1. ROLL CALL 5:]4:39 PM
Present: Vice-Mayor Baldwin called the meeting to order. Councilmembers Crane, McCowen,
Rodin, Baldwin, and Mayor Ashiku (arrived at 5:20:05 PM.)
Staff Present: City Manager Horsley, City Attorney Rapport, and City Clerk Ulvila.
2. PLEDGE OF ALLEGIANCE
Councilmember McCowen led the Pledge of Allegiance.
3. UNFINISHED BUSINESS 5:15:05 PM
a. Adoption of Ordinance Adding Chapter 14, Entitled, "Ukiah Campaign Perform Act,"
to Division 1 of the Ukiah City Code
City Attorney Rapport explained that on June 7, 2006, the City Council approved the
introduction of an Ordinance adding Chapter 14, entitled "Ukiah Campaign Reform Act" to
Division 1 of the Ukiah City Code with a number of changes. The revised introduced Ordinance
is being brought back for Council's adoption.
M/S Rodin/McCowen Adopting Ordinance No. 1080 adding Chapter 14, entitled "Ukiah
Campaign Reform Act" to Division I of the Ukiah City Code.
5:20:05 PM Mayor Ashiku arrived and assumed chairing the meeting.
Public Comment Opened: 5:15:05 PM
Members of the audience that spoke regarding the Ordinance included Jimmy Rickel, Ron
Epstein, and Scott Cratty.
Public Comment Closed: 5:30 PM
A brief discussion followed whereby each Councilmember voiced their opinion of the Ordinance.
Motion carried by the following roll call vote: Councilmembers McCowen, Rodin, and Baldwin.
NOES: Councilmember Crane and Mayor Ashiku. ABSENT: None. ABSTAIN: None.
4. RIGHT TO APPEAL DECISION 5:34 PM
Mayor Ashiku read the Right to Appeal Decision.
5. AUDIENCE COMMENTS ON NON-AGENDA ITEMS 5:35:05 PM
Jimmy Rickel discussed a City Ordinance whereby it is illegal to fly kites in the City Limits.
also discussed digital storytelling which depicts local stories of the history of Ukiah.

Upon an inquiry by City Manager Horsley, a poll of the City Council was taken to determine
whether the Council could meet on June 27th instead of June 28th to review the Community
Services and Police Department's budgets. The Council unanimously agreed to the request.
Adjourned to Closed Session at 5:39:41 PM.
