCUSSION AND POSSIBLE DIRECTION REGARDING DATA ACQUISITION AND CONFIDENTIALITY REQUIREMENTS Went through the DWR regs to look at what data is really private and what is public. Most of the data currently asked for is online and public Working on expanding the data Concern on stream flow measurement and groundwater levels Stakeholders don’t want to see there hourly data published If you are measuring – they will require two measurements – you can do what you want with the continuous data. We need to come up with the network that will be published yearly. We have to put in the network of data that is part of our demonstration project. DWR – we should feel confident that we do not have to publish continuous data. GSA Database – Where will the data live? So it is not PRAable GSA database does not need to be public to DWR. Try and use public wells and use good locations and building from scratch. Building model with data up to 2018, but don’t use the data sets for the DWR reporting….use the newly built modeling network. We can use data from input, but not as the monitoring data for the database. Working on the model to identify areas were data gaps exist - data is key for calibration of water. The model needs to be defendable. CSLI will talk with land owners to see if there is a possibility for some of the data up to Sept. 2018. When we reviewed the locations for wells – we were limited in location.
