ROLL CALL AND PLEDGE OF ALLEGIANCE Ukiah City Council met at a Special Meeting on November 1, 2023, having been legally noticed on October 26, 2023. The meeting was held in person and virtually at the following link: https://us06web.zoom_usljl97199426600. Mayor Rodin called the meeting to order at 4:03 p.m. Roll was taken with the following Councilmembers Present: Juan V. Orozco, Susan Sher, Douglas, F. Crane, Josefina Duenas (arriving at 4:06 p.m.), and Mari Rodin. Staff Present: Sage Sangiacomo, City Manager; and Kristine Lawler, City Clerk. MAYOR RODIN PRESIDING. The Pledge of Allegiance was led by Mayor Rodin. 2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No public comment was received. 3. WORKSHOP a. Adoption of Resolution Approving the Building Official's Recommendations Regarding Palace Hotel Property and Exemption Determinations under Ukiah City Code Section 3016(b)(2)and the California Environmental Quality Act. Presenters: David Rapport, City Attorney; Matt Keizer, Chief Building Official. Public Comment: Linda Sanders, Nick Thayer, John (surname inaudible), Susan Knopf, Steven Johnson (attorney for current owner), Dennis Crean, Alan Nicholson, Pinky Kushner, Susan Knopf (speaking for a second time), Alex de Grassi, Pinky Kushner (speaking for a second time). Motion/Second: Crane/Sher to adopt a Resolution (2023-35) approving the Building Official's recommendations regarding Palace Hotel property and exemption determinations under Ukiah City Code Section 3016(b)(2) and the California Environmental Quality Act with a minor revision to#7 of the resolution adding an Exhibit A. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: None. 4. CLOSED SESSION a. Conference with Legal Counsel —Anticipated Litigation (Government Code Section 54956.9(d)(4)) Initiation of litigation (1 case) No Closed Session was held. 5.
