RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH b~kKING APPLICATION TO THE MENDOCINO
COUNTY LOCAL AGENCY FORbkATION CO~.~4ISSION FOR
THE AIRPORT INDUSTRIAL PARK REORGANIZATION
WHERF~S, Government Code Section 56198 requires a resolution of application
to the Local Agency Formation Commission for proposed annexation to an existing
City and detachment of area from a district, and
WHERF~S, Government Code Section 56140 specifies the contents of such
resolution, and
WHERF~S, the City of Ukiah has been requested by property owners to annex
certain properties to the City,

NOW THEREFORE BE IT RESOLVED:
1. The City of Ukiah proposes to annex the area known as "Airport
Industrial Park", and
2. This proposal is made pursuant to Part 2 of Division 1 of Title
6 of the Government Code titled "District Reorganization Act of
1965", and
3. The proposed "Airport Industrial Park" reorganization encompasses
156 acres adjacent on the east to the City of Ukiah and bounded
on the north by Talmage Road, on the east by U.S. 101 Feeway and
on the west by existing City iimits and the railroad, specifically
including ~ndocino County Assessor Parcel Numbers: 180-070-01,
02, 03, 04, 05, 06, 07, 08; 180-080-01, 02, 03, 04, 05; 180-100-01,
02; 180-110-01, 02; 180-120-04 and 184-080-01; all of the North-
western Pacific Railroad property and the County road as illustra-
ted by Exhibit A (map) and Exhibit B (legal description), and
4. The City of Ukiah proposes to provide the appropriate urban
services to the subject area as specified in Exhibit C (plan for
services) which has been prepared pursuant to Government Code

5. This proposal is made because the area in question is
adjacent to the City of Ukiah, should appropriately be
within the jurisdiction of the City of Ukiah, rather
than part of the unincorporated area served by the County
of Mendocino and is the subject of a specific plan for
industrial development being prepared by the City of
Ukiah, and
6. The subject properties are being prezoned from Mendocino
County A-I, M-I~C-3:S:P, to City of Ukiah "PD", and
7. The area is proposed to be detached from the Ukiah Valley
Fire Protection District as fire service will be provided
by the City of Ukiah upon annexation, and
8. The area is uninhabited as there are only three registered
voters within the annexation boundaries, and
9. According to CEQA the act of annexation is determined not
to have a significant impact on the environment while a
full Environmental Impact Report will be prepared as a
portion of the specific plan, and
10. The City of Ukiah requests that proceedings be initiated
by the Mendocino County Local Agency Formation Commission
pursuant to Government Code Section 56000 et seq. for
reorganization of the area including annexation to the
City of Ukiah and detachment from the Ukiah Valley Fire
Protection District, and
11. The City Clerk is hereby directed to forward a certified
copy of this Resolution of Application, including Exhibits
A, B and C and all other documents required by said Commission

as established by Resolution No. 75-32, adopted by the City Council

PROVISION OF L~N SERVICES IFIIIIIN 7]-~
AIRPORT INDUSTRIAL PARK REORC~NIZATION
TERRITORY
Pursuant to Section 35102 of the State of California Government Code, a plan for
the provision of urban services to a newly annexed area must accon~any an appli-
cation for reorganization. This plan is prepared in conjunction with the re-
organization application to the blendocino County I,ocal Agency Formation Commis-
sion for the Airport Industrial Park Reorganization inchding annexation to the
City of Ukiah.
The area to be reorganized is adjacent to the City on the east and is bounded on
the north by Talmage Road, on the east by the US 101 Freeway and on the west by
railroad and City limits (airport). Existing land uses within the area are com-
mercial, agriculture, vacant m~d light industrial. There are' nine business traits
including the Paci£ic Telephone and Telegraph Engineering office and miscellaneous
commercial enterprises and two residential dwelling.m~its within the subject area.
There are four registered voters and six residents in the area. There is no
immediate project for this area, although a specific plan for industrial/commer-
cial development is being prepared. The area to be reorganized is 156 acres.
Existing services to the area are provided by the County of b~ndocino in the func-
tions of General government, A&ninistrative; Public l~rks, and Sheriff..Electri-
city is provided by P.G.&.E., sewerage is provided by the Ukiah Valley Sanitation
District; water is provided by the City of Uki~h and wells. Fire prevention and
protection is provided through the Ukiah Valley Fire Protection District, (a
special district on contract with the City of Ukiah). Telephone, gas and cable
television are currently supplied and would continue to be provided by Pacific
Telephone and Telegraph, P.G.&.E. and Telepronpter' respectively. Solid waste is
on an individual property owner basis.
The proposal is annexation to the City of Ukiah which is a full service municipality.
In addition to general administrative activities, the City of Ukiah provides police
and fire services, its own water production and distribution system, its o~m electric
distribution system, a sewage treatment plant and public works services including
street maintenance and capital improvements. Solid waste disposal is through City
franchise with private hauling companies.
In general, the proposed services to be provided to the anneXation area would be
those currently existing in the City of Ukiah which are enmnerated in detail below.
The level and range of these services would be the smne as currently provided with-
in City Bmmdaries. Increased development would not cause a decrease in the levels
of service to either existing City residents or the new area. ~ll~e services can
feasibly be extended to the affected territory in~nediately, as presently the City
abuts the Froperties on the west and many City services are provided (water) or in-
volved with backup assistance agreements (police, fire and sewerage).

