Summary: Council members will review the applications received, hold a discussion and question the
applicants if necessary, and possibly nominate and appoint one of the applicants to fill the unexpired term of
former Councilmember Maureen Mulheren.
Background: In December, 2020, Maureen Mulheren submitted her resignation on the City Council in order to
take her new position on the Mendocino County Board of Supervisors, effective January 4, 2021. On
December 16, 2021, the remaining Councilmembers directed the City Clerk’s office to notice the vacancy and
accept applications to be reviewed at a special council meeting on January 28, 2021.
The Clerk’s office received eight applications from Mari Rodin, Joel Veikko Soinila, Stephen G. Scalmanini,
Jason Howard, Michelle Johnson, Jeff Trouette, Susan Sher, and Cameron Ramos (Attachments 1, 2, 3, 4, 5,
6, 7 , and 8 respectively).
Discussion: A special city council meeting will be held virtually on January 28, 2021, at 6:00 p.m. for the
Council to review the applications and interview the candidates.
The Mayor will provide each candidate the opportunity to make a three minute opening statement. At the

conclusion of all the statements, Council can hold a discussion, which may include specific follow up questions
directed to any of the candidates. Subsequent to the discussion a nomination can be made and seconded, to
which the Council can hold a vote for appointment.
The successfully appointed candidate will be administered an Oath of Office and take seat at the beginning of
the February 3, 2021, City Council meeting. The newly appointed Councilmember will fill the unexpired term of
former Councilmember Mulheren, with the term expiring with the General Municipal election in 2022.
Recommended Action: Review the applications received, hold a discussion and question applicants if
necessary, nominate and appoint one of the applicants to fill the unexpired term of former Councilmember
Maureen Mulheren.

Kristine & City Council members,
I am applying for the Ukiah City Council position left vacant due to Mo Mulheren winning a seat on the
Mendocino County Board Of Supervisors. I have lived and worked in Ukiah since 1992. I moved here for a
job at a local radio station, 103.3 KUKI. I am currently the Program Director for 94.5 K-WiNE and 93.5
MAX radio stations. Through my near three decades in local Mendocino County radio, I have had the
pleasure of meeting many residents and business owners. I’ve listened to many different opinions about life in
Ukiah, covering topics of recreation, quality of life, education, economics, housing, local government and
more.
My wife, Judy, and I also own a local business, SHAG Salon & Beauty Supply at 633 South Main Street in
Ukiah. There we have had the pleasure of meeting many of our fellow Ukiah residents. We have sponsored
local community events and fundraisers of all kinds while attempting to make a living.
During my years in local radio, I have been a part of local fundraisers and events supporting a variety of local
non-profits. I created, organized and ran a Warm Winter Coat Drive, in conjunction with the local McDonald’s
restaurants, for several years during the 1990s. We gathered near one thousand coats each winter, all of which
were distributed to local families, homeless, and anyone in need. I’ve worked with the local CHP to bring
awareness to the dangers of drinking and driving. Through both, the radio stations I have worked for, as well
as my wife’s business, I have organized promotional events raising money, and other donations, for several
local organizations.
I have also spent several years selling advertising, and putting together marketing campaigns for local
businesses. This has given me the opportunity to hear what other business owners are feeling, in regard to
doing business in Ukiah.
It is all these years of interactions with a broad swath of local residents and business owners that, I believe,
gives me a unique perspective of our community. Too often, people only see what is in front of them; what
directly affects them and their families. I’ve had the privilege of seeing beyond my own backyard, so to speak.
I also pride myself on being open minded, always willing to have that uncomfortable conversation that many
will not. I want to hear different opinions. I want to be challenged. This is how we grow and become better
people. This mindset and the previously mentioned experiences I have had living in Ukiah, make me an ideal
candidate for a seat on the Ukiah City Council.

