The City is considering property acquisition for water storage infrastructure to support further growth in areas to the south and west of the City limit. The City does not currently have any water storage in this area, and a properly sited tank could serve future residential development water needs and also increase water storage and fire protection for southern areas of the City. Background GHD performed a desk-top GIS analysis and prepared a brief technical memorandum for four potential tank sites identified by the City in coordination with a residential developer. The key tank siting criteria considered was proximity to proposed development sites to provide water service within the pressure range of 60 pounds per square inch (psi) to 100 psi for residential use and fire flow and fire protection. Other tank siting criteria included proximity to existing water supply wells, proximity to roads for access, and proximity to existing City water mains that could be interconnected. Scope of Work The scope of work proposed is to investigate two of the four tank sites in further detail, specifically focusing on access, tank water supply, and interconnection to the City’s existing water distribution system. Tank Sites #1 and #2 described in the September 18, 2020 Technical Memorandum will be investigated in further detail. Task 1: Project Coordination and Investigation GHD will manage the study and coordinate with the City. The team will collect and review available background documentation, including details of the City’s existing water system, access roads, parcel information and ownership, and other relevant data. GHD will perform a site visit with the City to observe and document the potential locations of two tanks, confirm existing access and access improvements "UUBDINFOU" 2020-10-08 GHD Proposal-Ukiah Tank Siting.docx 2 which may be required, and review existing well water supplies that could serve the tanks. GHD’s Project Manager will attend up to three (3) meetings with the City to discuss the details of the project, and review comments on work products. Task 2: Develop Tank Concepts GHD will confirm the conceptual tank sites and perform a conceptual sizing analysis in coordination with the City to develop the estimated potable, fire and contingency storage volumes for each tank. Conceptual sizing and alignments for water mains that interconnect with the City’s existing system will be developed, and a simple hydraulic analysis will be performed to identify the approximate locations of pressure reducing stations to provide adequate service pressure. Exhibits showing the layout of each of the tanks and water mains will be developed. An analysis of up to six (6) tank materials will be included to identify preferred tank materials. Task 3: Prepare Planning Level Costs GHD will prepare a planning level cost estimate for the tanks, water mains and appurtenances. A Class 5 estimate will be prepared for each of the tanks in accordance with AACE International Recommended Practice. An appropriate estimating contingency will be included, as well as soft costs (engineering, construction management and administration) and escalation. Task 4: Technical Memorandum The study outcome, results, exhibits, costs and recommendations will be presented in a draft technical memorandum for City review. GHD will meet with the City to review the results and receive and discuss comments before finalizing the tech memo. Deliverables: 1. Draft and final technical memorandum (pdf) Information to be provided by City 1. Reasonable access to the sites. 2. As-built record information and other water system information relevant to the study. 3. Previous studies and reports relevant to the study. 4. Relevant City criteria and requirements regarding construction, soils handling, traffic control, quality, etc., for inclusion or reference in the report. 1. General Assumptions/Exclusions This proposal is based on the following assumptions: 1. Meetings other than indicated above are not required, but can be provided on a time-and- materials basis or by negotiated fee at current rates 2. Costs associated with hard copy document production and shipping are excluded. 5. In providing this scope of services, GHD will perform in a manner consistent with that degree of care and skill ordinarily exercised by members of the same profession currently practicing under similar circumstances. Schedule We will work with the City to develop a schedule and make reasonable adjustments to it to achieve the City’s goals and timelines for the project. Fee Proposal Our understanding is that the contract mechanism will be through an amendment to the existing Professional Service Agreement with the City for the preliminary tank siting study. GHD proposes to complete the base Scope of Services for the time-and-materials fee not to exceed $16,421.00 without the prior written authorization of the City. The original contract of $8,500.00 for the preliminary tank siting study has a remaining budget of $2,797.11, reflecting GHD’s efforts through October 3, 2020. The proposed fee for this project could be reduced by this remaining fee amount for an amendment total of $13,623.89. Services not included in this proposal can be provided by a negotiated fee at current rates. These rates are subject to change on a semi-annual basis. For other than professional employees, time spent over 8 hours per day, time spent on swing shifts, and time spent on Saturdays will be charged at 1.5 times the hourly billing rate. Work on Sundays will be charged at 2.0 times the hourly billing rate and holiday work will be charged at 2.5 times the hourly billing rate. All field personnel charges are portal to portal. Professional employees will not be charged out at premium charge rates for overtime work. Expenses and other similar project related costs are billed out at cost plus 15%. The cost of using equipment and specialized supplies is billed on the basis of employee hours dedicated to projects. C. D. Payment for work and expenses is due and payable upon receipt of our invoice. Amounts unpaid thirty (30) days after the issue date of our invoice shall be assessed a service charge of one and one half (1.5) percent per month. (*) These rates do not apply to forensic-related services, or to work for which Prevailing Wage obligations exist. It is the responsibility of the client to notify GHD Inc in writing if Prevailing Wage obligations are applicable, in which case the fees will be adjusted proportionate to the increase in labor cost.
