CITY OF UKIAH
RECOGNIZING FEBRUARY AS TEEN DATING VIOLENCE
AWARENESS AND PREVENTION MONTH
WHEREAS, teen dating violence, also known as dating abuse, is a serious and growing problem
throughout California, with an estimated 1 in 12 high school students is physically hurt by a dating partner
each year; and
WHEREAS, according to the Center for Disease Control and Prevention, strategies to promote healthy
teen relationships matter; and
WHEREAS, the following statistics are reported by the American Psychological Association and the
Center for Disease Control and Prevention:
1 in 3 adolescents report verbal, emotional, physical, or sexual dating abuse each year.
1 in 11 female teens and 1 in 15 male teens reported experiencing physical violence in the last year.
1 in 9 female teens and 1 in 36 male teens reported experiencing sexual dating violence in the last
year.
43% of LGBTQ+ identifying teens reported experiencing physical dating violence, compared to 29%
of heterosexual youth.
50% of Transgender youth reported experiencing sexual violence at some point in their lives.
1 in 3 teens, ages 14 to 20 have experienced dating abuse and about the same number say they have
committed dating abuse themselves; and
WHEREAS, teen dating violence has been linked to other forms of violence and aggression against peers,
including bullying, sexual harassment, sexual violence, and physical violence. Survivors of teen dating
violence have increased risk for truancy, dropout, teen pregnancy, suicide, having eating disorders, and
engaging in other harmful behaviors such as use of alcohol, tobacco, and other drugs; and
WHEREAS, youth who are survivors in high school are at higher risk for victimization during college, and
adolescent perpetrators of dating violence are more likely to abuse their intimate partners as adults; and
WHEREAS, teen dating violence intervention and prevention programs can help to ensure a positive
school climate and safe learning environment for all youth ages 12 to 24. Project Sanctuary’s prevention
programs work to address warning signs of teen dating violence among youth before behaviors escalate,
and protect the safety of targeted youth.
THEREFORE, BE IT RESOLVED that we, the Ukiah City Council, join Project Sanctuary in the belief
that all community members must be part of the solution to prevent adolescent violence by empowering
youth to develop healthy and violence-free relationships throughout their lives. Along with the United
States Government and State of California, We do hereby proclaim February as
Teen Dating Violence Awareness and Prevention Month

Summary: The Council will receive a presentation from Katrina Kessen, the Executive Director of the Greater
Ukiah Business and Tourism Alliance.
Background: The Greater Ukiah Business and Tourism Alliance(GUBTA) represents the merger between the
Chamber of Commerce, Ukiah Main Street Program, and Visit Ukiah. GUBTA plays an important role as a
liaison to the business community, while also promoting the region to visitors and engaging in activities that
support the preservation of the historic downtown. The City of Ukiah directly collaborates with GUBTA in the
following ways:
• Community Champion Member of the Chamber of Commerce
• City of Ukiah collects Business Improvement District fees (through the business license process),
which are passed through to GUBTA for the administration of the Ukiah Main Street Program
• City of Ukiah collects Transient Occupancy Tax from local lodging establishments, which is passed
through to GUBTA for the administration of the Visit Ukiah program in accordance with a performance
agreement between the organizations
• City of Ukiah is represented on the Executive Board by an appointed City Councilmember and a Staff
Liaison
Additionally, the City of Ukiah and GUBTA partner for numerous community events, including Ukiah On Ice,
Sundays in the Park, and Ukiah Country Pumpkinfest.
Discussion: Executive Director Katrina Kessen will provide a brief presentation regarding the activities and
events of the Greater Ukiah Business and Tourism Alliance. Attachment 1 is GUBTA's Annual Report;
Attachment 2 is the conceptual design for the California Welcome Center, as the Visitor Center and the Ukiah
Valley Conference Center has recently been designated an official California Welcome Center.

