1. ROLL CALL
Ukiah City Council met at a Regular Meeting on November 17, 2021, having been legally noticed on
November 12, 2021. The meeting was held virtually at the following link:
https://zoom.usil 92368474873. Mayor Orozco called the meeting to order at 6:05 p.m. Roll was
taken with the following Councilmembers Present: Douglas F. Crane, Mari Rodin, Josefina Due6as
(arrived at 6:40 p.m.) Jim O. Brown, and Juan V. Orozco. Staff Present: Sage Sangiacomo, City
Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk.
MAYOR OROZCO PRESIDING.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Mayor Brown.

a. Approval of the Minutes for the November 3, 2021, Regular Meeting.
b. Approval of the Minutes for the November 8, 2021, Adjourned Regular Meeting.
Motion/Second: Rodin/Brown to approve minutes of November 3, 2021, a regular meeting; and
November 8, 2021, an adjourned regular meeting, as submitted. Motion carried by the following roll
call votes: AYES: Crane, Rodin, Brown, and Orozco. NOES: None. ABSENT: Duenas. ABSTAIN:
None.

7. CONSENT CALENDAR
a. Notification of Purchase Order #47548 Issued to Pan Pacific Supply for the Teardown,
Inspection, and Repair of Floway Pump in the Amount of $1,015.00 for the Wastewater
Treatment Plant, and Authorize Additional Change Orders as Needed When Repair Quote is
Provided.
b. Adoption of Resolution (2021-57) of the City Council Reconsidering the Circumstances of the
State of Emergency and Implementing Teleconferencing Requirements for City Council and
Board and Commission Meetings During a Proclaimed State of Emergency Due to the COVID-
19 Pandemic.
c. Receive Schedule of Proclamations Recommended by the City of Ukiah's Equity and Diversity
Committee.

d. Adoption of Resolution (2021-58) Making Appointments to the Design Review Board and
Airport Commission.
Motion/Second: Rodin/Brown to approve Consent Calendar Items 7a-7d, as submitted. Motion
carried by the following roll call votes: AYES: Crane, Rodin, Brown, and Orozco. NOES: None.
ABSENT: Duenas. ABSTAIN: None.

a. Receive Status Report and Consider Any Action or Direction Related to the Novel
Coronavirus (COVID-19) Emergency Including Operational Preparedness and Response;
Continuity of City Operations and Services; Community and Business Impacts; and Any
Other Related Matters.

13. NEW BUSINESS
a. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
Presenter: Councilmember Rodin.
Motion by Vice Mayor Brown to form an ad hoc committee entitled Complete Streets, to review
pedestrian and bike friendliness in the beautiful community of Ukiah.
Upon further consideration, the motion was amended as follows:
Motion/Second: Brown/Rodin to form an ad hoc committee entitled Complete Streets, consisting of
Councilmembers Rodin and Crane to serve as the ad hoc members. Motion carried by the following
roll call votes: AYES: Crane, Rodin, Brown, and Orozco. NOES: None. ABSENT: Duenas. ABSTAIN:
None.
THE CITY COUNCIL ADJOURNED TO CLOSED SESSION AT 6:24 P.M.
