RESOLUTION NO. 97-67
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
ADOPTING THE ADDENDA FOR ~ 1996-97 FISCAL YE~LR
BETWEEN~HE CITY OFUKIAHANDDEPARTMENT~RAD,
POLICE, FIRE, MISCELLANEOUS, AND ELEC~RIC UNITS
WHEREAS, the Employee/Employer Relations Officer has met and
conferred in good faith with representatives of the Department
Head, Police, Fire, Miscellaneous, and Electric Units; and
WHEREAS, an Addendum has been reviewed and approved by each of
these Units; and
WHEREAS, said Addenda have been presented to the City Council
for its consideration.
NOW, THEREFORE, BE IT RESOLVED that the Addenda for the
Department Head, Police, Fire, Miscellaneous, and Electric Units
are hereby adopted and the Employee/Employer Relations Officer
authorized to enter into the Addenda for the Fiscal Year 1996-97.
PASSED AND ADOPTED this 16th day of April, 1997, by the
following roll call vote:
Councilmembers Chavez, Ashiku, Kelly, Mastin, and Mayor
Malone.

ADDENDUM TO 1996-97 DEPARTMENT ~RAD UNIT
MEMORILNDUM OF UNDERSTAI~DING
MARCH, 1997
This Addendum to the 1996-97 Memorandum of Understanding between
the Department Head Unit and the City of Ukiah, effective on
January 15, 1997, is entered for the purpose of revising the
Release Time and Salary sections.
Release Time
Department Head Unit members will receive 26 hours of paid
"release time" off during the period of January 1 through
June 30, 1997. This release time is non-accruable and non-
cashable, and any time- not taken by the employee prior to
June 30, 1997, will no ~onger be available.
Salary_
There will be a temporary salary reduction for Department Head
Unit employees which equates to 1 1/4% of annual base rate
salary which will be deducted during the period of January
through March, 1997. There will be no reductions in benefit
accruals or flex plan calculations during this period.
WHEREFORE, the parties have entered this Addendum on 'the /74A'day

MISCELLANEOUS UNIT
ADDENDUM
1996-1997
The following is an addendum to the terms which were implemented by
the City of Ukiah City Council for the 1996-97 fiscal year,
effective on January 16, 1997:
1. Temporary_ Redu~tiQn of Hours/Salary
Unit members will reduce their work hours by 26 hours during
the period of January 1 through June 30, 1997. This unpaid
time off (furlough time) will be scheduled to provide as much
flexibility as possible while also considering the
departmental operational needs. Furlough time off will not be
considered hours worked for overtime purposes and employees
will continue to receiv~ straight time pay for hours worked up
to 40 hours per week and overtime pay for hours worked in
excess of 40 hours per week. Unit members may forfeit stand-
by pay in lieu of furlough hours. This temporary reduction of
hours/salary will not affect benefits, accrual rates, or call
back policies or PaY.

ADDENDUM TO 1996-97 POLICE UNIT
MEMORANDUM OFUNDERSTANDING
This Addendum to the 1996-97 Memorandum of Understanding between
the Police Unit and the City of Ukiah, effective on January 15,
1997, is entered for the purpose of amending the overtime section.
1. 0ver~ime
The City and the Unit agree that co~¥~encing on the effective
date of this MOU through June 30, 1997, 20 hours of overtime
worked by Unit members (which at time and one-half equates to
$0 hours) will be taken as compensatory time off only and not
taken in cash payment or cashed out as part of the CTO Cash-
Out program. This separate CT0 bank will be established for
non-cashable CTO time. In the event, Unit members do not
reach an equivalent of $0 hours of non-cashable CTO, the
remaining balance will be taken off as unpaid furlough hours
prior to June 30, 1997. Furlough time off will not be
considered hours worked for overtime purposes. Public Safety
Dispatchers are specifically excluded from this section.

MEMORANDUM OF UNDERSTANDING
FEBRUARY 26, 1997
This Addendum to the 1996-97 Memorandum of Understanding between
the Fire Unit and the City of Ukiah, effective on February 6, 1997,
is entered for the purpose of revising the "Overtime" section for
the Fire Unit employees.
Overtime
The City and the Unit agree that co~'m~',encing on the effective date
of this MOU through June 30, 1997, 20 hours of overtime worked by
Unit members (which at time and one-half equates to 30 hours) will
be taken as compensatory time off only and not taken in cash
payment. To acco~m~odate this increased CTO accrual, Unit members
may accrue CTO at the time and a half rate up to a maximum of 132
hours through June 30, 1997.
The City may furlough each unit member who does not reach an
equivalent of 30 hours of CT0 as agreed, for the remaining balance
of the 30 hours before June 30, 1997. Furlough time off will not
be considered hours worked for overtime purposes.
WHEREFORE,, the parties have entered this Addendum on the /7~day

the Electric Unit and the City of Ukiah, effective on January 15,
1997, is entered for the purpose of amending the Temporary
Reduction of Hours/Salary section.

Unit members agree to reduce their work hours by 26 hours
during the period of January i through June 30, 1997. This
unpaid time off (furlough time) will be scheduled to provide