Summary
This report reflects our scope of work and deliverables from the fiscal year 2021/2022. We have also included
major projects which are slated for completion in late Spring and early Summer of 2023. These exciting
endeavors are going to enhance our program and our community. We look forward to a bright future and horizon
as we move forward beyond COVID and the pandemic.
Visit Ukiah is the destination marketing program for Ukiah and is the visitor facing pillar of The Greater Ukiah Business
and Tourism Alliance. It staffs and operates the Ukiah Visitor Center, markets in various media outlets, and handles other
tourism related projects such as trade shows.
Visit Ukiah stewards the brand of the Ukiah Valley and represents the communities within a 30-mile radius. It does these
through the following methods:
• Telling the stories of Ukiah and the surrounding communities via targeted marketing content and activities.
• Serving as a convener and subject matter “expert” for tourism conversations impacting the destination
• Representing the tourism industry as an impactful and measurable economic driver
• Advancing strategic partnerships that extend the reach and influence of the Visit Ukiah brand
Strategic goals, campaigns, and activities are delivered with the objective to shape, enhance, and improve our community
for residents and visitors.
Since 2011, Transient Occupancy Tax (TOT) revenue has tripled, earning over $1.5 million for the City’s General Fund
and nearly $200,000 per year for the Grace Hudson Museum and the Visit Ukiah program. The 2022 TOT report is
attached for your reference.
Lodging and tourism promotion are vital to Mendocino County’s economy because of the positive impacts of visitor
spending on community, businesses, and employees. Though TOT revenue is tracked through the lodging establishments
within the city limits only, tourism produces an expansive multiplier effect within the community, restaurants, gas stations,
retail shops, business services and more benefit from increased tourism.
According to the most recent reporting from Mendocino County Tourism Commission: “In 2018, the most recent year for
which complete baseline information is available, total direct travel spending in the county increased 9.15% to $482.2
million. Tourism remains a notable employer within the county with the industry supporting 6,900 jobs and generating
earnings of more than $214 million.” These pre-pandemic numbers reflect a potential positive projection.
Ukiah remains poised to be a choice destination as people seek driving adventures close to home. The strength of
Ukiah’s tourism base is its diversity. The weekday traffic is largely composed of business travel which is nearly as heavy
as the weekend leisure travel. This is largely because Ukiah is an ideal hub for businesses that have Bay Area,
Sacramento area, coastal and north county presences; the Conference center is the epicenter for these gatherings and a
critical asset for Ukiah. At the same time, leisure tourism has expanded rapidly, as has Ukiah’s reputation as a wedding
destination.
As the county seat and holder of vast resources, Ukiah must remain top of mind f or both the leisure and work-related
traveler. “Bleisure” is a hybrid term for business travel that extends into leisure time. This segment is an excellent
demographic for Ukiah. Our current market strategy has included this visitor target.

To remain up-to-date and part of vital conversations, the current Executive Director has joined the board for the North
Coast Tourism Council and engages regularly with state level representation. The current Executive Director is a member
of the Visit Mendocino Festival and Marketing Committee and is on the Board of Directors.

Events and Festivals
Research shows that when researching destinations, events are a strong component in the decision-making process.
Visit Ukiah promotes these through outreach that includes an active online events calendar, a bi-weekly event listing that
is sent to residents and potential visitors in our email database, and social media campaigns.
As part of the Greater Ukiah Business and Tourism Alliance, there are many opportunities to be involved in community
events and larger festivals which aid in increasing brand awareness.
Sunday’s in the Park
Although this is not a direct initiative of Visit Ukiah, it is an event that provides added experiences for the visito r making
the destination more attractive.
Pumpkinfest
While this festival is primarily a local favorite, the ability to share the stories from the event adds to the Ukiah destination
brand.
Sugar Bear Came to Town
We were honored to be one of the stops for the US Capitol Christmas Tree in October 2021. As a community barely
emerging from the pandemic, this was an event that could be attended by everyone. Ukiah gained national recognition
along with Bay Area and Sacramento news coverage for hosting “Sugar Bear”. It was a multi-cultural day which also
featured educational components. It gave our town a chance to shine on a national stage. We had over 1k people in
attendance throughout the event.

