ROLL CALL Ukiah City Council met at a Regular Meeting on November 16, 2022, having been legally noticed on November 10, 2022. The meeting was held in person and virtually at the following link: https://zoom_us1j197199426600. Mayor Brown called the meeting to order at 6:00 p.m. Roll was taken with the following Councilmembers Present: Juan V. Orozco, Douglas, F. Crane, Mari Rodin, Josefina Duehas, and Jim O. Brown. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk. MAYOR BROWN PRESIDING. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Shannon Riley, Deputy City Manager. 3. PROCLAMATIONS/INTRODUCTIONS/PRESENTATIONS 4. PETITIONS AND COMMUNICATIONS City Clerk, Kristine Lawler, stated that all communications had been distributed. 5. APPROVAL OF MINUTES a. Approval of the Minutes for the November 2, 2022, Regular Meeting. Motion/Second: Orozco/Rodin to approve the Regular Meeting Minutes of November 2, 2022, as submitted. Motion carried by the following roll call votes: AYES: Orozco, Crane, Rodin, Duenas, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. 6. RIGHT TO APPEAL DECISION 7. CONSENT CALENDAR a. Report of Disbursements for the Month of October 2022. b. Adoption of Resolution (2022-74) Extending the Abandoned Vehicle Abatement Program. c. Approval of a Supplement to an August 23, 2022, Addendum to the Ukiah Western Hills Open Land Acquisition and Limited Development Agreement (COU No. 2122-201-A2), for Electrical Utility Infrastructure in an Amount not to Exceed $145,000; and Approval of a Corresponding Budget Amendment. d. Approval of Notice of Completion for Ghilotti Construction Co. for the Dora Overlay Project (Between Mill and Luce Streets), Specification 21-05, and Direct the City Clerk to File the Notice of Completion with the County Recorder. CITY MANAGER/CITY CLERK REPORTS Presenters: • Electric Ad Hoc— Sage Sangiacomo, City Manager. • Construction Update—Jason Benson, Senior Civil Engineer. • Danco Housing Project on East Gobbi—Craig Schlatter, Community Development Director • Meeting with Assemblymember Wood— Sage Sangiacomo, City Manager. • Elections Update— Kristine Lawler, City Clerk. 11. PUBLIC HEARINGS (6:15 PM) 12. UNFINISHED BUSINESS a. Consideration of Approval of the Submittal of an Out of Agency Service Agreement Application to Mendocino Local Agency Formation Commission (LAFCo) for the Provision of Interim Sewer Services to Certain Unincorporated Parcels within the City of Ukiah Sphere of Influence along with the Corresponding Resolution; and Approve Community Development Director Determination that the Project Qualifies for a California Environmental Quality Act(CEQA) Exemption. Presenter: Craig Schlatter, Community Development Director. Motion/Second: Rodin/Crane to approve the Community Development Director's determination that such Project qualifies for a California Environmental Quality Act (CEQA) Exemption. Motion carried by the following roll call votes: AYES: Orozco, Crane, Rodin, Duenas, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. Motion/Second: Rodin/Crane to approve submittal of an Out of Agency Service Agreement (COU No. 2223-143) to Mendocino LAFCo and adopt the corresponding Resolution (2022-75). Motion carried by the following roll call votes: AYES: Orozco, Crane, Rodin, Duenas, and Brown. NOES: None. ABSENT: None. ABSTAIN: None. 13. NEW BUSINESS a. Receive Updates on City Council Committee and Ad Hoc Assignments, and, if Necessary, Consider Modifications to Assignments and/or the Creation/Elimination of Ad Hoc(s).
