1. ROLL CALL
Ukiah City Council met at a Regular Meeting on November 1, 2023, having been legally noticed on
October 27, 2023. The meeting was held in person and virtually at the following link:
https-//usO6web_zoom.u4197199426600. Mayor Rodin called the meeting to order at 6:02 p.m. Roll
was taken with the following Councilmembers Present: Juan V. Orozco, Susan Sher, Douglas, F.
Crane, Josefina Duefias, and Mari Rodin. Staff Present: Sage Sangiacomo, City Manager; David
Rapport, City Attorney; and Kristine Lawler, City Clerk.
MAYOR RODIN PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Tim Eriksen, Public Works Director/City Engineer.

6. APPROVAL OF MINUTES
a. Approval of the Minutes for the October 17, 2023, Special Meeting.
b. Approval of the Minutes for the October 18, 2023, Special Meeting.
c. Approval of the Minutes for the October 18, 2023, Regular Meeting.
Motion/Second: Crane/Orozco to approve minutes of special meeting of October 17, 2023, and
the special and regular meetings of October 18, 2023; as submitted. Motion carried by the following
roll call votes: AYES: Orozco, Sher, Crane, Duehas, and Rodin. NOES: None. ABSENT: None.
ABSTAIN: None.
7. RIGHT TO APPEAL DECISION
8. CONSENT CALENDAR
a. Consideration of Adoption of Resolution (2023-36) Approving Records Destruction for the
Police Department.
b. Consideration of Nomination and Possible Adoption of a Resolution (2023-37) Appointing
Steven Ratley to the Public Spaces Commission.

c. Approval Notice of Completion for Ghilotti Construction Co. for the Clara Avenue
Reconstruction Project, Specification 20-08, and Direct the City Clerk to File the Notice of
Completion with the County Recorder.
d. Approval of Plans and Specifications for the Urban Core Rehabilitation and Transportation
Project, Specification 23-07, and Direct Staff to Advertise for Bids.
Motion/Second: Crane/Sher to approve Consent Calendar Items 8a-8d, as submitted. Motion
carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES:
None. ABSENT: None, ABSTAIN: None.

a. Status Report of the Emergency Contract with West Coast Fire & Water for Fire
Remediation Work at the Electric Utility Service Center at Hastings.
Presenter: Sage Sangiacomo, City Manager,
Motion/Second: Crane/Rodin to approve the continued work on the emergency contract(2223-177)
with West Coast Fire & Water for Fire Remediation Work at the Electric Utility Service Center at
Hastings. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and
Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
b. Receive Presentation and Approve an Update to the City-approved SB 743 Implementation
Policy to Include Assessments of the Effects of Multimodal Networks;and Possibly Direct
Staff to Draft an Ordinance Implementing the Updated Policy.
Presenters: Craig Schlatter, Community Development Director; and Donald Hubbard, Todd
Tregenza, and Colin Burgett, GHD.
Motion/Second: Crane/Orozco to approve an update to the City's approved SB 743 implementation
policy to include assessments of the effects of multimodal networks; and direct Staff to prepare a
draft ordinance to implement the updated policy. Motion carried by the following roll call votes:
AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
14. NEW BUSINESS
a. Discussion and Possible Action Regarding Cancellations of the Regular City Council
Meetings of December 20, 2023 - Contingent Upon City Business; and January 3, 2024,
with the Option for the Mayor and/or City Manager to Call for a Special Meeting on an
Alternate Date if Time Sensitive Business Arises.

Motion/Second: Crane/Orozco to approve the cancellation of the regular City Council meetings on
December 20, 2023 — contingent upon City business; and January 3, 2024, with the option for the
Mayor and/or City Manager to call for a special meeting on an alternate date if time sensitive
business arises. Motion carried by the following roll call votes:AYES: Orozco, Sher, Crane, Duehas,
and Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
b. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