Hometown Holidays
A holiday season planning committee including Visit Ukiah and the City of Ukiah, created a brand in 2021, Hometown
Holidays (pictured above) that will carry through all marketing efforts and campaigns. This branding can be utilized by
multiple organizations and fosters unified cross promotion. It was launched for the 2021 Hometown Holidays marketing
and outreach. Additionally, through effective partnerships with the City of Ukiah, Pear Tree Center, and other
organizations, a calendar of events is available for visitors and residents that lists the season’s event highlights. This
calendar of events was also placed in the City of Ukiah mailings where appropriate.
This branding in conjunction with the shop local program “Love Local Mendo”, was also utilized by the Ukiah Main Street
Program and Ukiah Chamber of Commerce (both divisions of GUBTA) to increase marketing and awareness to “shop
local” for the holiday season. As a result, over 1,900 new contacts were gained through a give away of the “Love Local
Mendo egift card”.
For the 2022 Hometown Holidays, GUBTA and Visit Ukiah worked together with the City of Ukiah to expand the activities,
holiday decorations, and increase traffic to Ukiah for visitation and enjoyment. This year, our Let it Glow Light Contest
was featured in an article, “These 7 Small Towns In Northern California Honor Christmas In The Most Magical Way”.

Deliverables per 2021-2022 Contract – Project Summary
Per the 2021-2022 Visit Ukiah Workplan, the primary focus and goals centered on leveraging growth of Transient
Occupancy Tax (TOT) revenue by strengthening strategic partnerships and updating assets. Following are updates
regarding the deliverables contained in the 2020-2021 Performance Agreement and Work Plan.
Operate a Visitor Center at Ukiah Valley Conference to the extent that is allowed/prudent
according to COVID-19 Guidelines.
The Visitor Center has resumed regular hours of operation with both paid and volunteer staff and keeps all materials
updated/stocked.
Volunteers and paid staff developed a local restaurant list that is available.
In November 2022, Visit Ukiah and GUBTA applied to an RFP
from the State of California to receive a designation as a
California Welcome Center. This included a full proposal
(attached for your reference) and a site visit. In December, we
were granted the “provisional designation”. This will remain in
place for one year, which is standard procedure. After this
time, we will be given a contract which is renewable every 5
years.
Designation as an official California Welcome Center will bring
Ukiah marketing, visitor traffic, and opportunities that we would
not be able to otherwise access. It is a huge step in the next phases of branding and marketing our beautiful Ukiah area.
It will be an excellent and direct partnership with Visit California and we look forward to collaboration!
The timeline is in motion for a ribbon cutting and Grand Opening celebration in late June, 2023. The five year contract is
scheduled to be signed and executed at the beginning of the new fiscal year in July, 2023.
Research shows that a CA Welcome Center will increase traff ic to that particular area up to four times prior to opening.
This will be essential as our Downtown goes through the transition of the courthouse location. The Welcome Center
initiative is part of not only Visit Ukiah’s scope of work, but serves a vital function in the other divisions of GUBTA which
are the Chamber of Commerce and Main Street Program.
Renderings and a first round mock up that were created by our architects, Ren/Alexender are attached for your review.
These reflect the cosmetic improvem ents to the current Visitor Center that will incorporate our additional branding of
California Welcome Center, Ukiah.
Complete the development of and launch branding refresh and updated website.
Website
The new website for www.visitukiah.com has been launched.
The original contract with the marketing firm Augustine that began in 2019 was terminated in January 2022. To reflect an
authentic voice for the website, a local marketing agency was hired in January 2022 to begin the next phase of website

Brand Assets and Launch
Per contract, we have successfully launched the new brand for Visit Ukia h at the 2022 Travel and Adventure Show in
Santa Clara. New assets include: visitor guide brochure; signage and booth pop-up collateral; branded give away items.
We have also creatively partnered with other organizations such as the City of Ukiah to expand our branding to
appropriate activities such as the Tails on the Trail event in May 2022.

Marketing/Advertising for opening of tourism and optics regarding public perception and
receptivity.
In collaboration with countywide partners, The Greater Ukiah Business and Tourism Alliance, including the Visit Ukiah
program, created “Mask Up Mendo” a mask awareness and safety campaign. In conjunction with Mask Up Mendo, Visit
Ukiah worked with Visit Mendocino to create the tourism focused program, “Safe Mendocino”. These programs were
promoted through partners and stakeholders to create public confidence both for residents and tourists. Recognition of
this program was given by Visit California.
Gift bags have been available through the Visitor Center that include educational materials and safety supplies. These
have been shared with residents and visitors. Over 1,000 were given out at the Visitor Center and related events.
Implemented marketing strategy with a focus on outdoors activities and rural locations utilizing the trend for road trips and
family friendly travel.

