CITY COUNCIL SPECIAL MEETING MINUTES

1. ROLL CALL 12:06:25 PM
Present: Councilmembers Crane, McCowen, and Rodin
Absent: Councilmember Baldwin and Mayor Ashiku
Staff Present: Risk Manager/Budget Officer Goodrick, City Manager Horsley, Electrical Distribution
Engineer Kirkley, Finance Director McCann, and City Clerk Ulvila.
City Clerk Ulvila called the meeting to order due to the absence of the Mayor and Vice Mayor.
Councilmember Rodin, the most senior Councilmember present, conducted the meeting.
2. ADOPTION OF RESOLUTIONS RATIFYING PROCLAMATION OF EMERGENCY
SERVICES DIRECTOR DECLARING A LOCAL EMERGENCY AND REQUESTING
GOVERNOR SCHWARZENEGGER PURSUE A PRESIDENTIAL EMERGENCY
DECLARATION INDENTIFYING MENDOClNO COUNTY AS A FEDERAL DISASTER AREA

Risk Manager/Budget Officer Goodrick explained that on December 30, 2005, the City Manager,
acting as the Director of Emergency Services, prepared a proclamation declaring a local emergency.
She requested the City Council ratify that action by adopting a resolution in addition to adopting a
resolution requesting the Governor pursue a presidential emergency declaration identifying
Mendocino County as a federal disaster area.
M/S Crane/McCowen adopting Resolution 2006-27 confirming existence of a local emergency, carried
by the following roll call vote: AYES: Councilmembers Crane, McCowen, and Rodin. NOES: None.
ABSENT: Councilmember Baldwin and Mayor Ashiku. ABSTAIN: None.
M/S McCowen/Crane adopting Resolution 2006-28 requesting Governor Schwarzenegger pursue a
Presidential Declaration proclaiming a State of Emergency in Mendocino County, carried by the
following roll call vote: AYES: Councilmembers Crane, McCowen, and Rodin. NOES: None.
ABSENT: Councilmember Baldwin and Mayor Ashiku. ABSTAIN: None.
City Manager Horsley provided a status report concerning damages to City facilities and to
residences and businesses within the City of Ukiah, and how the City is providing assistance with
removal of debris.
The City Council and staff voiced their appreciation to the City of Ukiah Fire Department and other
City staff members who are providing assistant to the hardest hit areas of the City. They are also
providing forms to the public to list damages and incurred expenses.

There being no further business, the meeting was adjourned at 12:13:16 PM
