JOINT CITY COUNCIL/PLANNING COMMISSION MINUTES
Regular Adjourned Meeting
Ukiah Civic Center
300 Seminary Avenue
March 24, 1993
The City Council and the Planning Commission convened in a
regular adjourned meeting at 7:01 p.m. in the Council Chambers
of the Civic Center. Council roll was taken and the following
Councilmembers were present: Mastin, Malone, Shoemaker and Mayor
Schneiter. Absent: Councilmember Wattenburger. Planning
Commissioners in attendance were: Farr, Hoppe, Long, Menton,
Randolph, Reid and Chairman Burke. Staff present: City Clerk
McKay, city Attorney Rapport, city Manager Rough, Community
Development Director Harris, Principal Planner Sawyer and
Associate Planner Ibalio.
Introductions were made of Council, Planning Commissioners and
staff.
Mayor Schneiter indicated that he would like to establish the
boundary of this meeting to 9:30 p.m. It was the consensus of
Council and the Planning Commission to try to end the meeting at
9:30 p.m.
Council and the Planning Commission discussed their perspectives
regarding the roles of the Planning Commission with respect to
Council policy, landscaping and tree policies.
Councilmember Shoemaker noted that a landscape philosophy
developed by the Planning Commission with a statement from the
Council could assist developers before they develop and submit
their plans.
It was the consensus of Council that the Planning Commission
develop a policy statement for Council review and approval.
Discussion ensued regarding appeals from Planning Commission and
Council reversals. Suggestions such as Planning Commission
compromises be reflected in the minutes, possible appeal fees
and/or more narrow grounds for appeals may alleviate some of the
problems associated with appeals.
Discussion ensued regarding permit conditions and zoning
enforcement, with staff noting the new part-time Code
Enforcement officer should assist in reduction of violations.
Staff provided an update and information concerning the newly
established State mandated Airport Land Use Commission and the
city planning process, with discussion concerning its
relationship to the City, the Planning Commission and the
affected zone surrounding the Airport.
Staff provided a status report regarding the General Plan
Revision Process and Growth Management Steering Committee
meetings, discussions and individual perspectives.
Commissioner Randolph provided photographs of a few creeks and
explained his concerns for their protection. He requested
Council provide direction for creek preservation and protection
of endangered species, such as the plant identified in the
Airport Park Industrial Park.
Councilmember Shoemaker noted that there is a citizens Park
Design Ad Hoc Committee that is developing designs for the new
park and Mendocino Creek located in Marlene Subdivision, and
noted the Council is supportive of the Creek Coalition group
efforts.
The city Attorney explained the protection of this plant was
stipulated in the agreement between the Mendocino Environmental
Center and Gary Akerstrom.
Mayor Schneiter indicated that the City could request the
Department of Fish and Game to investigate these allegations.

The city Manager explained that the Electric Utility Director is
the appropriate staff to contact regarding these concerns.
General discussion ensued regarding the status and condition of
the Palace Hotel. Commissioner Farr noted he has received
complaints from the downtown merchants that it is open to the
elements and is infested with bats and rodents.
The City Manager responded City staff will attempt to contact
the owners to alleviate these problems.
