1. ROLL CALL- CITY COUNCIL 4:33:50 PM
Present: Councilmembers Crane, McCowen, Rodin, Baldwin, and Mayor Ashiku.
City Staff Present: Project Engineer/Manager Burck, City Manager Horsley, City Attorney
Rapport, Public Utilities Director Ziemianek, and City Clerk Ulvila.
Ukiah Valley Sanitation District (UVSD) Board Members Present: Crane,
Wattenburger, and District Chairman Delbar.
Others Present: Clerk of the Board/District Secretary Furman and Mendocino County

2. CURSORY REVIEW BY DAVID EWING OF VALUE ENGINEERING
OPPORTUNITIES RELATED TO THE WASTEWATER TREATMENT PLANT

3. DISCUSSION AND POSSIBLE AWARD OF BID TO KIEWIT PACIFIC COMPANY
FOR THE CONSTRUCTION OF THE CITY'S WASTEWATER TREATMENT
FACILITY 4:34:5 ! PM
Public Utilities Director Ziemianek explained that at the September 14, 2005 Special
Joint Meeting of the City of Ukiah and the Ukiah Valley Sanitation District (UVSD), there
was discussion to award the construction contract for the Wastewater Treatment Plant
Improvement Project to Kiewit Pacific Company. Since that last meeting, Ewing
Construction conducted a value engineering review with an electrical engineer, system
engineer, and himself from the construction point of view to review the plans and formulate
ideas for potential cost saving measures.
He explained that staff has requested and received approval from Kiewit Construction to
keep this bid open for 150 days and that time period will close at the end of October. Since
the bids were opened in June 2005, Kiewit have seen an escalation in the engineering
costs and construction. There has been an effort by Staff and the contractor to look at
various areas where savings can be made. He drew attention to hurricanes Katrina and
Rita that have resulted in high inflationary costs in the construction industry; noting the
increased cost of plastic pipe and steel.
Discussion ensued with regard to the risk of a catastrophic incident at the plant and the
issue of regulatory agencies instructing the City that upgrades and repairs need to be
made to the plant. Safety concerns at the plant for operators and the fact that the plant is
at or near capacity were duly noted. There was a brief discussion that the capacity
increase would be paid by new connections and that the rehabilitation of the plant would be
paid by the current rate payers.

Matt Froneberger, City employee at the Wastewater Treatment Plant, voiced his support
for construction of an expanded wastewater treatment plant.
M/S Rodin/Baldwin awarding bid to Kiewit Pacific Companyfor the construction of the City
of Ukiah Wastewater Treatment Plant Improvement Project in the amount of $56,538,000
and authorize the City Manager to execute the agreement.
Brad Kauffman, of Kiewit Pacific Company, discussed Kiewit's~review of cost savings and
potential change orders due to increased costs for materials, such as various types of pipe.
Motion carried by the following roll call vote: AYES: Councilmembers Crane, McCowen,
Rodin, Baldwin, and Mayor Ashiku. NOES: None. ABSTAIN: None. ABSENT: None.

M/S Wattenburger/Crane awarding bid to Kiewit Pacific Company for the construction of
the City of Ukiah Wastewater Treatment Plant Improvement Project in the amount of
$56,538,000 and authorize the City Manager to execute the agreement; carried by the
following roll call vote: AYES: UVSD Board members Crane, Wattenburger, and Chairman
Delbar. NOES: None. ABSTAIN: None. ABSENT: None.

PRESENTATION BY DAVID EWING OF VALUE ENGINEERING DETAILED
OPPORTUNITIES RELATED TO THE WASTEWATER TREATMENT PLANT'

David Ewing, Ewing Construction Services, provided a PowerPoint presentation with
regard to Ewing Construction Services' review of the wastewater treatment plant's plan
specifications. They found no fatal flaws in the design and felt there are ways to reduce
costs. Some topics of the presentation included Cost Reduction Idea Evaluation; Primary
Causes of Cost Reduction Process Failure; Cost Reduction Process Goals; and Methods
to Save Time.
Tom Frisch, Frisch Engineering, Inc., advised that his firm has been consulting with
Ewing Construction. He discussed the Power Distribution and Control System, as
displayed in the PowerPoint presentation.
David Ewing concluded with a discussion of the Post-Award Cost Reduction Process. He
responded to inquiries concerning value engineering and cost saving measures that would
not compromise the function of the facility.
District Chairman Delbar inquired about the reclaimed water portion of the project and
how that would be factored into the project. Mr. Ewing responded by noting that he has
not had an opportunity to discuss the matter with Brown and Caldwell, however, it is an
idea that can be taken to the workshop for consideration.
In response to an inquiry by District Chairman Delbar, Director Ziemianek discussed
working with Brown and Caldwell regarding groundwater recovery.
5. PUBLIC EXPRESSION

Councilmember Rodin inquired if Council would receive a report on the 218 process.
Director Ziemianek advised that as of last Friday, the City has received letters opposing
the proposed sewer rate increase.