community daily, hearing opinions, meeting and seeing the diversity amongst us, and generally
getting to know residents. I believe this has given me at least some insight as to what the

addressing it.
The City Council is, to some extent, the legislative body of the city, setting policy, overseeing
budgets and the city's administrative officers. It is the City Councils job to look out for the best
interests of the city as a whole, and its residents. The individual council members contribute
their unique and individual experience and perspective to the overall council, helping make
decisions and set policy that represents the diversity of the community members.
The homeless situation: we need to evaluate the services being provided to see where
changes are needed. We need to more closely regulate who has access to these services as
well. We also need more affordable housing for low and middle income individuals and
families.
Economic growth: many small businesses are struggling due to the pandemic. We need to look
at ways to ease the financial burdens on small businesses.
Disaster/Fire preparedness: with fires devastating communities/forests in recent years, we
need to take extra steps to be prepared, including pushing residents co clean up properties
littered with junk that is a fire hazard, as well as an obstacle to combat a fire, if one occurs. We
also need a community wide evacuation plan, just in case the unthinkable happens.
The streets of Ukiah are crumbling and in horrible shape. We need to look at the budget and
monies available to repair our roads. Where are the tax dollars from measures Y being spent,
and can they be better managed to achieve the goal they were meant for.

Each council member brings their unique experience and perspective to the table, and I
believe my experience as a voice of the community for the last 29 years, brings a valuable
perspective, that has been influenced by decades of interaction and communication with a
broad range of the population. As far as strengths, I am a very open minded, yet direct,
no-nonsense moderate looking to bring more balance to the council.
This country was founded on the premise of being governed by the people, for the people. "For
the people" is key. As a public servant, I believe it is absolutely imperative to not let personal
philosophy dictate public policy. I will always speak my mind, and share my opinion, but
ultimately, all decisions must be made with the City and its residents, all of its residents, in
mind. I'm not interested in vanity projects, or trying to force my will on anyone.Forme,itis
about representing other like minded citizens, but always doing what is right for the greater
good of the whole community.
I think the largest detriment to Public Safety in Ukiah is the homeless situation and the related
drug and crime problems that go along with it (ie.: needles left on the ground, overdoses, theft,
etc.). I know this an ongoing issue that has been addressed in a variety of ways; yet the
problem is just getting worse.
I think the City is in a good place, for the most part, other than our roadways.

Supporting small businesses is the key. I am aware that there are already programs in place to
support small business and promote shopping local, but I think we need to dig deeper, so to
speak, and find new ways to really connect with the younger Ukiah residents and get them
focused on supporting local business.
This is one of my favorite aspects of living in Ukiah. Quality of life is good here, however, we
really need more affordable housing. And not just low income, but for middle class families as
well. Anything close to affordable, is usually dumpy; and anything nice, costs a fortune. There
does not seem to be a happy medium here.
We need to cut the fluff, tighten our belts and make sure every dollar is accounted for and well
spent.
Nurturing small businesses, adopting green technology, and well structured growth are the
keys.

My name is Michelle Johnson, and I have been an active community member within the City of Ukiah for
over 13 years. I have had the opportunity to engage with the community from the perspective of a mother,
coach, volunteer, board/committee member, student, spin instructor, waitress, tasting room manager,
event hostess, and, most recently, a public servant. I educated myself as a single mom of five active
children while working three jobs on a mission to obtain the knowledge I needed to leave this planet
better than I found it and demonstrate to my children I could do it.
I ultimately graduated with a double major in Economics and Land Use Planning and have had the
opportunity to use my education as a Land Use Planner for the City of Ukiah, City of Novato, and the City
of Willits. I left my career in the wine industry because I felt a void that I was not doing my part to make
our world a better place to live for my children. I became an Urban Planner because it was a tool I could
use to create the change needed to build better, sustainable communities. It didn't take long before
realizing the power behind the change didn't come from city staff. It came from the direction of our
elected officials.
That is why I am running for City Council, so as a member, I can have the privilege of working on behalf of
my community to listen, collaborate, problem-solve, communicate and deliver the change needed to
enhance the quality of life for all of the community and leave the community better than when I started.

