HomeMy WebLinkAboutMin 06-01-05 (Special)MINUTES OF THE UKIAH CITY COUNCIL Special Joint Meeting of the Ukiah City Council And Ukiah Valley Sanitation District Wednesday, June 1,2005 The Ukiah City Council met at a Special Joint Meeting with the Ukiah Valley Sanitation District (UVSD) on June1, 2005, the notice for which had been legally noticed and posted, at 4:30 p.m. in the Civic Center Council Chambers, 300 Seminary Avenue, Ukiah, California. Roll was taken and the following Councilmembers were present: Crane, McCowen, Rodin, Baldwin, (arrived at 4:46 p.m.) and Mayor Ashiku. Staff present: Water-Utilities/Project Engineer Burck, Wastewater Treatment Manager Gall, City Manager Horsley, City Attorney Rapport, Public Utilities Director Ziemianek, and City Clerk Ulvila. Ukiah Valley Sanitation District Board Members present: Wattenburger and Crane. District Board Chairman Delbar was absent by prearrangement. Also present: Mendocino County Chief Deputy Counsel Zotter, and Deputy Clerk of the Board/District Secretaries Rau and Park. 2. WASTEWATER WORKSHOP 2a. Approve Rate Structure and Authorize City Manager to Arrange For Mailinc~ of Proposition 218 Notices and Schedule Public Hearing on Proposed Wastewater Utility Rate Changes Finance Director McCann provided a brief synopsis of what to expect from the presentation that represents a culmination of ideas derived from the presentation by Bartle Wells Associates on May 18, 2005 at the Joint city Council/Ukiah Valley Sanitation District (UVSD) meeting. Doug Dove, Principal employed by Bartle Wells Associates, noted that the purpose of the Joint Meeting is to obtain approval from the City Council and the UVSD Board to move the process along by mailing notices to all affected parties for a public hearing on the bond issues, sewer rate increases, and connection fees, in accordance with Proposition 218, and to follow this step with the Joint City Council/UVSD public hearing 45 days later, on July 20, 2005. Discussion followed among City Council and UVSD Board members with regard to the presentation. City Manager Horsley, Finance Director McCann, City Attorney Rapport, with assistance from Timothy Banyai of Brown and Caldwell, Doug Dove and Tatiana Olea of Battle Wells Associates, provided clarification with regard to reserves, projected growth rate, rate increases planned for other cities, future Wastewater Treatment Plant maintenance costs, and capital improvement funding, including projects such as infiltration and inflow (l&l). Also discussed were the differences between residential and commercial rate calculations, and addressing matters raised by the UVSD at the prior joint meeting with the City Council. Joint Meeting of the City Council And the Ukiah Valley Sanitation District June 1,2005 Page 1 of 2 Councilmember Crane and Director Wattenburger expressed concern that the proposed structure may not be sufficient to fund future Wastewater Treatment Plant maintenance, including infiltration issues. Recessed: 6:02 p.m. Reconvened: 6:04 p.m. M/S Rodin/McCowen to increase the proposed rates $2 each year for the years 20O5-2O09. M/S Rodin/McCowen amending the motion to increase the proposed date range for the $2 increase to 2010; carried by the following roll call vote: AYES: Councilmembers Crane, McCowen, Rodin, and Mayor Ashiku. NOES: Councilmember Baldwin. ABSTAIN: None. ABSENT: None. M/S Rodin/McCowen approving proposed rate structures and authorizing the City Manager to arrange for mailing of notices and schedule public hearings on the proposed rate changes, carried by the following roll call vote: AYES: Councilmembers Crane, McCowen, Rodin, Baldwin, and Mayor Ashiku. NOES: None. ABSTAIN: None. ABSENT: None. Ukiah Valley Sanitation District: M/S Crane/Wattenberger approving proposed rate structures and authorizing the City Manager to arrange for mailing of notices and schedule public hearings on the proposed rate changes, carried by the following roll call vote: AYES: UVSD Board members Wattenburger and Crane. NOES: None. ABSTAIN: None. ABSENT: Chairman Delbar. 3.