No specific improvements to structures, roads, sewer or water facilities are
proposed without specific development taking place. Current City policies
require developers to participate in any i,~rovements for urban uses; condi-
tions imposed by the City would be those of normal development considerations.
The services to be provided would be financed through the existing City revenue
structure which includes property taxation, reimbursement from the State and
Federal governments under various in-lieu and per capita fees and revenue shar-
ing programs. Also user fees for electric, water, sewer, and solid waste will
be charged and thus prov. ide revenues for these services.
Presented here is documentation related to the specific services which would
be provided to the reorganized area.
SERVICES
PUBLIC SAFETY
FIRE
A. Service to be extended: Fire protection and prevention.
B. Level and range of service: The area is currently serviced by the
Ukiah Valley Fire Protection District M~ose services are provided under
contract by the City of Ukiah. The City Fire Department is staffed by
18 full time firefighters assisted by 30 volunteers. ~inimum manning
is four firefighters operating out of two stations; one located at Clay
and School Streets in downtmm UkiM~ and the other at Lovers Lane and
North State Street, immediately north of the Freeway/State Street inter-
change. The level and range of service provided by the Ukiah Fire' De-
partment is presently strained due to lack of revenues and an antici-
pated cut in the Ukiah Valley Fire District funding. Although fire
service can be prgvided with existing personnel and facilities, the po-
tential development of 156 acres of industrial/heavy commercial park
development will further strain the Departmeut's capability of maintain-
ing its present level of service. It is difficult to weight the in~act
of a single development and ignore the accun~lative effect of all new
construction on our fire services.
C. When available: Immediately by the Ukiah Fire Department.
D. Improvements required:
1. l~ter: If annexed to the City, the required fire flow would be
2,000 g.p.m. Any structure requiring in excess of 2,000 g.p.m.

(no sprinkler ordinance) fire flows would be approximately
3,500 g.p.m.
2. Equipment. The Fire DeparBnent is not equippped to perform
fire suppression in structures ove~ two stories. If the de-
velopment utilized higher buildings an aerial truck may be
required.
3. Personnel. The present first engine response ~th one Captain
and one Firefighter Engineer is inadequate for the fire potential
created by an industrial/heavy commercial park. An additional
two firefighters will be required to add an additiOnal fire-
figl~ter to the first engine response.
E. Conditions to be imposed by the Citx: None.
F. Itow Financed: City General Fund Revenues.
POLICE
--
A. Service to be extended. Police protection and assistance.
B. Level and range of service: The area is currently served by the
~lendocino Cot~ty Sheriff With the City of Ukiah Police Department
providing back-up assistance as required. The City Department has
22 sworn personnel and 25 reserves. ~linimum staffing is three
sworn personnel operating out of the police station at Mason and
Standley. The Police Chief states no new personnel would be re-
quired for this annexation, although one additional officer will
be needed when the 156 acres is developed.
C. When available. Immediately.
D. I__n~rovements required. None.
E. Conditions to be imposed by Citx: None.
F. How financed. City General Fund revenues.'
UTILITIES
ELECTRIC
A. Se~wice to be extende~. Electricity.
B. Level and range of service- Currently the area is provided with
electrical energy through the facilities of P.G.&.E. The City of
llkiah has its o~m electric distributi.on system. Existing electric

