1, ROLL CALL
Ukiah City Council met at a Regular Meeting on February 1, 2023, having been legally noticed on
January 27, 2023. The meeting was held in person and virtually at the following link:
https.Ilzoom.uslj/97199426600. Mayor Rodin called the meeting to order at 6:01 p.m. Roll was taken
with the following Councilmembers Present: Juan V. Orozco, Susan Sher, Douglas, F. Crane,
Josefina Duenas, and Mari Rodin. Staff Present: Sage Sangiacomo, City Manager; David Rapport,
City Attorney; and Kristine Lawler, City Clerk.
MAYOR RODIN PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilmember Sher.
3. AB 2449 NOTIFICATIONS AND CONSIDERATIONS
Clerk stated that there were no notifications.

a. Proclamation Recognizing February 2023 as Black History Month in the City of Ukiah.
Presenter: Mayor Rodin.
Proclamation was read.

City Clerk, Kristine Lawler, stated that all communications had been distributed.
6. APPROVAL OF MINUTES
a. Approval of the Minutes for the January 11, 2023, Special Meeting.
Motion/Second: Orozco/Sher to approve Minutes of January 11, 2023, a special meeting, as
submitted. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duehas, and
Rodin. NOES: None. ABSENT: None. ABSTAIN: None.

State of Emergency and Implementing Teleconferencing Requirements for City Council and
Board and Commission Meetings During a Proclaimed State of Emergency Due to the COVID-

g. Consideration of Adoption of Resolution (2023-06) to Remove Approximately 360 Lineal Feet
of On-Street Parking at 1100 Hastings Road— Public Works.
h. Notification of Emergency Purchase (COU No. 2223-159) of all Materials and Labor for the
Repair of a Sinkhole and Storm Drain on Mendocino Drive from Ghilotti Construction in the
Estimated Amount of$75,000, and Approve Corresponding Budget Amendment, and Approve
Additional Budget Amendment if Actuals Exceed Initial Estimated Amount— Public Works.
i. Consideration of Nomination and Possible Adoption of a Resolution (2023-07) Appointing Rob
Fitzsimmons to the Public Spaces Commission — City Clerk.
Staff Comment: Cindy Sauers, Electric Utility Director in respect to agenda item 8d.
Motion/Second: Crane/Sher to approve Consent Calendar Items 7a-7i, as submitted. Motion
carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and Rodin. NOES:
None. ABSENT: None. ABSTAIN: None.

Motion/Second: Crane/Sher to adopt Resolution (2023-06) modifying the Power Cost Surcharge
Rider. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane, Duenas, and
Rodin. NOES: None. ABSENT: None. ABSTAIN: None.

13. UNFINISHED BUSINESS
a. Review of Applications Received, and Possible Adoption of Resolution Making
Appointments to Fill Vacancies on the City of Ukiah Planning Commission.
Presenter: Sage Sangiacomo, City Manager.
A three-minute statement was given by Alex de Grass, Mark Hilliker, Elora Babbini, and Thao Phi,
followed by specified questions from the Council.
Council filled out ranked choice voting forms for the first position and presented them to the Clerk.
RECESS: 7:52— 7:56 P.M. for Clerk to tally results.
The Clerk presented the following results from the first ranking vote:

Council took a blind vote between Applicants Alex de Grassi and Mark Hilliker with the following

Clerk announced Alex de Grassi as the successful applicant for the first position.
Council filled out ranked choice voting forms for the second position and presented them to the Clerk.
The Clerk resented the following results from the second ranking vote.

Council took a blind vote between Applicants Mark Hilliker and Thao Phi with the following results:
Hilliker— Orozco, Sher, Crane; Phi—Duenas, Rodin.
Clerk announced Mark Hilliker as the successful applicant for the second position.

Council took a blind vote between Applicants Elora Babbini and Thao Phi with the following results:
Babbini—Rodin; Phi— Orozco, Sher, Crane, Duenas.
Clerk announced Thao Phi as the successful applicant for the third position.
Motion/Second: Crane/Orozco to adopt the Resolution (2023-09) nominating and appointing Alex
de Grassi, Mark Hilliker, and Thao Phi to serve a four-year term on the Planning Commission,
expiring February, 2027. Motion carried by the following roll call votes: AYES: Orozco, Sher, Crane,
Duehas, and Rodin. NOES: None. ABSENT: None. ABSTAIN: None.
14. NEW BUSINESS
a. Annual Report on Public Spaces Commission Status and Outreach Plan.
Presenter: Neil Davis, Community Services Director.
Report was received.
Council Direction to bring back a report in a year.
b. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
Presenters: Councilmember Sher; Shannon Riley, Deputy City Manager; Sage Sangiacomo, City
Manager; Vice Mayor Duenas; and Councilmember Orozco.
