Turner, Interim Senior Planner July 9, 2020 Page 2 of 5 AGENDA ITEM NO. 4a Department of Community Development Planning Division 300 Seminary Ave. Ukiah, CA 95482 DATE: July 9, 2020 TO: Planning Commission FROM: Craig Schlatter, Director of Community Development SUBJECT: Recommendation to the Mendocino County Airport Land Use Commission on the Draft Ukiah Municipal Airport Land Use Compatibility Plan ____________________________________________________________________________ Background: The Mendocino County Airport Land Use Commission (ALUC) adopted the original countywide compatibility plan, the Mendocino County Airport Comprehensive Land Use Plan (MCACLUP), on October 21, 1993; the plan was revised June 6, 1996, to include the Ukiah Municipal Airport. The 1996 plan was based upon the development proposals provided in the 1996 Ukiah Municipal Airport Master Plan, a plan which no longer fully reflects the city’s planning for the airport, including the 2015 Airport Layout Plan. The MCACLUP also predates the latest guidance provided by Caltrans in the 2011 California Airport Land Use Planning Handbook. The planning effort to prepare an updated compatibility plan for the Ukiah Municipal Airport was initiated by the City of Ukiah with support from the County of Mendocino and the Mendocino County Airport Land Use Commission. As part of the update process, the City of Ukiah and County of Mendocino desire to present the draft Ukiah Municipal Airport Land Use Compatibility Plan (UKIALUCP) to both the City and County Planning Commissions at a joint meeting for a recommendation to the ALUC regarding the UKIALUCP. Discussion: Given this joint approach to preparation of the UKIALUCP between the County, City, and ALUC, content for the July 16, 2020 joint Ukiah and Mendocino County Planning Commissions meeting has been posted on the County’s website at the below link. Page 3 of 5 RESOLUTION NO. 2020-01 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF UKIAH MAKING A RECOMMENDATION TO THE MENDOCINO COUNTY AIRPORT LAND USE COMMISSION REGARDING THE DRAFT UKIAH MUNICIPAL AIRPORT LAND USE COMPATIBILITY PLAN WHEREAS, the City of Ukiah desires to regulate activities within and surrounding the Ukiah Municipal Airport in a manner consistent with the General Plan and State law; and WHEREAS, City staff in cooperation with the County of Mendocino has pursued this update to the Countywide Mendocino County Airport Comprehensive Land Use Plan (MCACLUP) which was adopted by the Mendocino County Airport Land Use Commission on October 21, 1993 and revised in 1996 to include the Ukiah Municipal Airport Master Plan; and WHEREAS, the proposed update will enable planning surrounding the Ukiah Municipal Airport to better conform to the California Department of Transportation 2011 California Airport Land Use Planning Handbook and the City’s current planning for the airport; and WHEREAS, the City of Ukiah and County of Mendocino desired to present the draft Ukiah Municipal Airport Land Use Compatibility Plan (UKIALUCP) to both the City and County Planning Commissions at a joint meeting for recommendations to the Mendocino County Airport Land Use Commission regarding the UKIALUCP; and WHEREAS, pursuant to the provisions of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.; CEQA) and the CEQA Guidelines (Title 14 California Code of Regulations Section 15000 et seq.), a draft Negative Declaration has been prepared for the UKIALUCP; and WHEREAS, the Planning Commission reviewed and discussed the draft UKIALUCP on July 16, 2020, at which time the Planning Commission heard and received all public comment presented orally or in writing regarding the draft UKIALUCP; and WHEREAS, the Planning Commission has had an opportunity to review this Resolution and finds that it accurately sets forth the recommendation of the Commission regarding the UKIALUCP. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission, based on the evidence in the record before it and the findings and determinations, makes the following recommendation to the Mendocino County Airport Land Use Commission regarding the draft UKIALUCP: 1.The Planning Commission recommends that the Mendocino County Airport Land Use Commission adopt the UKIALUCP.
