Committee Action: TAC appoints Glenn McGourty as Chair and Levi Paulin as Vice-Chair AGENDA REVIEW AND GROUND RULES Presenter/s: Sarah Dukett, Mendocino County Discussion: Review of the Brown Act requirements for the committee including public meeting requirements. Agenda will be published 72 hours in advance of the meeting. The Ukiah Valley Basin Groundwater Sustainability Agency (UVBGSA) Board directed TAC review items be 2 distributed 2-3 weeks in advance of the meetings. Materials will be posted online 2-3 weeks before the meeting and TAC members will be notified by email. Public Comment: N/A Committee Action: N/A ROLE OF TECHNICAL ADVISORY COMMITTEE Presenter/s: Sarah Dukett, Mendocino County Discussion: The Joint Powers Agreement (JPA) agreement calls for the establishment of a technical advisory committee to make recommendations to the UVBGSA Board. The TAC is comprised of the following members:  One regular and one alternate member from each of the UVBGSA members: County of Mendocino, City of Ukiah, Upper Russian River Water Agency, Russian River Flood Control and Water Conservation Improvement District, Tribal Seat , and Agricultural Seat  One regular and one alternate member from Mendocino County Resource Conservation District, Sonoma County Water Agency and California Land Stewardship Institute. The TAC MOU outlines the purpose and role of the advisory committee. Public Comment: None. Committee Action: None. ADOPTION OF THE 2019 MEETING CALENDAR Presenter/s: Sarah Dukett, Mendocino County Discussion: The TAC will meet the morning of the second Thursday of the month coinciding with the UVBGSA regular Board Meetings. The first meeting is slated for January and the second meeting in May. Meetings will be added as necessary to complete the advisory work for components of the Groundwater Sustainability Plan. As directed by the UVBGSA Board, materials will be posted 2-3 weeks before each TAC meeting and TAC members will be notified by email. Public Comment: None Committee Action: Adoption the 2019 Meeting Calendar. 3 DISCUSSION AND RECOMMENDATIONS REGARDING PHASE I GROUNDWATER SUSTAINABILITY PLAN DELIVERABLES Presenter/s: Laura Foglia, Project Manager, Larry Walker and Associates; Mr. Tom Grovhoug, Strategic Advisor, Larry Walker and Associates; Amir Mani, Assistant Project Manager, Larry Walker and Associates; Sarah Dukett, Mendocino County. Discussion: Phase I Groundwater Plan Deliverables:  We should have a map to look at underflow wells.  State regulated water rights should be counted in mass balance as surface water.  Gaps in report were based on less than average number of wells. Statistical exercise needed to determine what the sample size should be.  More information on locations of wells we don’t have information on is needed.  Request for an analysis on where new wells and well monitoring equipment need to be placed allowing the TAC to brainstorm on how to use existing resources and organizations to install equipment and drill wells.  Data may be available from CLSI, will need to look at data privacy issues.  There may be data available and/or possible monitoring locations with the City of Ukiah’s abandoned 1960s wells.  Recognize there is not a lot of interest in doing public wells on private land.  Pick gauge locations first then well locations.  We need to include possible stressors in the future to be able to develop an approach that is cost effective.  There are areas that need further refinement within the documents particularly around the data gap analysis to really have a final product for the GSP.  There should be a focus on gaining trust of the public as a way to help land owners not as a regulatory/tax plan. We should focus on a developing a plan that will not result in more regulations and public funds.  Request that map of interconnectivity information on the main stem and tributaries for TAC review.  We should look at the recharge up in the high points of the tributaries. Data management: 4  More clarity needed on transparency requirements within Sustainable Groundwater Management Act (SGMA) regarding data used in the plan.  What is the minimum data set required by law? That is where we should start.  What data are we required to publish? Can we use some of the private data in the model, but not include in the public published data? Public Comment: None. Committee Directives: At the next meeting review recap of recommendations both verbal and written in a memo for the TAC to approve and report out to the GSA in February. Submit written comments to Larry Walker and Associates team and Sarah Dukett. Bring back information at next meeting about what data management is required and what types of data management goes beyond base requirements. In addition, include cost information for data management options. ACTION ITEMS AND CLOSING COMMENTS Presenter/s: Sarah Dukett, Mendocino County Discussion: Larry Walker and Associates and staff will work on a memo recapping the recommendations from the TAC including written comments for the TAC to finalize at the next meeting. Larry Walker and Associates will bring back more information regarding data management for the group to review. Public Comment: None. Committee Action: None.
