Special Meeting Minutes of January 5, 2006 1 RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. 6. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Approval of Disbursements for Month of December 2005 b. Report of the Circumstances Related to the Emergency Purchase of Contractual Services by the City Manager Due to Flood Damage at the Mendocino Hydro- Electric Plant c. Adoption of Resolution Approving City of Ukiah Qualified Contractors List for 2006 d. Adoption of Resolution Authorizing Records Destruction (Public Works Dept.) e. Notification of Purchase of Two Digital Radios for Patrol Vehicles in the Amount of $6,735.73 to Motorola Inc. f. Notification of Purchase of Portable Radios, Portable Radio Batteries, Portable Radio Accessories and Flashlights in the Amount of $7,330.20, to Fisher Wireless g. Approval of Amended Airport Hangar Rental Agreement h. Request Approval of Proposed "Water Utilities Engineering Specialist" Job Description i. Award of Sole Source Bid to L.N. Curtis and Sons Fire Equipment in the Amount of $12,038.81 for the Purchase of Hurst Extraction System (Jaws of Life) j. Adoption of Resolution Establishing Prohibition on Parking Vehicles Six Feet or More in Height at 615 Talmage Road Pursuant to Ukiah City Code Section 7154.5 7. AUDIENCE COMMENTS ON NON-AGENDA ITEMS The City Council welcomes input from the audience. If there is a matter of business on the agenda that you are interested in, you may address the Council when this matter is considered. If you wish to speak on a matter that is not on this agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments in which the subject is not listed on the agenda. 8. UNFINISHED BUSINESS a.
