1. ROLL CALL
Ukiah City Council met at a Regular Meeting on July 21, 2021, having been legally noticed on July
16, 2021. The meeting was held virtually at the following link:

Mayor Orozco called the meeting to order at 6:02 p.m. Roll was taken with the following
Councilmembers Present: Mari Rodin, Josefina Duenas, Jim O. Brown, and Juan V. Orozco.
Councilmember Absent by Prearrangement: Douglas F. Crane, Staff Present: Sage
Sangiacomo, City Manager; David Rapport, City Attorney; and Kristine Lawler, City Clerk.

Adoption of Resolution (2021-32) Reappointing Cynthia Coale to the Design Review Board and
Henry Sadowski to the Parks, Recreation, and Golf Commission — City Clerk.
b. Approval of Contract Amendment #3 (COU No. 1617-133-A3) to SHN Consulting Engineers and
Geologists, Inc. in the Amount Not To Exceed $49,200 for Additional Engineering Design and
Construction Management Services for the Pressure Zone 2 South Reservoir
Rehabilitation/Replacement Project, and Corresponding Budget Amendment— Water Resources.
c. Notification to City Council of Purchase Order#47221 issued to Vaughan's Industrial Repair, Inc. to
Rebuild a 10" Fairbanks Morse VTSH Pump for the Waste Water Treatment Plant in the Amount of
$16,053.81 — Water Resources.
d. Approve Notice of Completion for Wahlund Construction, Inc. for the Downtown Streetscape Utilities
Project, Specification 19-17, and Direct the City Clerk to File the Notice of Completion with the
County Recorder— Public Works.
e. Consideration and Approval to Unfreeze the Full-Time Assistant Facility Administrator Classification,
and Approval of Corresponding Budget Amendments — Human Resources/Risk Management.
f. Approval of Contract (COU No. 2122-077) in the Amount of $140,000 with Larry Walker and
Associates for Technical Permitting Assistance Related to the City's National Pollutant Discharge
Elimination System (NPDES) Permit and Recycled Water Permit— Water Resources.
g. Approval of the Purchase of Filter Media for the Advanced Water Treatment (AWT) Filters at the
Wastewater Treatment Plant (WWTP)from WesTech Inc. of Salt Lake City, UT in the Total Amount
of$37,080.00 — Water Resources.
h. Approval of Contract (COU No. 2122-078) with Stone Creek Environmental Consulting in the
Amount of $26,020 for Engineering Services Related to the Municipal Separate Storm Sewer
Systems Permit Issued by the North Coast Regional Water Quality Control Board — Public Works.
Council Direction for Staff to agendize an item to discuss the Design Review Board.
Motion/Second: Rodin/Brown to approve Consent Calendar Items 7a-7h with the alternate
resolution for agenda item 7a. Motion carried by the following roll call votes: AYES: Rodin, Duenas,
Brown, and Orozco. NOES: None. ABSENT: Crane. ABSTAIN: None.

a. Annual Review and Adoption of Resolution Updating the Fee Schedule for Community
Services; Including Recreation Programs, Sports Fields, Parks, Municipal Pools, Ukiah
Valley Conference Center, and the Grace Hudson Museum.

Motion/Second: Brown/Rodin to adopt the Resolution (2021-33) updating the fee schedule for
Community Services; including recreation programs, sports fields, parks, municipal pools, Ukiah
Valley Conference Center, and the Grace Hudson Museum. Motion carried by the following roll call
votes: AYES: Rodin, Duenas, Brown, and Orozco. NOES: None. ABSENT: Crane. ABSTAIN: None.

12. UNFINISHED BUSINESS
a. Council to Receive Status Report on the Ukiah Valley Golf Course and Consider Approval
of the 2021/2022 Capital Improvement Plan for the Ukiah Valley Golf Course, and to
Consider Approval of an Amended Cart Barn Lease Agreement with the Ukiah Men's Golf
Club, and a Corresponding Amendment to the Tayman Park Golf Group Agreement.

Agreement (COU No. 2122-079) with the Ukiah Men's Golf Club and a corresponding Eighth
Amendment (COU No. 1617-112-A8) to the Tayman Park Golf Group Agreement. Motion carried
by the following roll call votes: AYES: Rodin, Brown, and Orozco. NOES: None. ABSENT: Crane
and Duenas. ABSTAIN: None.

b. Annual Report Regarding the Visit Ukiah Program and Authorization for City Manager to
Negotiate and Execute Performance Agreement between the Greater Ukiah Chamber of
Commerce and the City of Ukiah for Continued Administration of the Program for Fiscal
Year 2021-22.

and the City of Ukiah for the continued administration of the program. Motion carried by the following

Operations Plan.

Emergency Operations Plan. Motion carried by the following roll call votes: AYES: Rodin, Duenas,

b. Designation of Voting Delegates and Alternates for the League of California Cities Annual
Conference — September 22-24, 2021.
Presenter: Sage Sangiacomo, City Manager.
Motion/Second: Brown/Rodin to designate Mayor Orozco as the primary Voting Delegate to
represent the City of Ukiah at the League of Cities Annual Conference being held on September 22-
24, and Councilmember Duenas and Shannon Riley, Deputy City Manager, as the Alternates. Motion
carried by the following roll call votes: AYES: Rodin, Duenas, Brown, and Orozco. NOES: None.
ABSENT: Crane. ABSTAIN: None.
c. Receive Updates on City Council Committee and Ad Hoc Assignments and, if Necessary,
Consider Modifications to Assignments and/or the Creation/Elimination of Ad hoc(s).
