1. ROLL CALL
Ukiah City Council met at a Regular Meeting on January 17, 2024, having been legally noticed on
January 12, 2024. The meeting was held in person and virtually at the following link:
https://usO6web.zoom.us/j/97199426600. Mayor Duefias called the meeting to order at 6:12 p.m.
Roll was taken with the following Councilmembers Present: Mari Rodin, Juan V. Orozco, Susan
Sher, and Josefina Duehas. Councilmember Absent by Prearrangement: Douglas, F. Crane.
Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler,
City Clerk.
MAYOR DUERAS PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilmember Rodin.

h. Approval of Contract Amendment(COU No. 1516-143-A7)with Ukiah Waste Solutions for Biosolid
Removal at the Wastewater Treatment Plant—Public Works.
i. Approval of Contract (COU No. 2324-145)with iWorq Systems Software for a Three-Year Software
Agreement in the Amount of $62,250 for the Purpose of Public Works Asset, Utility Management
and Citizen Engagement— Public Works.

Council Consensus to direct Staff to schedule a water workshop.
Public Comment: Erin Reye regarding agenda item 8d.
Motion/Second: Rodin/Sher to approve Consent Calendar Items 7a-7i, as submitted. Motion
carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and Duehas. NOES: None.

Public Comment: Tracy Thieriot — crime issues, Todd Schapmire Sr. — homelessness; Gregory
Hubbs — lack of enforcement regarding illegal sales of oranges; Ferdinand Thieriot— crime issues;
(unidentified woman) — crime issues; Kerry McMullen — crime issues; John McCowen — police
leadership and crime concerns; (Todd Schapmire Sr. made additional comments from the chamber).

a. Consider Adoption of a Resolution Authorizing the Exception of the 180-Day Waiting
Period,and Authorizing the City's Retired Communications/Records Manager to Work on
a Temporary Basis as an Extra Help Employee in Accordance with Government Code
Sections 7522.66 and 21224.
Presenter: Cedric Crook, Police Chief.
Motion/Second: Rodin/Sher to adopt a resolution (2024-02) authorizing the exception to the 180-
day waiting period, and authorizing the City's retired Communications/Records Manager to work on
a temporary basis as extra help employee in accordance with Government Code Sections 7522.56
and 21224. Motion carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and Duenas.
NOES: None. ABSENT: Crane. ABSTAIN: None.
b. Consider Adoption of Resolution Adopting a 2024 Advocacy Platform to Serve as
Guidelines for Local, State, and Federal Legislative Matters.
Presenter: Shannon Riley, Deputy City Manager.
Motion/Second: Rodin/Orozco to adopt resolution (2024-03) adopting a 2024 Advocacy Platform
[to serve as guidelines for local, state, and federal legislative, administrative, regulatory and court
matters] with the edits as discussed:
• Section B. Utilities/Local Water Use Control— insert "...and conservation" after the word
'recycling
• Section D. Transportation and Streets/Transportation Infrastructure — place '...and
implementation of complete streets' at the end of the sentence.
Motion carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and Duenas. NOES:

14. NEW BUSINESS
a. New Year Review, Discussion, and Appointments Regarding 2024 Council Assignments;
and Consideration of Disbandment and Modification to City Council Committees and Ad
Hocs/Standing Committees.

Councilmember Sher to till vacant spot for Alternate on NCPA.

Motion/Second: Rodin/Orozco to adopt the 2024 City Council Special Assignment list with
Councilmember Sher to fill the vacant spot for the Alternate position on the Northern California Power
Agency (NCPA) Commission, and an administrative correction to make Mayor Duenas the primary
member on the Disaster Council; approval of the disbandment of the City/District Review of 2019122
Proposed Fire Code Ad Hoc; and direct the Clerk to finalize and attach the list to the January 17,
2024, minutes. Motion carried by the following roll call votes: AYES: Rodin, Orozco, Sher, and
Duenas. NOES: None. ABSENT: Crane. ABSTAIN: None.
b. Discussion and Possible Introduction by Title Only of an Ordinance Amending Section 62
of Division 1, Chapter 2, Article 2 of the Ukiah City Code, Pertaining to Compensation of
the Mayor and City Councllmembers.

Motion/Second: Rodin/Sher to introduce the ordinance by title only. Motion carried by the following
roll call votes: AYES: Rodin, Orozco, Sher, and Duenas. NOES: None. ABSENT: Crane. ABSTAIN:

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING SECTION 62 OF THE
UKIAH CITY CODE, PERTAINING TO COMPENSATION OF MAYOR AND CITY
COUNCILMEMBERS
Motion/Second: Rodin/Orozco to introduce the ordinance amending Section 62 of the Ukiah City
Code, pertaining to compensation of the Mayor and City Council members; amending the
compensation amount to $850 per month, to become effective after the next General Municipal
Election; and direct Staff to bring back an annual review. Motion carried by the following roll call
votes: AYES: Rodin, Orozco, Sher, and Duenas. NOES: None. ABSENT: Crane. ABSTAIN: None.