Visit Ukiah participated in a video “Welcome Back” in partnership with Visit Mendocino as a marketing message for
distribution through Visit California. This video is COVID-19 inspired to remain connected to potential visitors and provide
a continuity of brand awareness.
Through its position on the North Coast Tourism Council Board of Directors, the Executive Director has participated in the
rebranding of the regional organization. This is helpful in brand awareness regionally with pivot points towards travel with
Ukiah as a destination. (https://northofordinaryca.com/)
Visit Ukiah has engaged a local creative marketing team to create a series of videos that will showcase the area and
highlight points of interest, businesses, and attractions.
Another travel trend in our target demographics is towards wellness and health activities. In collaboration with the City of
Ukiah, the Blue Zones, Adventist Health and other organizations, we have begun the project to restore the Ukiah Walks
program. This program consists of 4 walkable trails and routes with markers which originate at the Alex Thomas Plaza in
downtown Ukiah. It features walk s throughout historic neighborhoods, landmark trees with information plaques, and other
routes that provide natural beauty. This asset can be enjoyed by the community and our visitors for years to come.
Tentative installation: Spring 2023
Implement a comprehensive marketing plan that includes print and digital advertisements.
A diverse marketing strategy was implemented that included the following placements:
• Sunset Magazine
• Visit California Travel Guide and Road Trips Editions
• SF Chronicle/SF Gate Travel Section
• Visit Ukiah Social Media Ads
• Partnership with Visit Mendocino – video and television placements
Marketing Highlights:
• Social Media campaign paid and organic resulted in over 1 million impressions/reach.
• Received over 2k leads from ads which resulted in follow up with information.
• Received over 1k new leads from Santa Clara Travel and Adventure Show 2022.
• Generated over 3.2 million campaign impressions from print advertising/marketing.
These placements generate “leads” which convert into email recipients, and some will additional information from readers
who saw the ads. These leads are forwarded to Visit Ukiah and a response is given by a digital link to our Visitor’s Guide
or a packet with a Visit Ukiah brochure, Grace Hudson information, and Historic Walking Maps of downtown.
Visit California invested millions into a “California Road Trips” campaign. To leverage our advertising and t he momentum
of Visit California, we created our own “road trips” content. These “reels” are intended to be short and somewhat abstract.
For example, the “I Watch the Moon” video garnered over 30k views in two days.
Continue to expand social media outreach.
Improving upon last year’s social media presence with Facebook serving as the primary platform, a robust social media
strategy was implemented to include both Instagram and Facebook. As a result of this strategy, engagement has
increased significantly. Attached are the reports that reflect the beginning of the campaign in October 2021 through the
end of the fiscal year in June 2022.

Conclusion
Over the last fiscal year of 2021/2022, GUBTA and Visit Ukiah have worked diligently in our community to be good
partners and steward of our destination. We look forward to the remainder of this fiscal year with hope, excitement, and
an outlook of positive growth. This continued upward trend is reflected in the current TOT data. That data which we
received from the City of Ukiah is attached for your review. Thank you for the opportunity to work together towards the
goal of making our community an excellent place to live, work, and play.

