1. ROLL CALL
Ukiah City Council met at a Regular Meeting on August 3, 2022, having been legally noticed on
January 12, 2022. The meeting was held virtually at the following link:
lhttps,//zoom.uslil97199426600. Mayor Brown called the meeting to order at 6:00 p.m. Roll was
held during the 5:30 Special Meeting, with the following Councilmembers Present: Juan V.
Orozco, Douglas, F. Crane, Mari Rodin, Josefina Duenas, and Jim O. Brown. Staff Present:
Shannon Riley, Deputy City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk.
MAYOR BROWN PRESIDING.

Chrisp Company of Freemont, California, in the Amount of$44,555.96 for Street Striping 2022

c. Adoption of Resolution (2022-47) Appointing Kali Gordon to the Design Review Board — City
Clerk.
d. Report to Council Regarding the 2022 Conflict of Interest Code Biennial Notice, and Direct the
City Clerk to Amend the Conflict of Interest Code per Guidelines Provided by the Fair Political
Practices Commission (FPPC), Conduct a 45-day Public Notice Period, and If Necessary,
Schedule a Public Hearing to Consider Adoption of the Amended Conflict of Interest Code —
City Clerk.

Amount of $33,000 for Engineering Services Related to the Municipal Separate Storm Sewer

f. Report of an Agreement (COU No. 2223-069) with Environmental Services Associates for
Further Soil Sampling as Required to Fulfill CEQA Documents for the Riverside Park
Regeneration Project—Public Works.
g Adoption of an Ordinance Amending Various Sections of Ukiah City Code to Streamline the
Use Permit Application Process and Operational Standards for Cannabis-Related Businesses

Community Services; including recreation programs, sports fields, parks, Municipal Pools, Ukiah
Valley Conference Center, and the Grace Hudson Museum. Motion carried by the following roll
call votes: AYES: Orozco, Crane, Rodin, Duenas, and Brown. NOES: None. ABSENT: None.

a. Receive Report Regarding the Status of the Great Redwood Trail and the Great Redwood
Trail Linear Park, and Consideration of Creating an Ad Hoc Committee to Participate in
Ongoing Discussions.
Presenters: Neil Davis, Community Services Director and Tim Eriksen, Public Works Director/City
Engineer
Public Comment: Susan Knopf.
Council Consensus to establish a council-only ad hoc, and for the ad hoc to bring back to Council
after a two-month time period to evaluate progress; then if reasonable progress has been made,
consider creating a Standing Committee adding two members from the Public Spaces
Commission.
Motion/Second: Brown/Orozco to appoint Councilmember Rodin and Vice Mayor Duenas to serve
on a Great Redwood Trail ad hoc. Motion carried by the following roll call votes: AYES: Orozco,
Crane, Rodin, Duenas, and Brown. NOES: None. ABSENT: None. ABSTAIN: None.
b. Adoption of Resolution(s)Approving Successor Memoranda of Understanding Between
the City of Ukiah and Employee Bargaining Units, and Authorizing the City Manager to
Execute.
Presenter: Sheri Mannion, Human Resources/Risk Management Director.
Motion/Second: Rodin/Orozco to adopt a Resolution (2022-49) approving successor Memoranda
of Understanding (international Brotherhood of Electrical Engineers - COU No. 2223-090, Ukiah
Professional Firefighter Association-COU No. 2223-091) between the City of Ukiah and employee
bargaining units, and authorize the City Manager to execute on behalf of the City. Motion carried
by the following roll call votes: AYES: Orozco, Crane, Rodin, Duenas, and Brown. NOES: None.
ABSENT: None. ABSTAIN: None.

d. Consideration of Award of Bid for the Clara Avenue Reconstruction Project,
Specification No. 20-08, and Approval of Corresponding Budget Amendment — Public
Works—From Consent Calendar.

Motion by Councilmember Crane, second by Councilmember Rodin to approve the recommended
action with change orders for the five items mentioned by Councilmember Rodin.
The maker of the motion clarified that this was not intended to be a motion, the seconded accepted
the clarification. withdrawing any perceived motion.
Motion/Second: Crane/Rodin to award (Ghilotti Construction- COU No. 2223-092) bid for the Clara
Avenue Reconstruction Project Specification No. 20-08, and direct Staff to meet with the ad hoc, and
with the contractor, and return to Council for consideration of change orders recommended by the
ad hoc and deemed workable to the Public Works Director; and approve corresponding budget
amendment. Motion carried by the following roll call votes: AYES: Orozco, Crane, Rodin, Duenas,
and Brown. NOES: None. ABSENT: None. ABSTAIN: None.
c. Receive Updates on City Council Committee and Ad Hoc Assignments and,if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
