1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Ukiah City Council met at a Special Meeting on September 29, 2023, having been legally noticed on
September 22, 2023. The meeting was held in person and virtually at the following link:
https'//Us06web.zoom-us%/97199426600. Mayor Rodin called the meeting to order at 3:30 p.m. Roll
was taken with the following Councilmembers Present: Juan V. Orozco, Susan Sher, Douglas, F.
Crane, Josefina Due6as, and Mari Rodin. Staff Present: Sage Sangiacomo, City Manager; David
Rapport, City Attorney; and Kristine Lawler, City Clerk.
MAYOR RODIN PRESIDING.
2. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
Public Comment: Maureen Mulheren, 2nd District Supervisor-Walk & Talk event.
3. UNFINISHED BUSINESS
a. Continuation of Public Hearing for an Appeal of Planning Commission Decision to Deny
a Major Site Development Permit for Construction of a Redwood Credit Union Bank
Facility at 101 South Main Street, APN 002-231-001; File No. 22-7977
Presenters: Craig Schlatter, Community Development Director and Michelle Irace, Planning
Manager.
Staff Comment: Matt Keizer, Chief Building Official.
Applicant Presentation: Doug Hilberman, Axia Architects President and Tony Hildesheim,
Redwood Credit Union Executive Vice President/Chief Operating Office.

Motion/Second: Crane/Rodin to find the Project consistent with the intent of Mitigation Measure
CUL-2 related to Demolition Permit No. 21-6155; and to overturn the Planning Commission denial
of the Project, approving the Major Site Development Permit, as revised in the 7th design iteration,
allowing issuance of the Demolition Permit, based on the Findings included in Attachment 2 and the
Conditions of Approval included in Attachment 5 (attached to minutes) as amended for the 11 feet
for the sidewalks [on Perkins Street]. Motion carried by the following roll call votes: AYES: Crane,
Duehas, and Rodin. NOES: Orozco and Sher, None. ABSENT: None. ABSTAIN: None.
4. CLOSED SESSION
a. Conference with Legal Counsel-- Existing Litigation
(Government Code Section 54956.9(d)(1)
