2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
The Mendocino Solid Waste Management Authority Board of Commissioners (Commissioners) welcomes input from the
audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten
(10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments on non-agenda
items. If you wish to submit written comments, please provide information to MSWMA, located at 3200 Taylor Drive, Ukiah,
California.
3. DISCUSSION AND ACTION ITEMS
3.a. Adoption of Resolution Authorizing Submittal of Application(s) for All CalRecycle Grants for
which the Mendocino Solid Waste Management Authority is Eligible.

AGENDA SUMMARY REPORT
SUBJECT:Adoption of Resolution Authorizing Submittal of Application(s) for All CalRecycle Grants for which
the Mendocino Solid Waste Management Authority is Eligible.

Summary:Board will consider adopting proposed resolution.
Background: A resolution granting the Mendocino Solid Waste Management Authority (MSWMA) the
authority to submit Regional Grant applications and related authorizations for other grant programs is needed
every five years.
Discussion: The last adopted resolution in February of 2019 has expired and CalReycle Grant Staff have
instructed that new resolution is needed before any grant applications can be submitted or reimbursement
requests accepted for regional grants. A new resolution would enable MSWMA to apply for future grants and
submit for reimbursement.

Resolution of the Mendocino Solid Waste Management Authority Board of
Directors authorizing submittal of Regional Grant applications and related
authorizations for all Grant Programs
Whereas, the California Public Resources Code authorizes the Department of
Resources Recycling and Recovery (CalRecycle) to administer various Grant
Programs; and
Whereas, in furtherance of this authority, CalRecycle is required to establish
procedures governing the administration of the Grants; and
Whereas, CalRecycle allows regional grant projects; and
Whereas, CalRecycle grant application procedures require, among other things, a Lead
Participant’s governing body to declare by resolution certain authorizations related to
the administration of CalRecycle Grants.
Now, therefore, be it resolved that the Mendocino Solid Waste Management
Authority Board of Directors authorizes Mendocino Solid Waste Management
Authority to submit a Regional Grant application on behalf of itself as Lead Participant
and all Non-Lead Participants for all Grant Programs.
Be it further resolved that the Signature Authorities identified below are hereby
authorized to determine and submit a list of the Non-Lead Participants in accordance
with CalRecycle requirements.
Be it further resolved that the general manager or their designee, are hereby
authorized as a Signature Authority to execute on behalf of all participants all grant-
related documents, including, but not limited to, applications, payment requests,
agreements, and amendments necessary to secure grant funds and to implement the
approved grant project.
Be it further resolved that these authorizations are effective from the date of adoption
until September 18, 2029).
