ROLL CALL Ukiah City Council met at a Regular Meeting on June 7, 2023, having been legally noticed on June 2, 2023. The meeting was held in person and virtually at the following link: https:/1usO6web.zoom.us/j197199426600. Mayor Rodin called the meeting to order at 6:15 p.m. Roll was taken with the following Councilmembers Present: Juan V. Orozco (attending virtually per AB 2449 Just Cause), Douglas, F. Crane, Josefina Duenas, and Mari Rodin. Councilmember Absent by Prior Arrangement: Susan Sher. Staff Present: Sage Sangiacomo, City Manager; Darcy Vaughn, Assistant City Attorney; and Kristine Lawler, City Cleric. MAYOR RODIN PRESIDING. Councilmember Orozco stated that he was attending remotely per AB 2449 Just Cause. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilmember Crane. The Mayor read a statement followed by a moment of silence recognizing Dr. Robert Werra, MD, and the years of service he provided to our community as a local doctor and one of the founding board members and medical advisors for the Hospice of Ukiah. 3. AB 2449 NOTIFICATIONS AND CONSIDERATIONS (Councilmember Orozco stated earlier that he was attending remotely per AB 2449 Just Cause) 4. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS a. Proclamation Recognizing June as LGBTQ+ and Pride Month. Presenter: Mayor Rodin. Proclamation was received by Wil Gonzalez, W/E Flowers Florist Shop and Darren Jackson. b. Proclamation of the Ukiah City Council Recognizing June as Immigrant Heritage Month. Presenter: Vice Mayor Duenas. Proclamation was received by Sonu Upadhyay, Senior Power Engineer 5. PETITIONS AND COMMUNICATIONS City Clerk, Kristine Lawler, stated that all communications had been distributed. 6. APPROVAL OF MINUTES Page 1 of 4 City Council Minutes for June 7, 2023, Continued: a. Approval of the Minutes for the March 17, 2023, Regular Meeting. Motion/Second: Crane/Duenas to approve Minutes of March 17, 2023, a regular meeting, as submitted. Motion carried by the following roll call votes: AYES: Orozco, Crane, Duenas, and Rodin. - NOES: None. ABSENT: Sher. ABSTAIN: None. 7. RIGHT TO APPEAL DECISION 8. CONSENT CALENDAR a. Ratify Addendum #1 (COU No. 1314-238-AD1) to the Amended License Agreement with the North Coast Rail Authority for a Term Extension and Full Site Control at the Mason Street Property, and Authorize the City Manager to Execute Three Site User License Agreements (COU Nos: Big Daddy Garden Supply 2223-209; Alpha Labs, Inc.2223-210, and Ron Meaux 2223-211) -Administration. b. Approve Budget Amendment for Fire Dispatch Services- Fire. c. Adoption of Resolution (2023-23)Approving Zero Property Tax Sharing Agreement(COU No. 2223- 212) for the City of Ukiah — City Owned Property Annexation (LAFCo Application File No. A-2021- 01)— Community Development. d. Receive Annual Report Regarding the City of Ukiah's Electric Utility Wildfire Mitigation Plan in Response to Senate Bill 901 —Electric Utility. e. Notification of Publishing Services Agreement(COU No. 2223-213)by Ukiah Daily Journal for Fiscal Year 2023/2024, in the Amount of $6.25 per Column Inch for the First Insertion and $4.26 per Column Inch for Each Subsequent Insertion of the Same Advertisement— City Clerk. f. Requesting Approval of a Contract Amendment (COU No. 2223-107 A1) to the Profession Services Agreement with PSOMAS for an Amount not to Exceed $14,000 to Provide Additional Lanfl Surveying Services Related to the City's Annexation Efforts -Administration. g. Approval of the Purchase of Replacement Media for Yardney Reclaimed Water Filters and Labor from Durham Pump & Irrigation in the Amount of$62,254.49 — Water Resources. City Manager Sangiacomo presented Agenda Item 8c by Councilmember request. Motion/Second: CranelDuenas to approve Consent Calendar Items 7a-7g, as submitted. AUDIENCE COMMENTS ON NON-AGENDA ITEMS No public comment was received. 10. COUNCIL REPORTS Presenters: Councilmember Crane, Vice Mayor Duenas, Councilmember Orozco, and Mayor Rodin. 11. PUBLIC HEARINGS (6:15 PM) a. The Ukiah City Council Will Receive a Financial Report for the Electric Utility and Consider Adoption of the Proposed Electric Rate Adjustments by Resolution. Presenters: Cindy Sauers, Electric Utility Director and Boris Prokop, Borismetrics. PUBLIC HEARING OPENED AT 7:40 P.M. No public comment was received. PUBLIC HEARING CLOSED AT 7.41 P.M. Motion/Second: Rodin/Crane to adopt the resolution (2023-24)approving the proposed electric rate adjustments. Motion carried by the following roll call votes: AYES: Orozco, Crane, Duenas, and Rodin. NOES: None. ABSENT: Sher. ABSTAIN: None. 13. UNFINISHED BUSINESS a. Consideration of Award of Bid to Pacific Infrastructure in the Amount of $2,994,000 for the Thickening and Dewatering Improvements, Specification No.23-02, Contingent Upon Ukiah Valley Sanitation District Approval, and Approval of Corresponding Budget Amendment. Presenter: Sean White, Water Resources Director. Motion/Second: Crane/Duenas to award bid (COU No. 2223-214) to Pacific Infrastructure in the amount of $2,994,000 for the Thickening and Dewatering Improvements, Specification No.23-02, and Approval of Corresponding Budget Amendment with both actions contingent upon Ukiah Valley Sanitation District approval. Motion carried by the following roll call votes: AYES: Orozco, Crane, Duenas, and Rodin. NOES: None. ABSENT: Sher. ABSTAIN: None. b. Status Report of the Emergency Contract with West Coast Fire & Water for Fire Remediation Work at the Electric Utility Service Center at Hastings. Presenters: Cindy Sauers, Electric Utility Director. Motion/Second: CranelDuenas to approve the continued work on the emergency contract (COU No. 2223-177)with West Coast Fire &Water for Fire Remediation Work at the Electric Utility Service Center at Hastings. Motion carried by the following roll call votes: AYES: Orozco, Crane, Duenas, and Rodin. NOES: None. ABSENT: Sher. ABSTAIN: None. 14. NEW BUSINESS a. Authorization for City Manager to Negotiate and Execute Agreement with Pano Al for the Installation and Operation of Four Wildfire Camera Sites and Corresponding Budget Amendment. Presenters: Doug Hutchison, Fire Chief and Kat Williams, Pano Al Director of Government Development. Motion/Second: DuenaslOrozco to authorize City Manager to negotiate and execute agreement (COU No. 2223-215) with Pano Al for installation and operation of four(4)wildfire detection camera sites and the corresponding budget amendment.
