1. ROLL CALL
Ukiah City Council met at a Regular Meeting on October 4, 2023, having been legally noticed on
September 28, 2023. The meeting was held in person and virtually at the following link:
https.-IlusO6web.zoom,u&V97199426600. Mayor Rodin called the meeting to order at 6:00 p.m. Roll
was taken with the following Councilmembers Present: Juan V. Orozco, Susan Sher, Douglas, F.
Crane, Josefina Duer as, and Mari Rodin. Staff Present: Sage Sangiacomo, City Manager; David
Rapport, City Attorney; and Kristine Lawler, City Clerk.

The Pledge of Allegiance was led by Kristine Lawler, City Clerk.

a. Proclamation of the Ukiah City Council Recognizing October as National Disability
Employment Awareness Month in the City of Ukiah
Presenter: Councilmember Sher.
Public Comment: Sophia Piceno (not related to agenda item—housing for homeless)
Proclamation was received by Babe Delgado, Ukiah Valley Association for Habilitation.
b. Proclamation of the Ukiah City Council Recognizing October 9, 2023, as Indigenous
Peoples' Day in the City of Ukiah.

c. Council to Receive Presentation on the Ukiah Valley Golf Course 2023/2024 Capital
Improvement Plan.

6. APPROVAL OF MINUTES
a. Approval of the Minutes for the September 20, 2023, Regular Meeting.
b. Approval of the Minutes for the September 29, 2023, Special Meeting.
Motion/Second: Crane/Sher to approve Minutes of September 20, 2023, a regular meeting; and
the Minutes of September 29, 2023, a special meeting, as submitted. Motion carried by the following
roll call votes. AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES: None. ABSENT: None.
ABSTAIN: None.
7. RIGHT TO APPEAL DECISION
Mayor Rodin read the rights to appeal a decision.
8. CONSENT CALENDAR
a. Report of Disbursements for the Month of July 2023 - Finance.
b. Approval of Reclassification of Customer Service Representative Position to Community
Development Technician Illl Position for the Community Development Department — Community
Development.
c. Report of the Ukiah Valley Fire Authority's Ambulance Billing Agreement and Ratification of
Variable Contract (1920-194) Amount- Fire.
d. Approval of Notice of Completion of the Gobbi Street Electric Service Overhead to Underground
Conversion, Specification 22-09, and Approve Final Payment of the 5% Retention to James Day
Construction, DBA Coastal Mountain Electric—Electric Utility.
Motion/Second: Crane/Sher to approve Consent Calendar Items 7a-7d, as submitted. Motion
carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES:

demolition, Jillian Hacker— Homeless Animals.

Mayor Directive to direct Staff to agendize an item regarding a letter in respect to the Post Office
landscaping.

a. Possible Introduction of an Ordinance by Title Only Amending Various Sections of Ukiah
City Code to Update the City's Existing Objective Design and Development Standards for
New Multi-Family Residential Construction; and Approval of the Planning Commission's
Finding that the Ordinance is Categorically Exempt from the California Environmental
Quality Act(CEQA).

City Clerk, Kristine Lawler, read the following title into the record:
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING VARIOUS SECTIONS
OF THE UKIAH CITY CODE THAT WOULD MAKE MINOR MODIFICATIONS TO DIVISION 9,
CHAPTER 2, ARTICLE 5.2, SECTIONS 9055 - 9055.2 (OBJECTIVE DESIGN & DEVELOPMENT
STANDARDS) TO INCORPORATE GENERAL PLAN OBJECTIVES, CLARIFY EXISTING
REGULATIONS, AND ALLOW FOR LIMITED EXCEPTIONS, AS NECESSITATED BY SITE OR
BUILDING CONSTRAINTS
Motion/Second: Orozco/Sher to introduce the ordinance amending various sections of Ukiah City
Code to update the City's existing objective design and development standards for new multi-family
residential construction; and find the ordinance categorically exempt pursuant to Section 15061(b)(3)
of the CEQA Guidelines. Motion carried by the following roll call votes: AYES: Orozco, Sher,
Duenas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: Crane.
13. UNFINISHED BUSINESS
a. Status Report of the Emergency Contract with West Coast Fire & Water for Fire
Remediation Work at the Electric Utility Service Center at Hastings.
Presenter: Sage Sangiacomo, City Manager.
Motion/Second: Crane/Orozco to approve the continued work on the emergency contract (2223-
177) with West Coast Fire & Water for Fire Remediation Work at the Electric Utility Service Center
at Hastings. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas,
and Rodin. NOES: None. ABSENT: None. ABSTAIN. None.
b. Adoption of an Ordinance Amending Chapter 4.1 to Division 5 of the Ukiah City Code to
Establish Organic Waste Disposal Regulation and Enforcement Requirements per Senate
Bill 1383, Short-Lived Climate Pollutants.

Senate Bill 1383, Short-Lived Climate Pollutants. Motion carried by the following roll call votes:

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING CHAPTER 4.1 TO
DIVISION 5 OF THE UKIAH CITY CODE TO APPLY ORGANIC WASTE DISPOSAL REGULATION
AND ENFORCEMENT PROVISIONS TO SELF-HAULERS

c. Direction Regarding Distribution of Opioid Settlement Funds Allocated to the City of
Ukiah.
Presenter: Shannon Riley, Deputy City Manager.
Motion/Second: Crane/Orozco to allocate the entire amount of the opioid settlement funds, without
deduction for administration costs, toward the development and enhancement of substance abuse
treatment facilities within the city limits and authorize the City Manager or designee to negotiate
potential allocations per this policy objective for Council's consideration. Motion carried by the
following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES: None. ABSENT:
None. ABSTAIN: None.
14. NEW BUSINESS
a. Annual Review and Approval of No Changes to the Existing Fee Schedule for the Ukiah
Police Department Presenter:
Presenter: Cedric Crook, Police Chief.
Motion/Second: Crane/Orozco to approve No Changes to the Existing Fee Schedule for the Ukiah
Police Department. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane,
Duenas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
b. Determination of Notification of Intent to Adjust Curbside Collection and Transfer Station
Service Rates
Presenter: Daniel Buffalo, Finance Director.
Motion/Second: Duenas/Crane to confirm the determination of the City Manager of compliance with
the provisions of the agreements between the City of Ukiah and Ukiah Waste Solutions, Inc. (1718-
162) and Solid Waste Systems, Inc. (1516-126) regarding the company's notice of intent to adjust
curbside collection and transfer station rates. Motion carried by the following roll call votes: AYES:
Orozco, Sher, Crane, Duenas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
c. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
