AMENDMENT 2
TO
CONTRACT#1819190—PROFESSIONAL PLANNING SERVICES FOR A GENERAL PLAN
UPDATE, ENVIRONMENTAL IMPACT REPORT,
AND OTHER RELATED ADVANCED PLANNING SERVICES
This Amendment No. 2, entered on July 5, 2022, revises the Agreement for Professional services dated
March 21, 2019 between the City of Ukiah and Mintier Hamish for consulting services related to
professional planning services for a General Plan Update, Environmental Impact Report, and other
related advanced planning services.
This Amendment No. 2, as per Exhibit 1:
1) Amends the Scope of Services to include SB-743 activities as described.
2) Adds an additional dollar amount of$15,080, for a revised total contract amount of$556,310.
Except as expressly amended by this Amendment, all other terms remain unchanged and in full force
and effect.

Scope of Work
Assistance to Frame the City of Ukiah's Approach to SB-743 Compliance
A. Additional Services to be Performed:
Task A.1: Methodolosav Development and Baseline Determination
SB 743 allows lead agencies the discretion to choose the methodology for determining significance and the
thresholds to be used. Mintier Harnish's sub-consultant GHD present the City with several methodological
approaches and the City has chosen to go forward with Option 2. Option 2 does not focus on direct
measurement of VMT but instead seeks to focus on the promotion of(see Section 21099 of the Public
Resources Code) (1) reduction of greenhouse gas emissions; (2)development of multimodal transportation
networks; and (3)a diversity of land uses.
Sub-consultant GHD will develop practical methodologies for producing metrics for each of the goals of SB-
743. These methodologies will be based on GIS buffering analysis of land use and transportation network
data that will be used to determine the baseline of existing conditions.
Task A.2: Recommended Thresholds&Screenina Criteria
Sub-consultant GHD shall prepare a technical memorandum describing the baseline analysis and the
recommended thresholds to be adopted by the City for use in evaluating projects going forward. This will
include proposed thresholds for residential and non-residential land use projects, screening criteria for small
projects, and thresholds for transportation projects. The memo will also provide guidance on how the
thresholds should be implemented.
Task A.3: Council Presentation
Sub-consultant GHD shall prepare a presentation and summarize the baseline analysis, recommended
thresholds and screening criteria at a City Council meeting via video call.
B. Compensation:
Sub-consultant GHD estimates completion of the draft tech memo 4 weeks after Notice to Proceed.The total
compensation for these additional services will be$15,080 on a not-to-exceed time and materials basis,
broken down by staff in estimated hourly increments as summarized on Table 1.
