Council/Staff Goal Setting Workshop

March 24, 1993
The City Council convened in a regular adjourned meeting, of
which the agenda was legally noticed and posted, at 7:02
a.m. in the Council Chambers for a Goal Setting Workshop
with staff. Roll was taken and the following Councilmembers
were present: Mastin, Malone, Shoemaker and Mayor Schneiter.
Absent: Councilmember Wattenburger. Staff present: City
Clerk McKay, City Manager Rough, Electric Utility Director
Barnes, City Engineer Beard, Finance Director Burt,
Accounting Supervisor Thurkow, Public Works Director
Goforth, Public Works Supervisor Borecky, Community
Development Director Harris, Airport Manager Bua, Executive
Assistant Yoast, Public Safety Director Keplinger, Community
Services Supervisor Heise, Sports Coordinator Schueller,
Golf/Parks Superintendent Reid and Sun House/Grace Hudson
Museum Director Abel-Vidor.

NEW BUSINESS
3a. Council/Staff Pre-Budqet Discussion Reqardinq Goals for
1993-94 Fiscal Year
The City Manager reported 96% of the past three year's goals
and objectives have now been accomplished and provided a
verbal report on the City's accomplishments in the area of
regional issues such as involvement in the County wide
Economic Development Plan process, emergency water intertie
agreements with our neighboring water districts to the south
and north, an interim Airport Land Use Plan completed by
this July, successful jail booking fees negotiated with the
County, establishment of landfill disposal site enterprise
fund, experimental mutual aid agreements with Ukiah Valley
Fire Protection District, contracted services for dispatch
service for Ft. Bragg, commitment to secure the back eight
holes of the golf course, the new privately funded Summer
Concert Series, support of and leadership in Mendocino Solid
Waste Management Authority, enhanced emergency disaster
coordination with the County and other agencies, activation
of City economic development with the establishment of the
business enterprise and job center, downtown revitalization,
reorganization of the Chamber of Commerce that has new
focus, initial downtown plaza design, downtown facade
renovation program, development of more downtown parking,
establishment of a downtown regional conference center,
enhance and promote the Airport as a business regional
center, and activation of the Low and Moderate Housing
Committee with recommendations for allocations coming in
April.
The City Manager outlined the City's service accomplishments
such as; infrastructure improvements at the North Fire
Station, Anton Stadium refurbishment, remodeled Community
Clubhouse at Todd Grove, construction of Police canopy at
the Civic Center, Airport planned improvements, improvements
to facilities and maintenance at the Golf Course and Parks,
initiated construction of the new garage maintenance
facility at the corporation yard, completion of landfill
site monitoring wells for mandated testing, initial design
phase of the Wastewater treatment plant expansion
implemented, designing of Orchard Avenue and Observatory
Parks, street overlay projects, upgrades to the electrical
utility system, construct new Civic Center roof drain
system, general plan revision project completion delay to
end of 1993, establish in house energy conservation program,
expansion of the recreation program for young athletes,
increase of the Summer Daycamp program, additional Police
patrol, reorganization of the Finance department, initiated
citizen review of the building permit process and planning
with committee recommendations, Community Development
department additional staffing, completion of the personnel
policies handbook and procedures, and the very successful
Chautauqua program last summer.
The City Manager reviewed upcoming rate increases currently
under review and outlined future programs in the Ukiah
valley, within the City and City organization.
Discussion ensued regarding estimated fiscal impacts from
the State effects to the City's general fund and
Redevelopment, enterprise fund allocations, maintenance and
capital improvements, contract services, and development of
City organizational performance criteria for measurement.
Councilmember Shoemaker indicated he would like the proposed
budget delivered in the first week of June, as he would like
to review it prior to his planned trip.
Discussion ensued regarding landfill volumes, franchise fees
and general fund structuring.
Recess 8:20 a.m.
Reconvened - 8:27 a.m.
Council informally discussed goals and accomplishments with
the departments of City Clerk, Finance, and Community
Development.
Councilmember Malone left the meeting at 9:20 a.m. and
returned at 9:22 a.m.
Council continued their discussions with the departments of
Community Services, including Parks, Aquatics, Sports
programs, Museum, and partial Golf Course.
Discussion continued with Council and the Public Works
Department.
Recess - 10:30 a.m.
Reconvened - 10:40 a.m.
Council continued their discussion with the Public Safety
department.
Councilmember Shoemaker left the meeting at 11:05 and
returned at 11:06 a.m.
Council discussed goals and accomplishments with the
Electric Utility, Engineering, Airport departments and
finished their discussion with the Golf and Parks
Maintenance Division.
Mayor Schneiter noted that budget sessions are set to
begin on June 22 with more in depth discussion regarding the
landfill at the upcoming Solid Waste Workshop.
Councilmember Mastin expressed his appreciation
staff's overview as it was very informative.
