HomeMy WebLinkAbout80-934 5 6 7 8 9 RESOLUTION NO. 80-93 RESOLUTION OF THE ITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING THE 5~YOR TO SIGN TRAFFIC SAFETY PROJECT AGREEMENT ~EREAS, the City of Ukiah desires to undertake a certain project designated Selective Traffic Enforcement to be funded in part from funds made available through the Traffic Safety Project Agreement (Under Section 2907, California Vehicle Code, and Section 402(c) of Public Law 89-564 as amended by Public Law 91-605.) 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 NOW THEREFORE, BE IT RESOLVED that the Mayor of the City of Ukiah is authorized on its behalf to submit the attached Appli- cation for Grant to State of California Office of Traffic Safety and is authorized to execute on behalf of the Ukiah Police Department the attached Grant Program for law enforcement purposes. BE IT FURTHER RESOLVED that the applicant agrees to provide all matching funds required for said project under the Traffic Safety Project Agreement and the rules and regulations of the Office of Traffic Safety. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant law enforcement expenditures controlled by this body. [', / 7.~,) SCHEDULE A PROJECT DESCRIPTION PART I- Item 6 BACKGROUND A. General Characteristics: The City of Ukiah is the County seat for Mendocino County and located 120 miles north of San Francisco on U. S. Highway 101 and 5 miles south 'of State Highway 20. Ukiah's population is 12,500 and is the largest city between Santa Rosa 65 miles to the south and Eureka 160 miles to the north. Ukiah's trade area population is approximately 40,000 to 50,000 and mainly due to the two large shopping centers within the City limits and Lake County Trade. Lake County is ].ocated east of Mendocino County with a population of 38,000· that increases to 125,000 in the sun~mez Ukiah is located in the Redwood RecreatiOn area and draws vacationers from this state .and other states. B. Streets and Highways: Ukiah covers an area of 4.4 square miles wit 46 miles of maintained roads. C. Operating Departments: The Ukiah Police Department regulates the City's traffic. It consists of a Chief, Administrative Captain, Patrol Captain, Detective.Sergeant, two sworn officers assigned to the Detective Bureau, four patrol Sergeants and eleven sworn officers assigned to the patrol division, one male jailer/dis_ one secretary and two female clerk-typists. The department has no specialized traffic'division, however, fourteen members have completed a 40 hour POST certified Traffic Accident Investigation Course. PROBLEM The traffic accident rate for Ukiah has risen dramatically over the past few-years. There has been a ~2% increase in fatal and injury. accidents from 1976 to 1979. During this same period the City's popula~ has increased approximately 5%. ATTEMPTS TO SOLVE PROBLE?'I The greatest number of aCcidents occur on weekdays between 11:00 k.'! to 7:00 P[.~ and between 9:00 P:4 to 1:00 AM. The Ukiah Police Department checked and found, eleven areas where accidents most frequently occur ahd eight most violated primary collision factors. " OTS- -¢ (REV. ,,,, PART I- Item 6 ~!~o,~. ) SCHEDULE A PROJECT DESCRIPTION Ukiah Police Department has participated' annually in the Bicycle Safety Program with traffic safety talks at all grade Schools, initiated a report writing system of writing reports in the patrol cars while parked at accident hazard locations. Due to the increase of police activities, which has increased to 17,849 called for or other services a year, and the projected future budgetary and manpower resources, prevents the department from effectively reducing traffic accidents wi.thin the City of Ukiah. PROJECT OBJECTIVES 1. To reduce fatal and injury accidents by at least 10%, from 145 in 1979, to 130 in the first year of the project and to maintain that level or less during the second year. 2. To increase the enforcement index by 10 f~om the current 13.6 to 23.6 during the project report. METHOD AND PROCEDURE To reduce fatal'and injury accidents and to increase the issuance of hazardous citations, the following will be done. Phase_ One:_ 'August 1, 1980 - September 30,'~1980 R~crUit a police.officer, if not already done due to preparation for the project or necessary due to Basic Police Academy; order the police traffic vehicle and its equipment of lights, siren, radio and.radar speed detector. Assign the department's best qualified officer to the project for the first year of the grant. Meet with local news media and plan a news release regarding the Traffic Safety Grant and future selective enforcement. While