1. ROLL CALL
Ukiah City Council met at a Regular Meeting on April 17, 2024, having been legally noticed on April
12, 2024. The meeting was held in person and virtually at the following link:
https-//us06web.zoom.us/j/89361597008. Vice Mayor Crane called the meeting to order at 6:03 p.m.
Roll was taken with the following Councilmembers Present: Mari Rodin, Juan V. Orozco, Susan
Sher, and Douglas, F. Crane. Councilmember Absent by Prearrangement: Josefina Duehas. Staff
Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City
Clerk.
VICE MAYOR CRANE PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Mayor Crane.
3. AB 2449 NOTIFICATIONS AND CONSIDERATIONS
4. PROCLAMATIONSIINTRODUCTIONSIPRESENTATIONS
a. Proclamation Declaring April 2024 as Sexual Assault Awareness in the City of Ukiah.
Presenter: Councilmember Rodin.
Proclamation will be presented to Project Sanctuary at a later date.
5. PETITIONS AND COMMUNICATIONS
City Clerk, Kristine Lawler, stated that all communications had been distributed.
6. APPROVAL OF MINUTES
a. Approval of the Minutes for the April 3, 2024, Special Meeting.
b. Approval of the Minutes for the April 3, 2024, Regular Meeting.
Motion/Second: Orozco/Sher to approve the Special and Regular Meeting Minutes of April 3, 2024,
as submitted. Motion carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and Crane.
NOES: None, ABSENT: Duehas, ABSTAIN: None.
7. RIGHT TO APPEAL DECISION
Mayor read the right to appeal a decision.
8. CONSENT CALENDAR
a. Report of Disbursements for the Month of March 2024 - Finance.

b. Approval of the Re-appropriation of Certain Series 2022 Lease Revenue Bonds (Capital
Projects) and Grant Funds in Support of the Urban Core Rehabilitation and Transportation
Project - Finance.
c. Authorize the City Manager to Negotiate and Execute a Parking License Agreement(2324-188)
with Redwood Family Dermatology Medical Associates -Administration.
d. Receive Report Regarding the Annual Review of Shopping Cart Containment and Retrieval
Policies--- Community Development.
e. Authorize the City Manager to Negotiate and Execute a Lease Agreement (2324-189) with
Mendocino County Air Quality Management District (MCAQMD) to Lease Space at the Airport
-Airport.
City Manager Sangiacomo addressed questions regarding agenda item 8d.
Motion/Second: Rodin/Orozco to approve Consent Calendar Items 7a-e, as submitted. Motion
carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and Crane. NOES: None.
ABSENT: Duenas. ABSTAIN: None.

a. Consider Authorizing a Letter to the Mendocino County Department of Planning &
Building Services Regarding the Proliferation of Off-site Advertisements/Billboards within
Unincorporated Areas of the Ukiah Valley.
Presenter: Jesse Davis, Chief Planning Manager.
Motion/Second: Rodin/Sher to authorize Staff to draft a letter under the Mayor's signature to be
sent to the Mendocino County Department of Planning & Building Services regarding off-site
advertisementslbillboards within unincorporated areas of the Ukiah Valley with the comments
discussed incorporated into the letter. Motion carried by the following roll call votes: AYES: Rodin,
Orozco, Sher, and Crane. NOES: None. ABSENT: Duenas. ABSTAIN: None.
b. Consider Adoption of Resolution Approving a Citywide Policy Establishing Vehicle Miles
Traveled (VMT) as the Standard of Measurement for Potential Vehicle Traffic Impacts and
a Methodology for Evaluation of Future Projects Consistent with the California
Environmental Quality Act(CEQA).

Motion/Second: Rodin/Orozco to adopt resolution (2024-12) approving a citywide policy
establishing vehicle miles traveled (VMT) as the standard of measurement for potential vehicle traffic
impacts and a methodology for evaluation of future projects consistent with CEQA. Motion carried
by the following roll call votes: AYES: Rodin, Orozco, Sher, and Crane. NOES: None. ABSENT:
Duehas. ABSTAIN: None.
14. NEW BUSINESS
a. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
Presenters: Councilmembers Sher and Rodin.
Motion/Second: Orozco/Rodin to appoint Councilmembers Rodin and Orozco to serve on an ad
hoc to explore the idea of a Parks and Recreation Special District for the valley. Motion carried by
the following roll call votes: AYES: Rodin, Orozco, Sher, and Crane. NOES: None. ABSENT:
Duenas. ABSTAIN: None.
