HomeMy WebLinkAboutKPA Group 2023-03-21; Amendment 1 2024-01-16Jan 22, 2024 Kristine Lawler (Jan 22, 2024 11:37 PST) Kristine Lawler Jan 22, 2024 January 5, 2024 Matthew Keizer Chief Building Official City of Ukiah 300 Seminary Ave Ukiah, CA 95482 Subject: Ukiah Bank of America Building – Abatement Demolition Scope Documentation Dear Matt, The purpose of this agreement is to establish a scope of services and fee for additional documentation of abatement scope for the Phase 2 Bank of America Building remodel project. Project Understanding The KPA Group has assisted the City of Ukiah in design and construction documents for the ADA Barrier Removal and interior improvements project at the previous Bank of America facility located at 501 South State Street in Ukiah. KPA has completed construction documents for the project, but a preliminary abatement effort is required before the main construction project is able to be advertised for bid. The City has provided previous documentation including a hazardous materials survey completed in 2010 and documentation of a previous abatement project (2012) that removed only a small portion of hazardous materials from the facility. Per documentation provided, after the 2012 abatement project the following hazardous materials remained in the facility: Approximately 6,982 SF of acoustical ceiling plaster Approximately 19,940 SF of joint compound and gypsum board Approximately 3,818 SF of 1x1’ ceiling tile Current demolition drawings do not speak clearly to a specific hazardous materials abatement scope and abatement scope must be clarified in order for the City to bid out the separate preliminary abatement project. Current demolition drawings must be revised to include notes specific to removal of hazardous materials and applicable information from previous building investigation and abatement reports. After this process, the City should have ample information so that the project may be bid and demolition by a hazardous materials abatement contractor may commence. Construction administration services are not included in this proposal. Scope of Services This document provides a scope of services to refine demolition drawings to clearly state that removal of hazardous materials will be required at the Bank of America facility. The Architectural Services scope of services is organized into the following elements: •Project Management & Coordination •Update Demo Drawings •Provide Scope of Work EXHIBIT 1 Project Management & Coordination We will manage services and project administration throughout the duration of this project. KPA staff will perform services in planned and sequenced steps to complete the tasks required to identify hazardous material demolition scope. We will coordinate and communicate with the City of Ukiah’s project team to align project goals with this effort. Update Demo Drawings KPA will provide updates to demolition drawings to identify areas of known hazardous materials based on provided reports. We will coordinate demolition drawings at areas known to be impacted by hazardous materials with additional notes and contractor direction. Items requiring demolition that are not known to be impacted by hazardous materials will be identified to remain in place as part of the hazardous materials demolition project. We will update general notes to include standard notes identifying that the contractor must follow laws and procedures for removal and disposal of hazardous materials. Scope of Work Documentation KPA will develop a one-page written scope of work to assist in bidding for the demolition project. New sheets created will be compiled into a drawing package to be used for bidding. We will not provide additional technical specifications as part of this effort. Design Document Schedule The KPA Group will complete the updated demolition drawing set within 20 days of Notice to Proceed. KPA’s estimated schedule includes: Update Demo Drawings – 15 days Scope of Work Documentation – 5 days Owner Responsibilities  Provide access to the existing Bank of America building  Provide copies of available data on the building and site, such as: o Existing site utility information o Site topography o Other existing project documentation including documentation of hazardous materials information  Provide a representative with complete authority to transmit instructions, receive information and provide directives  Provide timely review, feedback and directives to maintain project schedule  Coordinate with other project stakeholders and approval agencies  Testing and removal of hazardous materials at existing building  Advise regarding City-standard specification sections Compensation The work described under the Scope of Services will be performed on a time & materials basis. The City of Ukiah will pay The KPA Group a not-to-exceed amount of five thousand five hundred ninety dollars ($5,590) as architectural fees to refine demolition drawings and abatement scope. Please see the attached compensation worksheet for a detailed breakdown of design tasks based on our current understanding of the project and scope of work. Authorization The Scope of Services and compensation stated in this proposal are valid for a period of sixty (60) days from the date of submission. If authorization to proceed is not received during this time period, this proposal may be reviewed and modified by The KPA Group. Respectfully submitted, The KPA Group Paul W.