facilities would be purchased by the City and then serviced through
its system. Currently the City has the capacity to acco~nodate
additional 1. oads in this area and revenues anticipated through user
fees would pay for any required maintenance and operation of this
system on an annual basis. The City provides the same levels and
range of service as provided by P.G.&.E., meeting demands ranging
from minimum voltage and amperage in residential units to large
loads in high densit7 residential and heavy commercial uses.
Regarding the capacity of the distribution system, existing develop-
ment in the area requires approximately 15 ~g. The City presently
has a capacity of 40,000 ~7 with a current demand of 27,000 ~. The
proposed 156 acre commercial/industrial development is planned to be
accommodated by existing facilities.
C. When available: Immediately.
D. ~mprovements required: Specific improvements would not be necessary
immediatel7 other than City purchase of the P.G.&.E. facilities with-
in the area.
E. Conditions to be imposed by the City: 'Specific conditions would be
...'imP°sed bY the City at time of any development and ~nclude underground-
~ng and construction/placement of capital improvement's at that time.
No other conditions are necessary.
F. How financed: Initial purchase of P.G.&.E. facilities would be financed
'~hrough current electric revenues with ongoing operation and maintenance
covered by user fees. Electric service fees also generate income to the
City General Fund over and above expenses for that enterprise.
SElmRAGE
A. Service to be extended: Sewage collection and disposal.
B. Level and range of service: A portion of the area is currently within
~he Ukiah Valley Sanitation District and property tmxes have been paid
to that district for utilization of the existing treatment plant.
Approximately 30 acres is outside of the District which.would be pro-
vided sewerage service by the City. Essentially both the District and
the City are one system thus one to one con~atibility, with facilities.
There would be no change in the status of the responsible agency upon
annexation as the district would retain its jurisdiction with current
tax and user fee.charges. No extension of service is necessary as
facilities are in.

SOLID 17ASTE
A. Service to be extended' Solid waste collection and disposal.
B. Level and range of service' Current service in the County is based
upon individual property o~mer discretion.' Within the City, solid
waste service is provided through contract with private companies.
This franchise agreement would be extended to provide smne level as
existing, i.e., one weekly piclmp of 30 gallon can, minimum. Material
is deposited at City of Ukiah Sanitary Disposal Site which has satis-
factory capacity for entire valley population through the year 2000.

A. Service to be extended: GeneraI administrative and miscell, aneous
services.
B. Level and range, of service: The area is currently served by the
Comity of Mendocino in the functions of administration and public
works. The City is a full service municipality, Mdch in addition
to providing the specific services discussed above, encompasses
t]~ functions of City Manager, City Attorney, City Clerk, City
Council, Treasurer, Personnel, Finance (including Purchasing and
Warehousing), Community Development (including Planning Commission,
Plarming and Building), Parks and Recreation, and Public l~rks
operating street maintenance and engineering, weed abatement, muni-
cipal garage and corporation yard. The annexation area can be
serviced at existing service levels with existing staff. Minimal
increased costs would result in street maintenance. Elections and
weed abatement costs would be less than $10.00. Revenue will be
generated by building pem~its, but this' will offset costs necessary
to provide services.

E. Conditions to be imposed by the Citx: Applicable M~ilding codes as
adopted b7 the City Cotmcil would be imposed and standard requirements
pursuant to existing City policies for streets and related development
would be stipulated.

FINANCING
As noted previously, other than user fees for water, electricity, smmrage and
solid waste disposal, urban services would be financed through the City of Ukiah
General Fund. Major ammal revenues with industrJal/comnercial development
are sales ~md property taxes. Subventions m~d revenue sharing are not appli-
cable as a long nm revenue since there is no residential land'use planned.
Noted here are approximate costs and revenues for the annexation. There calcula-
tions reflect two situations; the current undeveloped state and anticipated ulti-
mate development of 156 acres, f~e thne costs £or the purchase of the existing
