CITY OF UKIAH
AMENDMENT NO. 3
TO
PROFESSIONAL SERVICES AGREEMENT
BETWEEN
PSOMAS and THE CITY OF UKIAH
This Amendment No. 3, entered on March 8, 2024, revises the Agreement for
Professional services dated August 26, 2022, between the City of Ukiah and Psomas, for
professional consulting services relating to providing Land Survey and Mapping Services
to prepare Metes and Bounds description of the Western Hills Annexation Area in
compliance with the LAFCO and State Board of Equalization (SBE) Standards.
This Amendment No. 3 adds an additional $4,904.55. This, in addition to the current
unused contract amount balance of $3,543.67, accommodates the total amendment
request from Psomas dated 2/27/24 (Attachment 1) in the amount of $8,448.22. This
revises the total, not-to-exceed amount of the contract to $38,152.55.
Consultant’s standard rates are also updated as per Attachment 1, Exhibit C.
Except as expressly amended by this Amendment, all other terms remain unchanged and
in full force and effect.

Subject: Request for Task Budget Amendment for additional Land Survey and Mapping
Services performed for preparing Metes and Bounds legal description and
Annexation Boundary Map for the “Western Hills Annexation Area”.
Maya and Jesse:
Thank you for taking time to meet with Mike Butler and me this morning. I have attached a
revised Exhibit A, “Unbilled Charges” for the Western Hills Annexation ($3,980.22), for work
performed by Psomas on the Western Hills Annexation, between August 31, 2023 and
November 11, 2023. These charges were for Project Manager coordination and CAD Staff time
directly related to addressing the requested revisions to the Western Hills Annexation Boundary
Map Exhibit and Legal Description by the Mendocino County Surveyor and LAFCo.
Psomas performed this work, beyond our existing PO authorization, based on my understanding
from our discussions that this work needed to be expedited, to help keep the project moving
forward and meet the annexation application submittal deadline to LAFCo; Attached Exhibit A.
I have also attached an Exhibit B, revised forecasted Staff Labor Detail, which itemizes
“anticipated” costs for work related to making ‘final’ revisions to the Annexation Boundary
Exhibit Map and Legal Description ($4,468.00).
Based on our meeting this morning, and Jesse’s anticipation that the legal description and exhibit
map reflect the revisions requested by the County Surveyor and LAFCo, this should be the final
budget amendment requested for the Project. The total Amendment I am requesting is:
$8,448.22.
All staff charges will be in accordance with Psomas’ 2024 Standard Rates,
attached as Exhibit C.