awaiting the delivery of the police traffic vehicle, and its equipment,'start the assigned project officer in the selective traffic enforcement, with one of the department's police vehicles and review and analyze the department's reported traffic accidents for accident locations and primary collision factors for selective enforcement. Phase Two: October 1, 1980 - July 31, 1981 ha~ing completed all initial purchasing and received the vehicle and its equipment, assigned and started the project's officer in the selective enforcement, the Project's selective enforcement will be continued with necessary modifications to improve the effectiveness' of the program. Phase Three: August 1, 1981 - July 31, 1982 Ongoing evaluation including quarterly reporting to the Office of Traffic Safety. A. final report will be prepared and submitted to the .Office of Traffic Safety within 60 days of the project's completion, pursuant to the Office of Traffic Safety Requirements. PART I- Item 6 (Cont.) SCHEDULE A PROJECT · q~ ' ~E~ ~RIPTION METHOD OF EVALUATION The project evaluation will be conducted by the Project Director and the assigned project personnel. 1. The method of evaluation will be through analyzing the information of the State Wide Integrated Traffic Records (SWITRS) as well as the department's traffic reports for comparison of accomplishments with the objectives.. These evaluations will depict the p~oject's program and activities that will be in the required quarterly reports. In addition to the two year evaluation, in the final report there will be a project assessment of the implementation of the project's method and procedure with necessary modifications compared with any accident reduction and cost effectiveness using ~he National Highway Traffic Safety Administration Societal costs2 STATEMENT OF INTENT The Police Department has considered the continuing operational costs of implementing this program that will be.developed by this project and would incorporate and continue it in. an'ongoing department activity. · : .... This program would solve some of the City's traffic'problems and has the support of the Police Department and preliminary approval of the City Council at their Council meeting on February 20, 1980. It is anticipated that the program costs will be assumed, in total, by the City of Ukiah at the end of the grant period. Aqencv Contrib~tion - Explain what services or funds are being contributed by your agency in support of this project. The City of Ukiah Police Department will contribute all personnel services necessary for coordination, '~upervision and evaluation of the project. In addition, the department will supply supportive personnel as dispatchers, typists, investigators. Provide vehicle maintenance, office space necessary, desk,.chair, flashlight batteries and other miscellaneous equipment not covered by the grant. One half of the project officer's salary, with fringe benefits, in the second year of the. grant. Budget Narrative , ,, , PERSONNEL COSTS Traffic Officer, this department's best qualified personnel's present salary is at Range 43 Step E ($1,707.00 per month) $20,484.00 a year plus 53.92% employee benefits. In fiscal year 1981-82 it is estimated the salary will be (*$1,878.00 a month) $22,536.00 a year plus 53.97% employee benefits. ($155.00 per mo in 1981-82) $325.00 per year ($350.00 per year in 1981-82) It is possible other officers in a lower step (pay scale) also will be best qualified and be used. NON EXPENDABLE PROPERTY Due to budgetary restrictions and present manoower, the City is not able to purchase a traffic equipped police car or increase its ~anpower. The request is for a mid-size sedan, at'~present is approximately $500.00 less than the full size sedan, will possibly maneuver better in traffic and be more economical. The patrol car will be equipped with a light bar, siren, controls and o~ necessary equipment. An effort will be made to obtain a light and sire~ bar system that has the least air resistance to save gas and prevent loss of power due to a smaller engine in a mid size vehicle. The request for a tracking type radar is the one reportedly best suited for this project. The request for a mobil/portable radio system is to provide the traffic officer with radio contact whether in or out of the traffic vehicle. The mobil~ortable radio system is cheaper and there is no need to have two radios (police car radio and a police portable radio) to keep in contact when out of the traffic car. *This is an estimated 10% increase based on City of Ukiah Resolution No. 79-86 regarding salary negotiations for fiscal year 81-82.
