RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. 8. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. 8.a. Authorize the City Manager to Negotiate and Execute a Lease Agreement with Federal Express (FedEx) to Lease a Hangar at the Airport. Recommended Action: Authorize the City Manager to negotiate and execute a lease agreement with FedEx to a lease Hangar at the Airport. Attachments: 1. Draft Agreement 8.b. Authorize the City Manager to Negotiate and Execute a Grant Agreement with the California Public Utilities Commission (CPUC) for the City of Ukiah Gigabit Fiber Project, and Approve Corresponding Budget Amendments. Recommended Action: Authorize the City Manager to negotiate and execute a grant agreement and all other associated documents with the California Public Utilities Commission (CPUC) to receive funding for the City of Ukiah Gigabit Fiber Project, and approve corresponding budget amendments. Consideration of Adoption of Resolution Approving Side Letter to the Current Memorandum of Understanding Between the City of Ukiah and the Management Unit. Recommended Action: Adopt a Resolution approving a side letter to the current Memorandum of Understanding between the City of Ukiah and the Management Unit. Attachments: 1. Resolution and Side Letter between the City of Ukiah and Management Unit 8.d. Finance Department Staffing Allocation and Classification Changes for Billing and Accounting/Analyst Services. Recommended Action: It is recommended that the City Council: 1. Approve the proposed restructuring of certain Finance Department Staff, specifically: o Replacing vacant Customer Services Representative (CSR) and Financial Services Manager positions with a Controller and Assistant Finance Director, the latter to fill the vacancy created by the current Assistant Finance Director’s retirement on December 31, 2024. o Authorize the adjustment of the existing Billing and Customer Services Manager salary schedule to the next tier to reflect expanded responsibilities associated with enhanced services, including consideration of the Ukiah Valley Water Authority (UVWA) consolidation. Approve a Non-Exclusive Interfacility Ambulance Service Agreement with Back-Up Providers and Authorize the City Manager to Negotiate and Execute these Agreements with Eligible Providers.