Summary: The City Council will consider adopting a resolution appointing William Hawkes and Tom Liden to
the Design Review Board
Background: The Design Review Board reviews proposed site development permit applications, planned
development applications, and precise development plans. They work with Staff and the applicants to ensure
design consistency with the Ukiah General Plan, Zoning Code, and Design Review Guidelines. They make
recommendations concerning architecture, site design layout, landscaping, parking, signage, exterior lighting,
and other aspects of urban design to City Staff, Zoning Administrator, Planning Commission, and City Council
as appropriate.
Pursuant to City Code Section 1161(Attachment 1) and Resolution 2021-52 (Attachment 2), members of the
Design Review Board are appointed by a majority of the City Council, to serve at the will of the Council for up
to a term of four years. There are three vacancies on the Design Review Board, which have been noticed
since December 14, 2022, online, in the glass case in front of Civic Hall, in the Public View Binder, and at the
County Library.
Discussion: The City Clerk’s office has received two applications from incumbents William Hawkes and Tom
Liden (Attachment 3), who meet the required qualifications, with no other applications having been received.
Staff’s recommendation is to adopt the resolution (Attachment 4) appointing William Hawkes and Tom Liden to
the Design Review Board, with a term ending February 15, 2027. If Council feels a discussion is warranted per
Resolution 2021-52, this item may be pulled from the Consent Calendar.
Recommended Action: Adopt resolution appointing William Hawkes and Tom Liden to the ‘City
Resident/Property or Business Owner’ positions on the Design Review Board, term ending February 15,
2027.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING A POLICY FOR
THE IN-MEETING PROCESS FOR NOMINATING AND APPOINTING NEW MEMBERS (WHEN MORE
THAN ONE CANDIDATE) TO THE CITY COUNCIL (FOR MID-TERM VACANCIES THAT COUNCIL
OPTS TO APPOINT), PLANNING COMMISSION, AND DESIGN REVIEW BOARD.
WHEREAS, the City Council and Staff have determined that it would be helpful to have written
clarification for the in-meeting process of nominating and appointing new members (when more than one
candidate) to the City Council (for mid-term vacancies that Council opts to appoint), Planning
Commission, and Design Review Board.
NOW, THEREFORE BE IT RESOLVED that the Council of the City of Ukiah adopts the following method
for the in-meeting process of nominating and appointing new members (when more than one candidate)
to the City Council (for mid-term vacancies that Council opts to appoint), Planning Commission, and
Design Review Board:
Applicant Statements:
1. Each applicant will fill out an application/questionnaire that will be published with the agenda, and
which the councilmembers can review ahead of the meeting.
2.At the meeting, the candidates will give a three-minute statement of why they want to serve in the
position.
3.Council can ask questions for specific candidates.
4.Public comment followed by additional Council questions if any.
Discussion:
5. Councilmembers will discuss the pros, cons, and preferences of the various candidates (nominations
are not accepted).
Ranking:
6. Councilmembers will fill out a ranking form (Exhibit A to the Resolution – Attachment 1). The forms
will be submitted to the clerk, and a short recess will be held while the clerk calculates the results
using the Ranking Form Calculator Sheet (Exhibit B to the Resolution - Attachment 1 – provides
details of how the ranking is calculated). Following the recess, the clerk will present the results of the
ranking forms. If there is a tie resulting in three or more candidates with top ranks*, the process will
be repeated with the top-ranking candidates until there are only two top-ranking candidates.
The lowest score equals the top rank.
7. With the top two candidates, a final run-off vote will be completed with a blind vote using ballots that
will be distributed and returned to the Clerk, where each Councilmember may vote for one
candidate. The Clerk will tabulate and announce the results. The successful candidate is the one
receiving the most votes.
If there is more than one seat being filled, then the process starts over from Step #6, with the
remaining candidates.

8. Once a successful candidate (or candidates, if there is more than one) has been selected, the Mayor
may call for a motion, second, and roll call vote to adopt the resolution making the appointment(s).

Summary: Council will be notified of Change Order #1 work in the amount of $185,898.65, to Ghilotti
Construction Company for construction services related to the Dora Street Utility Improvement Project.
Background: The City Council awarded the construction contract in April 2022 to Ghilotti Construction in the
amount of $4,376,766.45. Actual time and materials for the project through December has brought the allowed
construction cost to $4,896,213.65. Additional funds are required to complete the project’s additional striping
and address drainage concerns at various locations throughout the project.
Discussion: During the reconstruction of Dora Street from Mill Street north to Grove Avenue, city staff
identified the need to alter and improve multiple drainage issues, which included new concrete drain inlets,
curb and gutter and selected driveways. In addition to this work, staff chose to extend the limits of the paving
project to include Grove Avenue from Dora Street east to Bush Street, as well as paving Bush Street from
Grove Avenue south to Walnut Avenue and finally paving Walnut Avenue from Dora Street east to Bush
Street. This extra work included extension of striping and pedestrian safety and ADA improvements.
Through meetings with the City’s Complete Streets ad-hoc, an opportunity to enhance the bicycle lanes and
narrow the lane widths was discussed and acted upon. This decision to include additional striping is part of
this change order.
The contract total with Change Order 1 (Attachment 1) for an estimated $185,898.65 , in addition to already
billed actual time and material invoices totaling $62,213.10 will bring the contract total to $5,109,540.70. There
are currently enough funds budgeted for the project that an amendment is not needed.
Recommended Action: Approve Change Order #1 to Ghilotti Construction Company in the amount of
$185,898.65 for Additional Drain Inlets, Curb and Gutter Work and Striping for Pedestrian Crossings and Bike
Lanes for the Dora Street Utility Improvement Project.