1) Mari has proven her commitment over and over to our local community through the vast variety of volunteer
work and her participation on critical boards and committees that serve all residents of Ukiah and our
County. She is thorough, fair, intelligent, well-informed, reasoned and always prepared to address the issues at
hand. Unlike many of the other candidates who have applied for this position, she is unbiased and committed to
addressing the needs of everyone in our community and does not bring a political agenda to the council.
2) When Mari was on the City Council, I was an advocate for low income families from 2001-2011 and
worked closely with the city planning department, city manager and the city council primarily on issues related
to homelessness and affordable housing, advocating for policies in the General Plan, Ukiah's Housing Element
and the eventual adoption of the city's Mobile Home Rent Stabilization ordinance. In my multiple
presentations to the city council during those years, I found Mari to be reasoned and concerned about these
issues while also focused on making sure that she had all the information before making a formal decision as a
city council member. In my estimation, the City of Ukiah has demonstrated over the past 20 years that it is
dedicated to protecting low income residents and improving the availability and quality of housing that is
affordable to low income people. I know that Mari also holds this as a core value and also recognizes that
housing is needed for all income levels as demonstrated in her voting record on these important issues.
3) I believe it is important to have diversity and balance on the city council and the appointment of another
woman to the council will help maintain that balance. By selecting Mari to fill the vacant seat on the City
Council, there will be no need for "catch up" or extra time to educate her on the important and currently dire
issues facing the council. She is smart, accessible and committed to being fair and reasoned in her decision-
making. Out of all the potential candidates before you, Mari is the only one with a proven track record of being
able to work well and efficiently with the city and other council members. She is a community builder and
would be a valuable asset to the City Council and our community.

One end of the political spectrum is well represented with council members Crane and Brown. I

Steve is always congenial and helpful. He is surprisingly willing to entertain any

Mostly, he has the knowledge to "hit the ground running". In the time of Covid,
we need all the support we can get to maximize the orderly distribution of vaccines, which is still pretty much a
word-of-mouth and race there as fast as possible scenario. Call a doctor, they don't know. Often the Hospital
doesn't know. Perhaps, City Council could coordinate with Public Health and others
to help keep us informed. I believe Steve would be excellent at that.

I was disappointed that Steve Scalmanini was not re‐elected to the Council.
I value his knowledgeable approach, even when I disagree on particulars.
He is aware of so much going on in our City and knows who to contact.
I always consider him first when I have questions. I also value his calm demeanor and willingness to take unpopular
positions or ask difficult questions.
The discussion of various views is essential; I’m not looking for a rubber‐stamp.
One memorable problem he helped solve was a few years back when the City sponsored a Halloween event for adults.
Their haunted house included a partially dismembered female mannequin with splattered blood.
After viewing a picture on the front page of the UDJ, I called Steve.
He directed me to the staff person responsible, and we had a pleasant conversation, face‐to‐face. In addition, Steve
called the Executive Director of Project Sanctuary, who called the staff member. It was her phone call that canceled that
particular exhibit—not the event, just the most offensive portion.
I would also support Mari Rodin, although I don’t know her as well.

resident of the City of Ukiah for over 50 years and I pay close attention to the work of the Council and the Planning

absolutely the best candidate.

I highly recommend that Steve Scalmanini be appointed to fill the vacant seat on the Ukiah City Council. I
have known Steve since 2003 when I moved to Ukiah from Humboldt County. Soon after moving here I
joined him in working to ban GMO's from our County. It was while working with him that I discovered what a
tireless and dedicated worker he was for the causes in which he believes. I also served with him on Alliance
for Democracy and again was impressed by how dedicated and very involved he was. Steve's interests and
undertakings are very diverse and comprehensive. He helps with creek cleanups and is not adverse to getting
his hands dirty or rolling up his sleeves to do whatever is needed or necessary.
Steve has so much experience and energy to give to the City Council that I cannot think of anyone more
qualified and deserving to fulfill this vacated position. The obvious is that since he has recently been a member
of the Council he would need absolutely no catching up to do.
Steve is one of the most sincere, intelligent, compassionate and dedicated people I have met in my 77 years on
this planet. I especially liked that on his application Steve stated that there was nothing in his personal
philosophies that would conflict with the best interests of the City of Ukiah. I have found this to be true about
Steve.
In addition, I highly recommend Mari Rodin and Cameron Ramos be appointed to the Ukiah Planning