Summary: Council will consider approving a contract amendment with Larry Walker and Associates for the
additional technical permitting assistance related to the City’s National Pollutant Discharge Elimination
System (NPDES) and Recycled Water Permits.
Background: The City, with the assistance of Larry Walker and Associates (LWA) filed for an application for
the renewal of it's National Pollutant Discharge Elimination System (NPDES) Permite for the Wastewater
Treatment Plant in 2016 and submitted an application for the City's Recyled Water Permit in 2018. LWA was
successful in obtaining both permits for the City. LWA has also worked with the City on it's Sewer System
Management Plan for 2020. LWA has performed all of it's services to City staff's satisfaction.
Discussion: The North Coast Regional Water Quality Control Board (Board) has mandated numerous terms
and conditions that must be met to remain compliant and avoid fees. The City will require further technical
assistance in 2023 to keep meeting these permit conditions and continue the renewal process for the NPDES
permit. Some of these tasks include monitoring effluent and recycled water quality, compliance with allowed
amounts of ammonia, nitrates, managing stormwater runoff and more.
LWA has submitted a proposal for their continued technical assistance. See Attachment 1. This proposed
amendment of $71,326.00 would bring the contract total to $211,326.00.
Recommended Action: Approve contract amendment with Larry Walker and Associates for the additional
technical permitting assistance related to the City’s NPDES and Recycled Water Permits.

The City of Ukiah (City) has requested continued support from Larry Walker Associates (LWA) to
implement requirements specified in the City’s wastewater, stormwater, and recycled water
permits and compliance orders. The permits and compliance orders are identified and
described below.
Regional Water Board Order No. R1-2018-0035 (NPDES Permit) – Requirements for
operation of the Ukiah Wastewater Treatment Plant (WWTP), monitoring effluent and
recycled water quality, discharge to the percolation ponds, and discharge to the Russian
River. The NPDES permit will be reissued during 2023.
Regional Water Board Time Schedule Order No. R1-2018-0051 (TSO) – Requirements for
compliance with final effluent limits for ammonia, nitrate, dichlorobromomethane, and
chlorodibromomethane.
Regional Water Board Settlement Agreement, Compliance Project Stipulated Order No.
R1-2022-0042 – Requirements to complete a Compliance Project to suspend payment of
Administrative Civil Liability.
State Water Board Order No. 2006-0003-DWQ and Order WQ 2022-0103-DWQ (Sanitary
Sewer System Permits) – Requirements for management of the City’s wastewater
collection system to prevent and report occurrence of Sanitary Sewer Overflows (SSOs).
Order WQ 2022-0103-DWQ replaces Order No. 2006-0003-DWQ and becomes effective
on June 5, 2023.
State Water Board Order No. 2014-0057-DWQ (Stormwater Permit) – Requirements for
managing stormwater runoff associated with activities at the WWTP.

Scope of Work
LWA has provided water quality regulatory assistance for the City since 2016, working with City
and Regional Water Board staff to evaluate data, develop compliance strategies, implement
compliance programs, and prepare required reports. Under the current contract, LWA prepared
the 2021 annual reports, the application for reissuance of the current NPDES, the recycled
water groundwater characterization report, and the percolation pond discharge evaluation
report. Additional assistance is required during 2023 to prepare the 2022 annual reports,
provide permit compliance advice, and obtain a new NPDES permit. The scope of work,
schedule, and budget are described in the following sections.
SCOPE OF WORK
The anticipated work activities are listed by task below. Additional assistance will be provided
at the direction of City staff. Draft reports will be provided to the City for review and the City’s
comments will be incorporated before finalizing the documents for submittal. Communication
with regulatory agencies will be conducted by phone, email, or in-person meetings. To ensure
City awareness and to maintain a record of communication with the regulatory agencies, LWA
will prepare written summaries of phone call discussions, copy City staff on email
correspondence, or prepare meeting minutes.
Task 1: NPDES Permit and TSO Support
• Conduct phone calls and emails with City and Regional Water Board staff regarding
NPDES permit and TSO requirements.
• Assist with preparation of quarterly and annual Self-Monitoring Reports (SMRs).
• Assist with preparation of TSO and Compliance Project progress reports.
• Review water quality monitoring data to evaluate compliance, consider special studies,
and revise monitoring approach.
• Develop chronic toxicity species screening work plan and implementation procedures.
• Develop strategy to address permit violations and enforcement actions.
Task 2: Source Control Program Support
• Prepare source control program reports.
• Conduct phone calls and emails with City and Regional Water Board staff regarding
source control program requirements.
• Provide advice to City staff as they implement source control program requirements.
Task 3: Laboratory and Sampling Support
• Respond to questions, provide advice on sampling methods and requirements.
• Review and update the Laboratory Standard Operating Procedures and Quality
Assurance Manual. Recommend edits to comply with current lab practices and
regulations as necessary to conform with California Environmental Laboratory
Accreditation Program (ELAP) recertification.
• Meet with the laboratory staff and conduct observations of lab practice proficiency.

Task 4 – Stormwater Permit Support
• Assist with routine stormwater permit reporting requirements such as uploads to the
Stormwater Multiple Application and Report Tracking System (SMARTS) database and
Annual Reports.
• Review monitoring data and answer questions from City staff.
• Provide permit implementation guidance, Best Management Practice (BMP) assistance,
and updates on permit reissuance.
• Update the Stormwater Water Pollution Prevention Plan (SWPPP) to reflect current site
conditions and operations (if needed).
• Update stormwater training materials (if needed).
• Assist with responses to Numeric Action Level Exceedances, conduct Exceedance
Response Actions (ERA) Level 1 evaluations and develop ERA Level 1 reports (if needed).
Task 5 – Recycled Water Permit Support
• Conduct phone calls and emails with Regional Water Board and DDW staff regarding
recycled water permit requirements.
• Prepare permit compliance reports, including the Annual Recycled Water Program
Report, Annual Volumetric Monitoring Report, and recycled water spill/off-spec recycled
water production reports (as needed).
• Respond to questions from City staff on permit requirements and implementation
procedures.
Task 6 – Collection System Permit Support
• As needed, update City’s Sanitary Sewer Management Plan (SSMP) to address new
requirements specified in Order WQ 2022-0103-DWQ.
• Update the City’s Emergency Response Plan to incorporate new spill response
procedures and reporting requirements specified in Order WQ 2022-0103-DWQ.
• Respond to questions from City staff on permit requirements and implementation
procedures.
PROJECT SCHEDULE AND COST ESTIMATE
The permit-specified deadlines and estimated timelines for activities occurring from January 1
to December 31, 2023 are listed in Table 1. LWA will work with City staff to prepare documents
that meet compliance requirements and deadlines.
As shown in Table 2, LWA is requesting an additional $71,326 to assist with 2023 activities
which will increase the contract total to $211,326. The estimated costs are based on LWA’s
2022/23 hourly rates. LWA typically modifies hourly rates on July 1 of each year and the City
will be provided with 30-days’ notice of any proposed rate changes. Denise Conners (Associate)
will be the Project Manager and oversee contract administration.

Background: City Council members are assigned to a number of committees and ad hoc activities. These
assignments are included as Attachment 1.
Discussion: Previously, the City Council discussed having more time allocated to reporting on committee and
ad hoc activities. Often, the Council Reports section of the regular agenda is rushed due to impending
business (i.e., public hearings), and not enough time is afforded for reports beyond community activities.
In an effort to foster regular updates on committee and ad hoc assignments, this item is being placed on the
agenda to provide the City Council members an expanded opportunity to report on assignments and modify
assignments as necessary.
Recommended Action: Receive report(s). The Council will consider modifications to committee and ad hoc
assignments along with the creation/elimination ad hoc(s).