Reducing the barriers to equitable access to information, services, and leadership positions for all Ukiah
residents, regardless of identity or language preference, is one of the issues closest to my heart. I admire how
Mari has taken action to improve language justice at the city and county level. One example: at the beginning
of the Pandemic, when critical health information was not yet available in an equitable and timely manner to
Ukiahans who speak Spanish as their first language, Mari worked with the local Spanish Language newspaper
Al Punto to record conversational videos explaining the public health orders in easy‐to‐understand terms. She
stands out among the candidates for her ability to work with people from a wide variety of backgrounds,
identities, and belief systems to come to a common place of agreement and understanding in order to
improve quality of life for all.
Mari's compassionate understanding of homelessness as a humanitarian crisis, and experience working closely
with the Continuum of Care, make her a trusted advocate to address this issue that so many in our community
identify as their top concern.
I trust Mari to consider the climate in the decisions she would make as a city council member, thanks to her
track record of upholding environmental values through her actions. Her careful consideration of land use,

Mari is really something. First off, she is an exceptionally good person. She believes in teamwork. She can

itself is a real skill.
But there’s lots more to Mari. Having already served on the City Council, she knows the city administrative and
fiscal systems. She knows how the various departments are organized, how they relate to each other and to
outside community programs. As a past Mayor, Mari is familiar with procedural and legal expectations for
operating a city council. She understands the role a city council plays in providing direction to city government

understanding of the commitment, dedication, professionalism and complexities that come with being a

As the Fire Chief/Fire Marshall for the City of Willits I work directly with Michelle within the
Community Development Department on a consistent basis. She is extremely professional and has a
strong understanding of local and state process, and statutory requirements. Although these qualities are
hard to find and are extremely beneficial to a municipality it is her other qualities that make her attractive
as a city council member. Michelle knows how to listen, work as a team, understands economic

Steve’s energy is boundless, he is thorough, he is technical, he is compassionate,

with city-wide cleanups, with creek cleanups. In fair or foul weather, volunteers
can count on Steve to do the heavy lifting. He is a vital cog in the wheels of Ukiah.
The City of Ukiah is facing some difficult issues. For instance, the homeless
situation mentioned above and the airport and its future. Steve is uniquely qualified
to work with the other council members in figuring out the airport’s problems. The
runways need expanding in a time when there is commercial pressure not to
expand the runways. Something has to give. The problem requires experience as an
elected official in Ukiah as well as technical knowhow to develop with other
engineering council members an equitable solution for the community.

Hi!
My name is Catherine Anello. I am writing in support of Michelle Johnson's appointment to the Ukiah City Council
position that recently came open.
I am a small business owner of an Accounting and Tax firm here in Ukiah, and have been a resident for over 30 years. I
was a neighbor of Michelle for several years and was always in awe of her parenting skills, her innate ability to juggle
work she is passionate about, and raise 5 outstanding children at the same time.
I also worked with her professionally at the Ukiah Athletic Club where her ability to motivate and help people has always
kept her students coming back for more.
I am writing in support of Michelle Johnson for City Council because I know she is tenacious and passionate about the
work she does. She has been an active volunteer in the community for many years and she brings great insight with her
years of experience to our local government.
I am very vocal in this community, and, pre‐ COVID times, I attended many City Council meetings with concerns about
many subjects, most recently the downtown streetscape project. I welcome the fresh, open minded, skills and
knowledge that I believe Michelle would bring to this position.
I am confident she is the right person for this job!
